1 Solution Overview
In today's context, operators are only as good and attractive to their clients, as the network
supporting their activities. TEOCOs Forte enables operators to make sure they are up to the
task, by maximizing networks quality, capacity, and coverage automatically, and help them
reach their targeted revenues.

Designed to assist RF engineers with their daily tasks, Ultima Forte is compatible with all
major vendors, including Ericsson, Nokia, Nortel, Alcatel, Siemens, Motorola, ZTE and
Huawei. As such, the tool is easy to implement and use, while providing accurate and
thorough results.
The accuracy of the Forte's network representation stems from its use of mobile
measurements solely. Indeed, mobile handsets used by subscribers around the network yield
measurement reports that best reflect the users network experience. Forte leverages this
information to deliver an accurate view of the network's performance, while providing
the tools to optimize it.

The robustness of the Forte solution is partly due to its use of TEOCO's semi-dynamic GSM
Network Simulator and state of the art genetic-algorithm engine. These capabilities are used
primarily to evaluate network quality, generate optimal frequency and neighbor-list plans, and
produce network quality evaluation reports for existing and suggested frequency plans. In
other words, they are geared to improve the network's performance. .
Ultimately, the tools offered by Forte, assist operators and infrastructure vendors in
their efforts to continuously and automatically sustain peak performances. As such,
Forte delivers substantial time gain, while reducing errors.

3 Key Features & Benefits

3.1 Delivering a thorough multi-vendor solution for the


optimization of complex networks
Forte offers a single point of access and an integrative view of both geographical information
& network configurations. All information required for network analysis and optimization
is available in a convenient and straightforward manner. A view of site and sector
properties, information layers (including a geographical view of neighbor lists, spectrum
reuse, sector interference, network-quality data, and configuration reports) are always
available.
The multi-vendor character of the solution also enables to view multiple areas using
different technologies.
Forte's optimization engine is built on a powerful genetic algorithm to ensure the best possible
results. Its capacities include:
An Optimal Frequency Optimizer: for daily optimization activities, including instant
allocation of low interference frequencies for new sites and automatic frequency
planning for complex network architectures - such asOL/UL, dual band, spectrum re-
farming, mixed frequency allocation schemes, and high GPRS/EDGE traffic cells
prioritizing .
A Neighbor-List Optimizer: to identify missing neighbor relations and removing
redundant relations, which reduce the number of dropped calls and the handover

3.2 Providing a state of the art Quality Evaluator for accurate


network modeling and KPI based evaluation of
optimization plans
Forte's powerful state-of-the-art GSM network RAN simulation can be used for quality KPI-
based evaluation, to benchmark current network configuration and the performance of
proposed frequency plans. It also looks at parameter changes, and can compare simulated
network performances with actual network's statistics to validate the accuracy of the network
model.
It also provides innovative network design analyses for sectors with wrong azimuth, swapped
sectors, overshooting, or coverage limited ones.

The Quality Evaluator is based on advanced GSM features such as AMR HR, power control,
and data channel allocation, which deliver high statistical correlation to real measurements,
as well as accurate and helpful what-if scenarios

3.3 Bringing an automated solution for data collection,

Forte integrates different data sources (configuration, mobile measurements, and
performance) into a powerful data model that represents real user-experience, including in-
building usage, without the need for prediction techniques or drive tests.
With this powerful data model, engineers can perform complex optimization tasks without
tedious data collection and integration procedures, such as frequency planning and neighbor-
list optimization. Forte automatically transforms optimization run results into ready-to-
use, vendor-specific implementation scripts that eliminate data-entry errors and ensure
fast, efficient optimization implementation.

3.4 Offering a User Friendly GIS-rich GUI to support daily


engineering activities
Forte features user-friendly, wizard-guided workflows to facilitate analysis and optimization.
Wizards guide users through data import and filtering, optimization objective definitions, and
optimization runs. Designed by RF engineers, these wizards facilitate the learning process
thanks to their user-friendly character.
Additionally, Forte delivers network views over GIS maps using Google Maps for an
enhanced visualization and includes customizable template to be shared and reused, gaining
times on all reporting procedures.

4.1 Network Environment Construction


Forte builds its network configuration automatically, using network configuration files (BSS
Network Configuration dump) and site coordinates, as well as orientation information. The
network snapshot thus created includes site/sector azimuth and locations, frequency
allocation, and sector parameter settings. Forte automatically processes the following data
sources to construct the most updated network environment:

Additionally, Forte supports the automatic update of the network model, which ensures that
the models created are fully synchronized with the real network.

