Proposed application for the residential development of up to 700 dwellings.
Address: Land North of Health Club, East Of Phase 2, Longford Park, Oxford Road, Bodicote

Dear Mr Perry,

As a resident of Longford Park I wish to express my opposition to the above named application.

The National Planning Policy Framework sets out a number of land-use planning principles that
underpin both plan-making and decision-taking. It is my view that this proposal contravenes this
Framework in a number of ways, primarily:

1) Roads & Infrastructure


The plan proposes to utilise the existing Longford Park primary access routes and add to the weight
of traffic currently handled by the Oxford Road. These roads are not designed to carry the volume of
resident traffic they currently handle, let alone that of an additional 700 homes. The current road
network in and out of the development is already under great strain and would not be able to support
an additional 700 households. The Transport Assessment report prepared by Markides Associates for
Hallam Management Ltd is wholly inadequate and both Banbury Town Council, Adderbury Parish
Council and numerous others have already expressed their concerns regarding traffic management
for the development, particularly on the issues of traffic generation and vehicular access.

2) Waste
Thames Water has identified an inability of the existing waste water infrastructure to accommodate
the needs of the application, stating the sewer network is unlikely to be able to support the demand
anticipated from the development.

3) Environment
The development of these additional homes will undoubtedly cause long term excess construction
noise and environmental disruption for the existing residents of Longford Park, particularly those
bordering the site plan. CDCs Environmental Protection Department require a Construction
Environment Management Plan (CEMP) detailing measures to be taken to ensure the noise from
construction works do not adversely affect residential properties on and around the proposed site. No
such plan has been submitted.

Paragraph 64 of the National Planning Policy Framework specifically states permission should be
refused for development of poor design that fails to take the opportunities available for improving the
character and quality of an area and the way it functions. With the above contraventions this plan is
poorly designed and I therefore urge you to reject this application.

If this application is to be decided by councillors, please take this as notice that I would like to be
represented at the meeting of the committee at which this application is expected to be decided.
