GRANTING ACCREDITATION AND MEMBERSHIP IN LOCAL SPECIAL BODIES OF

THE CITY OF TAGBILARAN TO ELEVEN (11) COMMUNITY-BASED NON-
GOVERNMENTAL ORGANIZATIONS (NGOs), PEOPLES ORGANIZATIONS (POs)
INCLUDING BUSINESS AND PROFESSIONAL GROUPS AND SIMILAR
AGGRUPATIONS

WHEREAS, Section 16, Article XIII of the 1987 Constitution states that the right
of the people and their organizations to effective and reasonable participation at all
levels of social, political, and economic decision-making shall not be abridged. The
State shall, by law, facilitate the establishment of adequate consultation mechanisms;

WHEREAS, Section 34, Article III of the Local Government Code of 1991
provides that Local Government Units (LGUs) shall promote the establishment and
operation of Non-Governmental Organizations (NGOs), Peoples Organizations (POs)
to make them active partners in the pursuit of local autonomy;

WHEREAS, Rule XIII, Article 64 of the Implementing Rules and Regulations

(IRR) of the Local Government Code of 1991 provides that NGOs, POs and Private
Sector (PS) Organizations must apply with the Local Government Unit for accreditation
for membership in the Local Special Bodies;

WHEREAS, Section 190 (a) Chapter VII of the 2007 Revised Code of
Administrative Ordinances of the City of Tagbilaran provides for Civil Society
participation to institutionalize peoples participation in governance by strengthening the
partnership between Civil Society Organizations (CSOs) and the City Government of
Tagbilaran by integrating participatory processes in all levels of governance;

WHEREAS, the accreditation of NGOs, POs and PS Organizations is made so

that they will be encouraged to become active partners in the pursuit of local autonomy
by being represented in the Local Special Bodies;

WHEREAS, the Sangguniang Panlungsod shall complete the accreditation

process within sixty (60) days from the organization of the newly elected Sanggunian;

WHEREAS, the following NGOs, POs and PS Organizations have applied for
with the City Government and satisfactorily complied with the requirements needed for
such accreditation and membership in local special bodies, to wit:

1. Bohol Integrated Development Foundation, Inc. (BIDEF)

2. Bohol Island Tour Guides Association of the Philippines, Inc. (BITGAP)
3. Bol-anon Multi-purpose Cooperative (TACECCO)
4. Manga Settlers Seaside Association (MASSA)
5. Muslim Multi-Purpose Cooperative

7. New Era Christian Association (NECA)
8. Parents Teachers Association of Mansasa National High School, Inc.
9. Participatory Research, Organization of Communities and Education
towards Struggle for Self-Reliance (PROCESS) Bohol, Inc.
10. Pundok sa Gagmayng Mananagat (POSAGAMA)
11. United Neighborhood Association (UNA)

WHEREAS, the above-mentioned NGOs, POs and PS Organizations have

manifested their commitment to actively and meaningfully contribute towards the
realization of the Citys vision, mission and goals;

NOW THEREFORE, BE IT RESOLVED, As It Is Hereby Resolved by the Twelfth

Sangguniang Panlungsod of the City of Tagbilaran in session duly assembled:

To grant accreditation and membership in Local Special Bodies of the City of

Tagbilaran to Eleven (11) Community-Based Non-Governmental Organizations (NGOs),
Peoples Organizations (POs) including Business and Professional Groups and Similar
Aggrupations.

RESOLVED FURTHER, that copies of this Resolution be furnished to the

Honorable City Mayor John Geesnell L. Yap II, the City Local Government Operations
Officer, all NGOs, POs, and PS Organizations accredited pursuant to this Resolution for
their information and appropriate action.
