Consider a fluid between 2 parallel plates
Consider an external force (1 Newton) acting laterally on an area (1 m2)

 The pulling action is defined as shear stress.

Consider the liquid to be composed of thin layers. As the top layer moves under the
shear stress it pulls the underlying layer with it. This action is transmitted through all
the layers.
