RE: Seafarer response to BAR inquiry (6/28/10) concerning activities under Permit Number 2014.04;
Seafarers final report and permit renewal request for 2014.04; the Juno Beach shipwreck
Mr. Kennedy:
Thank you for your response to our questions concerning Seafarers recent fieldwork. Based on your
letter dated 7/6/17 we infer that no new shipwreck has been identified by the company in Permit Area
2014.04.
While Seafarer has requested a renewal of Permit 2014.04, BAR is unable to proceed with the renewal
until the final report is revised and resubmitted. As stated in our April correspondence to you about your
last quarterly report, the deficiencies noted as part of that review were expected to be corrected in the
final report. Please see the included documents for the completeness checklist and the reviewers
summary of this reports incompliance with the standards outlined in Rule 1A-46, F.A.C.
Please note that the final report does not meet the requirements set forth in 1A-46, F.A.C. and that all
deficiencies must be corrected in it to satisfactorily meet the conditions of the permit. Particularly, we
note a section of the final report stating, Seafarer conducted an extensive survey of the shoreline area of
Area 1 and 2 during the month of September (2016). The Melbourne Shoreline (MS) Survey identified
518 anomalies with in the area. However, the companys field logs show only 3 hours of work recorded
for that month. We request clarification and documentation related to these survey activities.
Finally, we note that no contracts or permits are active relating to the Juno Beach area, and no fieldwork
has been permitted in the area since 2009. If there have been developments following your July 7th
meeting with the U.S. Marshalls office related to an arrest of the site, please share any relevant
documentation with us at your earliest convenience. Please be mindful of the fact that the Juno Beach
wreck falls within an Underwater Archaeological Research Reserve. Pursuant to Rule 1A-31, Florida
Administrative Code, BAR is prohibited from issuing a 1A-31 Exploration or Recovery in a reserve
area.
