Recalling its resolutions 2014 (2011), 2051 (2012), 2140 (2014), 2201 (2015), and 2204
(2015), 2216 (2015), 2266 (2016) of the UN Security Council and UN Presidents statements
of 15 February 2013, 29 August 2014 and 22 March 2015,
Noting the letter dated 24 March 2015 from the Permanent Representative of the Republic of
Yemen, to the United Nations, transmitting a letter from the President of the Republic of
Yemen, in which he informed the President of the Security Council that he has requested
from the Cooperation Council for the Arab States of the Gulf and the League of Arab States
to immediately provide support, by all necessary means and measures, including military
intervention, to protect the Republic of Yemen and its people from the continuing aggression
by the Houthis, and noting the letter dated 26 March 2015 from the Permanent Representative
of the State of Qatar, S/2015/217, transmitting a letter from the Representatives of the
Kingdom of Bahrain, the State of Kuwait, the State of Qatar, the Kingdom of Saudi Arabia and
the United Arab Emirates,
Reaffirming its strong commitment to the unity, sovereignty, independence and territorial
integrity of Yemen, and its commitment to stand by the people of the Republic of Yemen,
Condemning the growing number of and scale of the attacks by Al-Qaida in the Arabian
Peninsula (AQAP) and expressing concern at the increasing presence and future potential
growth of the so-called Islamic State in Iraq and Levant (ISIL also known as Daesh)
affiliates in Yemen,
Expressing concern at the ability of AQAP to benefit from the deterioration of the political
and security situation in the Republic of Yemen, mindful that any acts of terrorism are
criminal and unjustifiable regardless of their motivation, whenever, wherever and by
whomsoever committed; stressing in this regard the need for robust implementation of the
measures in paragraph 2 of resolution 2253 (2015) as a significant tool in combating terrorist
activity in the Republic of Yemen,
Reaffirming its support for the legitimacy of the President of the Republic of Yemen, Abdo
Rabbo Mansour Hadi, and reiterating its call to all parties and Member States to refrain from
taking any actions that undermine the unity, sovereignty, independence and territorial
integrity of the Republic of Yemen, and the legitimacy of the President of the Republic of
Yemen.
1. Reminds our fellow members of the 2015 Operation Decisive Storm which did not lead
to the desired outcomes in terms of weakening the Houthi rebels. The jihadists gained
even more strength afterwards and controlled the whole coast along the Gulf of Aden
and the humanitarian catastrophe became even worse.
2. Emphasises the need for negotiations in a moderated meeting overseen by the League
of Arab States between the al-Yaman government and the Houthis to bring the conflict
to an end. The terms of the peace are about to be negotiated there, with exception to
cessation of territory by Yemeni government.
3. Appreciates the commitment of the Republic of Iran to cooperate with the League of
Arab States in attempting to resolve the crisis in the Republic of Yemen.
4. Calls for an end to the blockade of Yemeni ports, with support of Saudi Arabia, such
that humanitarian aid can access the Yemeni people by sending military troops from
member nations of the League of Arab States.
a.Ensures that the Strait of Tiran and Suez Canal will remain clear
5. Stresses the need for humanitarian aid from all member nations in the League of Arab
States in terms of basic needs such as food, water and shelter via air lifts in cases
whereby the ports in the Republic of Yemen have been blocked by the Houthi rebels.
7. Calls upon all League of Arab State members to provide long term economic
development aid to invest in rebuilding Yemeni infrastructure in order to repair damage
caused by the war to create long term stability in the region,
8. Recognises that the responsibility to protect (R2P) principle obliges member states of
the League of Arab States to aid the Yemeni civilians.
9. Encourages all members of the League of Arab States to assist and assert pressure
as well as to provide funding to organisations such as but not limited to UNICEF and
the Emirati Red Crescent (ERC) to send food, water, medical care and shelter.
10. Reaffirms the leagues role in helping the muslim brotherhood and in this regard to the
refugee crisis by accepting up to a certain number of refugees in accordance to the
capacity of the host country.
11. Assures that the State of Kuwait is willing to fund the transportation and shelter of
Yemeni refugees during the transition of refugees to the host country with the support
of the League of Arab States.
12. Calls all parties to comply with their obligations under international law, including
applicable international humanitarian law and human rights law in accordance of the
International Criminal Court alongside any treaties or conventions that said parties
have signed.
13. Reaffirming that in case of a failure of a ceasefire, the entire League of Arab States
would intervene military collectively to defeat the rebels including but not limited to for
complete disarmament of the rebels within 3 months and ceasefire in exchange for
amnesty.
