3. PROCESS DESCRIPTION

Hypochlorite Generation Package is designed to produce 4.0 kg/h hypochlorite solution with
the minimum concentration of 500 ppm wt from seawater at 10-12 barg and 18.4-30.1 deg. C.

The Hypochlorite Generation Package consists of two Electrolytic Hypochlorinator Cells (2 x

50%, Tag No.: 53AQ01-G01A/B) with seawater consumption for each cell is 4000 kg/h
(approximate 4 m3/h). The Hypochlorite Generation Package is designed with two operating
scenario: continuous dosing and peak shock dosing. Normally, Hypochlorite Generator
System operates at continuous dosing mode with one Electrolytic Hypochlorinator Cell for
duty and one Electrolytic Hypochlorinator Cell for standby. When peak shock dosing is
expected, both Electrolytic Hypochlorinator Cells are in operation; with each Electrolytic
Hypochlorinator Cell is sized with 50% of the dosing demand of peak shock rate. The
operating scenarios of Hypochlorite Generation Package are defined as follows:

- Continuous dosing: To provide continuous hypochlorite dosing for duty seawater lift
pump to result in chlorine concentration of 2 ppm wt in the seawater flow delivery by the
pump (i.e 0.28kg/h of chlorine equivalent). The concentration of hypochlorite solution at
outlet system is about 70 ppm wt (to be confirmed during detail engineering stage and
refer to Deviation List (Doc. No.: PUT5066-B-A0101-01-9001 for detail information)

- Peak shock dosing: To provide dosing for total seawater flow for duty seawater lift pump
and duty firewater pump to result in chlorine concentration of 4 ppm wt in the firewater

pump caisson and 4 ppm wt concentration in seawater lift pump (i.e 4.0 kg/h of chlorine
equivalent). The concentration of hypochlorite solution at outlet system is 500 ppm as
minimum.

As per shown in Piping and Instruments Diagram (Dwg No.: PUT5066-B-A0103-01-0001),

Hypochlorite Generation Package is described as below:

- Firstly, seawater removed particles of 250 m and larger from Seawater Filter (Tag No.:
53S01A/B, out of vendors scope) through Pressure Regulator (Tag No.: 53PCV-5301) to
stabilize seawater pressure into Hypochlorite Generation Package at 6.5 barg. Then
seawater is brought to Strainer (Tag No.: 53ST-5301A/B) for filtration to achieve particle
size as per requirement of Electrolytic Hypochlorinator Cell.

- The filtered seawater is fed to Electrolytic Hypochlorinator Cells (Tag No.: 53AQ01-
G01A/B) to produce hypochlorite solution. Flowrate of seawater into Electrolytic
Hypochlorinator Cells is controlled by Flow Control Valves (Tag No.: 53FV-5331A/B)
using signals from Flow Transmitters (Tag No.: 53FT-5331A/B). Flow Transmitters (Tag
No.: 53FT-5331A/B) installed on upstream of Electrolytic Hypochlorinator Cell also used
to detect low seawater flow to each Electrolytic Hypochlorinator Cell, alarm and turn off
power to that cell.

- The concentration of hypochlorite solution at outlet of Electrolytic Hypochlorinator Cell is

determined through chlorine concentration equivalent by Chlorine Concentration Analyzer
(Tag No.: 53AT-5331A/B). The package includes local control panel for motoring
solution strength and control the solution strength by varying the current to Transformer/
Rectifier (Tag No.: TR-5301A/B) which will be done from local control panel. The
hypochlorite solution out of Electrolytic Hypochlorinator Cell contains hydrogen gas is
sent to Degassing Tank (Tag No.: 53AQ01-V01) to separate and remove hydrogen gas.
The hydrogen gas separated through Back Pressure Regulator (Tag No.: 53PCV-5331) and
diluted by Air Blower (Tag No.: 53AQ01-B01A/B) before vent to atmosphere at safe
location. The hydrogen concentration in vent stream to atmosphere is maintained at less
than 1% volume.

- Finally, the hypochlorite solution removed hydrogen gas from Degassing Tank is brought
to dosing location. Flowrate of hypochlorite solution to dosing location is monitored by

Flow Transmitter (Tag No.: 53FT-5341) and controlled by Level Control Valve (Tag No.:
53LV-5341) using flow signal from Level Transmitter (Tag No.: 53LT-5302).

- Electrolytic Hypochlorinator Cell is protected for overpressure case due to blocked

discharge by Pressure Safety Valve (Tag No.: 53PSV-5312A/B) installed at upstream of
Strainer. Degassing Tanks is also protected by Pressure Safety Valve (Tag No.: 53PSV-
5311A/B) mounted directly on its top.
