ABSTRACT

Introduction: Human rights have been established throughout history as a guarantee that
protects man in a situation where their physical, moral, social and cultural integrity is
compromised. Under the National Health Day and Good Bedside Manner (13.08.15) the
official gazette El Peruano, published the regulations establishes the rights of users of
Health Services; where that rule establishes the rights of users of health services, which
also involved implementation where the rights of users of health services given in Peru are
mentioned, these rights were enacted and established by supreme decree Law N. 26842,
which is duty to inform and make aware the people about their rights. Objective: To
determine the level of knowledge of patient rights by external users in the medical
consultation Heysen Inchustegui Hospital during the period May to June - 2016. Material
and Methods: A prospective descriptive-cross-sectional study. Population: Patients
attending outpatient Heyssen Inchustegui Luis Hospital. Sample: 72 patients attending
outpatient specialty of medicine, surgery, gynecology and paediatrics in the period May-
June 2016, the Hospital Luis Heyssen Inchustegui of Chiclayo. The instrument was
developed in accordance with the rights enshrined in Law No. 26842, adapting rights
questions, where each question was put a value of p1, p2, p3, p4, ..., p17. Statistical data
analysis: Univariate analysis by Stata 11. Results: Of the 72 respondents, 29 (40.28%)
are men and 43 (59.72%) are women; the average age of respondents was 31.5 years;
and the age group where most interviews were given is between 23 to 48.5 years. 22
(38.89%) coursed secondary and 44 (61.11%) coursed higher. 36 respondents (50%)
come from the city of Chiclayo, 14 (19.44%) came from the city of Pimentel, 8 (11.11%) of
La Pradera and 14 (19.44%) come from places outside the department of Lambayeque.
The interpretation of the results were handled by item and questions, including're our 72
respondents, where a final figure, each item is taking the values they had on each
question, and the sum of these new values, mean 100% taking and a reference value to
the item NEVER 3.14%; RARELY item 6.64%; SOMETIMES item 7.65%; the item most
times of 11.25% and 71.32% ALWAYS item. Conclusions: As the item always the highest
percentage, indicate that patients have prior knowledge of their rights when they go to
apply for health services, but this does not mean they know all people their rights, as we
see in the sum of the NEVER items rarely, sometimes and most times there is a
population that gives know who knows little about the rights under the state when
requested or required care or health services.
