My name is Sierra Moore, and I am a first year physical therapist student at Central Michigan
University. As a future physical therapist, my passions and goals are to help those in my
community regain their health in order for them to be successful members in society. I find it to
be my ethical duty to advocate for my future patients. This is the very reason why I am writing
to you.

I please urge you to vote NO on HB 4712. This bill is seeking to expand the scope of practice of
chiropractors by giving them permission to prescribe physical therapy. Chiropractors are already
capable of referring their patients to physical therapy due to the recent direct access changes
here in Michigan. Therefore, this bill is unnecessary.

The term prescription may seem insignificant, but this word is far different than the term
refer. The physician is the only health professional that is able to prescribe physical therapy,
and they are therefore held to a higher standard than chiropractors.

This bill contradicts what has already been stated in the Public Health Code. In Part 164 of the
Public Health Code, Practice of Chiropractic, it does not include prescribing or issuing other
health professionals to provide treatment. This bill is also unsettling because it would grant
chiropractors the authority under Michigan law even though prescribing is not permitted under
their scope of practice as stated in the Public Health Code. This is an inappropriate policy.

This bill seems to have a hidden agenda of making the profession of chiropractic more reputable
and simultaneously undermining physical therapy. Chiropractors and physical therapists are
already in competition for the same patients. Thereby granting chiropractors the ability to
prescribe treatment is giving also granting them the authority over physical therapists.

Again, I urge you to please vote NO on HB 4712. This is not in the best interest of patients and
physical therapists DO NOT support this bill.
