Northern Ireland Anti-Obesity Campaign


Act 2017
TERM 1 CHAPTER 6

An Act to require the Minister of Health and his/her Department to award grants
to local educational agencies to improve physical education programmes for all
students aged 6 to 18 in the public education system. [28th January 2017]

B E IT ENACTED by being passed by the Northern Ireland Assembly and


assented to by Her Majesty as follows:

Programme authorisation
1. The Minister of Health and his/her Department is instructed to release
grants to schools to pay the share of the costs of creating, and expanding,
physical education programmes by
(1) providing equipment and support to enable students to actively
participate in physical education activities,
(2) providing funds for staff and teacher training and education,
(3) requiring that all students, including students with special needs,
have a minimum of 20 minutes of sustained moderate to vigorous
physical activity each school day during instructional time, on top of
the current physical education provided,
(4) recruiting those on British and Irish sporting teams to travel to
schools across the country and provide additional instruction on
physical education and training, and
(5) providing that children with a disability or chronic condition for
which moderate to vigorous physical activity may cause harm or
danger to their health are exempt from the programme.

Application
2. Local education authorities and academies shall submit an application to

the Minister of Health for obtaining a grant that contains a plan for creating, and
expanding, physical education programmes, where physical programmes in the
application include
(1) fitness education that helps students improve their overall physical
health,
(2) regular updated research, issues, and trends in the field of physical
education for teachers of physical education, and
(3) instruction in healthy eating habits and good nutrition.

Establishment of Northern Irish Commission on Childhood Obesity


3. With the passing of this Act, the Minister of Health will establish the
Northern Irish Commission on Childhood Obesity, which
(a) will offer policy directives on the best solutions for fighting
childhood obesity, and
(b) will include experts in the medical, educational, social service, and
nutritionist fields to advise the Minister of Health.

Extent, commencement, and short title


4.(1) This Act extends to the whole of Northern Ireland.
(2) This Act commences at the start of the next school year.
(3) This Act may be cited as the Northern Ireland Anti-Obesity Campaign Act
2017.
