Revision of IMO requirement

TheMarineSafetyCommitteeapprovedamendmentstoparagraph1.2.4oftheRevisedstandardsfor design,testingandlocatingofdevicesto
preventthepassageofflameintocargotanksintankers (MSC/Circ.677),asfollows:

"1.2.4 Devices should be tested and located in accordance with these standards. In addition to these standards,
pressure/vacuumvalvesshouldcomplywithISOstandard15364:2000"Shipsand marinetechnologyPressure/vacuumvalvesfor
cargotanks".

The ISO standard requires that valves are fitted with a device to indicate its position. And, the Maritime Safety Committee
agreed that this does not mean an indicator has to be fitted but that the position of the valveshouldbevisuallyunderstoodin
anyway.

Purpose

NEWISOHVserieshigh velocity pressure / vacuum valve is designed to prevent the flame passage into
cargo tanks and to relieve excessive over pressure or under vacuum of cargo tanks during cargo loading,
discharging, ballastingandthermalvariations.

Also,ourvalvecouldbeusedtodeviceforgasfreeingofcargotanksandforpreventingpenetrationofsea
water into water ballast tanks during valve and deck are submerged under seawater level due to vessel's
rolling,pitchingandstrandingincaseofinstallationonballasttank.

Operation

NewISOHVseriescouldbeinstalledonwaterballasttankswhenballasttankisinserted. Incaseofvalve's
submerging under the sea water due to rolling, pitching and stranding, this valve is designed to prevent
penetrationofseawaterintoballasttanks.
Although the NEWISOHV series high velocity valve is submerged under sea water, sea water is not
penetratedintowaterballasttankduetoclosingofpressurediscandtightnessoffloatonvacuumside.
Thisarrangementcouldbereducedshipdeadweightandcomplexpipingsystemwithoutextensionventpipe
nearshipcenter.

Main Factors for Sizing

Tank venting systems should be designed and operated so as to ensure that neither pressure nor vacuumcreatedinthecargo
tanksduringorunloadingexceedstankdesignparameters.Themain factorstobeconsideredinthesizingofatankventingsystemareasfollows
:

1. design loading and unloading rate ;


2. gasevolutionduringloading:thisshouldbetakenaccountofbymultipliyingthe maximumloadingratebyafactorofatleast1.25
3. densityofthecargovapourmixture
4. pressurelossinventpipingandacrossvalvesandfittings
5. pressure/vacuumsettingsofreliefdevices.

Where the arrangements are combined with other tanks, either stop valves or other acceptable means shall be provided to
isolate each cargo tank. Where stop valves are fitted, they shall be provided with lockingarrangementswhichshallbeunderthe
controloftheresponsibleship'sofficer.Thereshallbea clearvisualindicationoftheoperationalstatusofthevalvesorotheracceptablemeans.
Wheretanks havebeenisolated,itshallbeensuredthatrelevantisolatingvalvesareopenedbeforecargoloadingor ballastingordischargingof
those tanks is commenced. Any isolation must continue to permit theflow caused by thermal variations in a cargo tank in accordance with
paragraphSOLASReg.59.1.2.1.

combinedchemical/oil tankersandchemicaltankers
"Therelevantprovisionsforcontrolledtankventingsystemscontainedinchapter8oftheIBCCode andchapter oftheBCHCodeshouldbe
appliedtocombinedchemical/oiltankersandchemical tankersinlieuoftherequirementsofSOLASregulation2./59.1." Also,theMEPC
adoptthefollowingrevisedrulerequirementsofIBCandBCHCodeforasecondary meansofallowingfullflowreliefofvapor,airorinertgas
mixturestopreventoverpressureorunderpressure intheeventoffailureofaprimarymeans.Thefollowingrevisedrulewillbeforcedfrom1
July2002.
"Combinedoil/chemicaltankersandchemicaltankersconstructedafter1July2002shallcomplywith theaboverevised rule. Also,
combinedoil/chemicaltankersandchemicaltankersconstructedbefore 1July2002shall comply with the above revised rule by the
dateofthefirstscheduleddrydockingafter 1July2002,butnorlaterthan1July2005."

Examples of acceptable venting arrangements

The1996AmendmentstoSOLASintroducenewrequirementstocargotankventingsystemsforoil tankersandchemicaltankers.Insubstance
thenewrequirementscallfordoublepressurevacuum protectionofcargotanksduringloading,dischargingandballasting. Theprimaryaswell
as secondary means for p/v protection may be fitted to each cargo tank or ina common venting system or divided, e.g. primary means in a
commonsystemandsecondarymeansfitted tocashcargotankasfollowings.