4.2 Data Collection - Measurement Planning


The automatic mobile measurement collection process is seamlessly operated using scripts.
The sophisticated data-modeling module generates a comprehensive network model,
depicting the interference relationship between pairs of sectors, based on the current network
architecture and configurations.
A key advantage of Forte is its use of real mobile measurement reports, the most reliable data
source to obtain network quality indicators. The data collection process defined by Forte uses
a measurement planning functionality that supports common network-infrastructure vendors.
This functionality generates an optimized BCCH Allocation List (BAL) plan to record mobile
measurements. It also delivers insights onto the organization of these recordings. Each
Mobile Measurement Planning process results in two output types:
User reports for analysis
MML/XML outputs for uploading to the BSC/OMC-R/OSS (vendor-dependent)

Forte provides an automatic mobile measurement plan and generates command files to
implement the plan in formats that can be uploaded directly into the BSC/OSS.

The data collection process is supported by a user-friendly, three-step Measurement Plan


Wizard.

4.3 Data Modeling
Forte uses data to model network interference. The latter can be generated simultaneously
for multiple BSCs/OSSs and days to provide a complete network model.
Since modeling is based on actual measurements from mobile stations, the model generated
represents the actual network traffic behavior and delivers an accurate picture of
interferences, which are ignored by classical geographic models based on predictions or drive
tests.
The comparative advantages of mobile measurements over other modeling inputs are:
Accuracy and completeness: mobile measurements are the most accurate and
complete solution for both indoor and outdoor traffic modeling.
Actual traffic distribution (including In-Building) is used.

Additionally, Forte generates a single multi-vendor interference model by merging the mobile
measurement recordings of each vendor, enabling RF engineers to seamlessly optimize their
multi-vendor network environment.
Forte can also merge additional sources of input data, to provide a unified interference matrix
that can be used for planning (New Site/Sector/TRXs Rollout) and optimization tasks.

4.4 Network Quality and Performance Analysis


The network environment used by Forte is operated by the Quality Evaluator analyzing
effective C/I, RxQuality, and FER rates, and generates a KPI based performance evaluation
of the network to represent the relevant entities. The Quality Evaluator (QE) module is based
on a state-of-the-art semi-dynamic GSM network simulator. It uses a model, previously
created from statistical data, which generates a KPI-based performance evaluation of the
network. The RxQuality report generated can be compared with the actual network measured
to validate the accuracy of the model. The Quality Evaluator module also enables the location
of problematic areas in the network by analyzing Effective C/I, RxQuality and FER rates. This
network quality validation process ensures RF engineers that the model on which they are
working, reflects the live network accurately.

Forte QE can be run on the users current network configuration (i.e. frequency plan, RAN
features set) to achieve:

4.4.1 RAN Behavior and Features Support

4.4.2 Analysis and Reports
Forte's Quality Evaluator provides various analysis reports that can be generated for
Selection/Sector/SubCell/Channel Group levels, and cover the following topics:
Coverage, Interference or Total affected traffic analysis
Grade of Service and HR traffic percentages
Cut-off reports with KPI threshold or traffic percentile threshold
Reports for spatial (geo) analysis on the map

The tool also provides reports on GPRS and EDGE throughput probability per timeslot, with
Link Adaptation algorithms, for CS/MCS usage probability per sector:

4.5 Optimization Engines


Forte's optimization engines achieve optimization goals by performing: Optimal Frequency
Optimization, frequency planning, spectrum refarming, Neighbor-List Optimization,
troubleshooting, load balancing, and RAN Feature Optimization. Optimization goals can be
defined based on network KPIs, Forte enables engineers to tune their network to optimal
FER, C/I, and RxQual levels.

4.5.1 Optimal Frequency Optimizer

Once the network model has been validated, the frequency optimization process can be
performed. Using its state-of-the-art, powerful genetic algorithm, Forte determines the best
possible frequency optimization results in complex network environments including Multi-
Layer and Multi-Vendor network scenarios. The Optimal Frequency Plan improves network
capacity and reduces the need for new sites .

The Frequency Optimizer supports numerous network parameters including HSN/MAIO and
BSIC allocations, BCCH and/or TCH domain splits, and frequency bands (single and/or multi-
band domains). In addition, the optimal frequency optimizer can also deploy Synthesized
Frequency Hopping (SFH) by means of the following methods:
Ad-Hoc (planned) MAL per sector
Ad Hoc MAL per site
Fixed Mobile Allocation List (MAL) per sector
Fixed MAL per site (synchronized sectors)
Fixed or ad-hoc MAL definition per site or sector for the TCH layer:
Fixed hopping groups can be ranged from 1:1 (one MAL for the TCH layer) to 1:N (multiple
MALs).
Ad hoc hopping is a unique method, used by TEOCO to leverage the combined benefits of
frequency hopping and frequency reuse. Different hopping scenarios can be defined for
different sub-areas or groups within the optimization set.

Forte also delivers uplink support, for the optimization and simulation of uplink traffic
performance in both network evaluation and frequency optimization procedures.

Overall, the Frequency Optimizer can be run several times to evaluate the benefits of differing
frequency planning schemes, domain allocations, and UL/OL splits, and its results can be
exported automatically to the operators' BSC/BSS/OMC-R.
Finally, Forte can generate scripts to update an adjacent 3G network with BCCH-BSIC
changes in the 2G network for correct handover functionality in the 3G network.

