European policy context
Background to Vodafone and the Digital Single Market
We have a dialogue with the European Commission in support of our activities across 12 EU countries.
We support the Commissions Digital Single Market objective to open up digital opportunities for people and
business and enhance Europe's position as a world leader in the digital economy
European Commission Smart Cities activity to date
Deployment: given the European Commissions policy objective to promote smart cities e.g. the already
established European Innovation Partnership (EIP) on Smart Cities and Communities
Smart cities activity also relevant to emerging policy/regulation on a number of other
topics, for example
Security: e.g. best practices in relation to securing smart cities applications, relevant to potential EC regulation in
this area
Access to data: e.g. best practices around sharing of machine generated data in a smart cities environment, current
priority policy topic for the European Commission
Cooperative-Intelligent Transportation Systems (C-ITS): e.g. how cars communicate with road-side infrastructure in
an urban environment .

European Roundtable of Industrialists Smart City activity
European Roundtable of Industrialists (ERT)
The ERT is a Brussels based forum bringing together around 50 Chief Executives and Chairmen of major
multinational companies of European parentage covering a wide range of industrial and technological
sectors.
ERT advocates policies at both national and European level, aimed at creating conditions necessary to
improve European growth and jobs. We are a member of the ERT and Vittorio is the ERT Vice-Chairman.
ERT Smart Cities best practices document
Preparation of Smart Cities Guide including ten best practices-based recommendations for creating
smarter cities helping local governments initiate, optimize, and evaluate smart city initiatives
A number of best practices identified, including for example (i) use of and access to public data and
information, (ii) infrastructure that is scalable, manageable and secure by design (iii) launch and support of
cross domain initiatives (such as mobility) (iv) Use of network test beds and (v) importance of community
initiatives
Also included in the ERT document are Vodafone smart city case studies (currently the Netherlands (Mic-O-
Data) and Italy (tide alert system, traffic monitoring and mobile car parking payments in Venice).

The opportunity
ERT Smart Cities document to be launched at European week of cities and regions, October
2017
In 2017, the European Week of Regions and Cities will reach its 15th birthday. It will tackle the challenges that EU
regional and urban policy should be addressing, as of today, and over the coming years (further info can be found at
http://ec.europa.eu/regional_policy/regions-and-cities/2017/index.cfm)
Key themes for 2017 are: Building resilient regions and cities, Regions and cities as change agents, Sharing
knowledge to deliver results
Cities and regions across the Vodafone footprint will be well represented during the event (see Annex)