Optimization Constraints
During the execution of frequency optimization, Forte takes into account several constraints:
Separation Constraints are constraints that use the definition of logical rules for
channel separation and frequency allocation (internal and external sources).
Physical constraints are constraints derived from Mobile Measurements
Logical constraints are user-defined, and include:
hardware restrictions, e.g., frequency channel separation between TRXs, can
be defined on a per-sector basis for hybrid or filtered combinations.
neighbor constraints, i.e., co-channel or adjacent channel
neighbor triangulation constraints
user-defined constraints lists, e.g., prediction or drive-test-based interference
matrices
forbidden frequencies lists per sector/channel type

4.5.2 Neighbor List Optimizer
Optimized neighbor-list planning is crucial for the effective and efficient usage of network
resources. The neighbor list impacts the handover success rate, drop call rate, and network
coverage & quality.
Forte offers an analysis and optimization solution for GSM network neighbor lists by
employing mobile measurements and handover statistics, and using proprietary algorithms,
specifically designed for these tasks.
The neighbor-list optimizer takes into account existing and potential neighbor relations with
regard to power budget and Hierarchical Cell Structure (HCS) handover types. It also
provides the ability to plan neighbor relations with respect to symmetrical (mutual) or one-way
neighbor relations, and does not enforce symmetry when it is not required.

The neighbor list optimizer is meant to improve GSM network performance by decreasing the
handover failure rate, which leads to a greater effectiveness of the deployed frequency plan.

Neighbor List Quality Analysis


Forte enables the creation of an optimal neighbor list for each sector. After analyzing the
network handover behavior, it recommends locations for missing neighbor relations addition,
and for the removal of redundant ones. The lists can be evaluated by both graphical layers
(GIS) and reports, which can be further analyzed to identify problems (e.g., handovers with
BCCH and BCCH/BSIC reuse)

The neighbor list optimizer results can be exported automatically to the operators
BSC/BSS/OMC-R.

4.5.3 RAN Feature Optimizer
Fine-tuning of advanced GSM feature parameters further improves the quality of the network.
With Forte, these parameters are optimized on a per-sector basis, instead of using a default
value for all sectors. Indeed, utilizing advanced optimization techniques, Forte improves traffic
balancing and quality features. The optimization process is driven by a wizard that defines
parameters for optimization and optimization goals.

Overall, the RAN feature optimizer generates a set of reports to evaluate the optimization run.
The reports compare different aspects of the network before and after optimization, (e.g., total
affected traffic, frequency mapping within the sector's sub-cell, and sector configuration).

4.5.4 Additional Optimization Capabilities:


Cross band interference calculation: enables the calculation of C/I in dual band
environments when infrastructure vendors do not support cross band measurements.
Compare Networks: enables the comparison of different networks within Forte.
Displaying Sector Noise: enables the user to resolve local issues, including finding a
less - interfered frequency for a sector.
BSIC Planning: enables the user to allocate BSIC.
Analysis Value Pack (add-on to be purchased separately): An easy to use toolkit that
analyzes and detects network design discrepancies originating from Installation
deviations, Database discrepancies, or Evolving traffic patterns. It also includes
analyses of network design, leveraging actual customers experience, via the following:
Wrong Azimuth detection

4.6 Validation & Implementation


KPI-based evaluation of optimized frequency plans analyzes different plans and compares
them with the baseline network to select the best possible frequency plan for implementation.
The optimization engine's results are automatically converted into ready to execute scripts in
vendor-specific MML/XML format that can be automatically implemented directly into the
BSCs/OSS. Solution Components

4.6.1 Script Creation for Automatic Provisioning


In order to simplify the implementation of optimization results, Forte generates scripts in
formats that that can be uploaded directly to the BSC/OSS/OMC-R, without any user
intervention.

Frequency changes, neighbor list changes, and traffic load balancing parameter changes can
be exported automatically to the following formats: Ericsson, Nokia, Siemens, Alcatel, Nortel,
and Huawei.

4.7 A user friendly solution


Forte is delivered with an inclusive user interface which comprises visualization, calculation
and task automation features to ensure that the daily activities of the RF engineers are
supported, and that the capacities of the tool bring about definite advantages to the way their
tasks are carried out. These features include:
Google Earth interface: for users to easily view their network in Google Earth
GIS properties & tools: enable GIS properties management (symbols, fonts, colors,
map tips) and Tools (Zoom, Polygon selection, Symbol size, Distance measurement)
Import and export of map layers: enable exchange of information between users and
applications.
Flexible legends definition and sharing between users: support personalization and
different organization standards.
Templates: support daily use of products and enhances the wizard-driven nature of
Forte. Users can save optimization and analysis calculations as templates for future
use.

statistics, KPI list per sector, frequency restrictions per sector, Combiner channel
