1 Introduction

1.1 Concept of Multimodal Hub


A Multi Modal Transportation Hub (MMTH)is identified as a transport node, which integrates various
modes of public transport systems as well as it is integrated with passenger transit based activities.
The hub serves as a single system that enables seamless passenger transfers. The major advantages
of MMTH are the shared resources and passenger facilities, which decrease the land use
requirements while it increases overall capacity of the system. Developing a multimodal hub
integrating the railway station, regional bus service, BRTS, IPT gives boost to the citys public transport
network and decreases its dependability on the private vehicles. Thus, it impactsby reducing city traffic
congestion, pollution and increases safety on streets.

1.2 Project Background


Ministry of Railways (MOR) as part of its policy of redevelopment of railway stations across the country
on Public Private Partnership (PPP) model has entrusted through Rail Land Development Authority
(RLDA) to Indian Railway Stations Development Corporation Limited (hereinafter referred to as
IRSDC) the work of redevelopment of the Surat railway station as aMulti Modal Transportation
Hubwith modern passenger amenities with fund generated from commercial development on leasehold
rights for 90 (ninety) years of the vacant railway land and air space at the railway station along with
responsibility of management of the passenger facilities at the station including collection of revenues
from shops, stalls and other activities on areas licensed at the station (the Railway Station
Development Project).

With this objective IRSDC, GSRTC & SMC with the support and suggestion of Govt. of Gujarat
adopted integrated approach and form project specific Joint Venture Special Purpose Vehicle (SPV) to
develop the Railway and Bus terminals,BRTS, City Bus, Metro and other transportation modes as
international standard multi-modal interchange facility and the entire area in the vicinity of railway
station and regional bus terminal as a Multi Modal Transportation Hub (the Multi Modal
Transportation Hub or the Project).

1.3 Objective
On behalf of the proposed SPV, IRSDC intends to develop a Multi Modal Transportation Hub (MMTH)
which shall integrate all public transport modes such as City Bus, Bus Rapid Transit System (BRTS),
State regional bus service, Metro Rail, Railways and intermediate public transport modes such as auto
rickshaw and taxis. As part of the above, IRSDC seeks the participation of private entities for the
Development of Multi Modal Transport Hub at Surat Railway Station including inter-alia all works
related to, or incidental to, or required to be undertaken upon the project site in accordance with the
provisions of the Development Agreement, and Applicable Laws, including the commercial
development, as required to be undertaken (the Project) on Design, Build, Finance, Operate and
Transfer (the "DBFOT") basis. Brief particulars of the Project are as follows:

The broad scope of the work envisaged as follows:

(a) The Developer shall develop the Transportation Hub within 5 (five) years from the date of [the
signing of the Development Agreement] and the commercial development (the Commercial
Development) within 8 (eight) years from the date of [the signing of the Development
Agreement]
(b) The scope of work of the Developer will include development, redevelopment and real-estate
development (including [development of air rights over railway stations]) of a new railway
station andan international standard bus terminal by dismantling the existing structures on the
land forming part of the Surat Railway Station,the land belonging to GSRTC and such other
site(s) identified by the Authority.

(c) The buildings shall be state-of-art buildings and shall confirm to green building norms and shall
be self-sustainable as far as possible.

(d) The Developer shall undertake detailed designing, proof-checking and shall obtainall necessary
approvals, clearance and permits from the relevant authorities.
(i) Arrival and departure sections should be clearly segregated.

(ii) The station should be disabled friendly.

(iii) Signs used on the station should be self-explanatory in nature to all class of
passengers.

(iv) Integrated information system should be made available at railway station area and
bus terminal area so that passenger is benefited.
(e) The Project will be designed in a manner that provides seamless connectivity to passengers
using various modes of transport (i.e., railway, long distance bus, city bus, BRTS and HMC
buses auto, taxi, non-motorised vehicles, the proposed urban metro railway, etc.) by creating
common facilities and enhancing the passenger experience.

(f) The Project envisages relocation of existing facilities which includes staff quarters, existing
offices, workshops and other essential operational buildings of railways and GSRTC at
identified locations in the [Master Plan of MMTH] or any other land identified for the specific
purpose Construction activities may be related with the relocation arrangements of the above
existing facilities.
(g) The Developer will be at liberty to accommodate the existing facilities temporarily on rental
properties on obtaining the consent from the respective affected parties. A comprehensive list
of such facilities requiring shifting along with the identified location shall be part of the RFP.

(h) The Developer shall be required to carry out acomplete comprehensive mobility plan within site
area after field study to ensure free and un-obstructive movements of various modes of
transport (i.e., railway, long distance bus, city bus, auto, taxi, non-motorised vehicles, the
proposed urban metro railway, etc.) and pedestrians. The said plan should ensure that the
convenience of users of the rail transport and bus facilities are not compromised even after
completion of the Project.

(i) The specifications in respect of the Project shall be set out in the BiddingDocumentsand all
construction shall be carried out as per such specifications.

(j) The Developer shall be responsible for arrangingand paying for all the utilities i.e. water supply,
electricity, back up of electricity arrangement, fire safety, fire detection etc. from relevant
authorities during the entire term of the Development Agreement.

(k) The developer shall be responsible for payment of taxes, scrutiny fee, infrastructure charges
and other cesses to the local body as per the prevailing norms.

(l) The Developer shall undertake operation and maintenance of the Project for the term specified
in the Development Agreement, which shall be, 30 (thirty) years from the date of commercial
operation, in respect of the Transportation Hub.
The Developer shall be entitled to undertake the Commercial Development for a period of 90
(ninety) years from the date of completion.

(m) The scope of work also requires development of east-west connectivity (through
concourse, widening of the RUB, flyovers, widening of the road etc.,) and augmentation of
facilities of SMC for making available the utilities, etc. Details of the same will be set out in the
Bidding Documents.

(n) It may be noted that while construction, neither the services of train operations or buses
operations shall be suspended and therefore the technology adopted and phasing plan have to
be made in advance so that there is minimum inconvenience to passengers.

(o) The work excludes construction of any track work, telecommunication and S&T work and
mechanical works, operation of train and/ or buses.

(p) The work will be carried out by leveraging the real estate potential of the identified Railway
land. Out of the total permissible floor space index for development of the Project, a certain
portion will be reserved, and only the balance will be available for Commercial Development.

Multi Modal Hub shall house various activities utilizing floor space. These activities are
categorized as follows -

a) Administrative Zone area utilized under administrative and operation control facilities for
transport organizations.
b) Operational Zone this shall be identified as tracks for railways, bus movement area for GSRTC,
BRTS and City bus.
c) Passenger Facility Zone platforms for railways and terminal/station area for bus passenger
facility.
d) Passenger Transfer/Transit Zone area utilized for passenger transfer including passenger
plaza, gangways and vertical circulation.
e) Infrastructure Zone these activities shall include space for hub infrastructure including roads for
area accessibility improvement, physical infrastructure and public open spaces.
f) Commercial Zone this is identified as floor space that shall be leased or rented for private
purpose. Parking space is also considered as commercial commodity.

1.4 Purpose and scope of this Document

This Project Information document provides details related to development / redevelopment of project
requirement, information of project structure, mode and concession period. The document also gives
information about the land available for commercial development, applicable norms and overall
commercial potential of the project.

1.5 Salient Features of the MMTH project:

1. Selected bidder is to construct the world class MMTH (for horizon of 50 years) as per
employers requirement in lieu of the commercial development rights on the land surrounding
the MMTH and the air space available for commercial development.
2. Total plot area of project site is approximately 2,54,000 sqm. MMTH to handle approximately
5 lacs. Passengers daily in future. Segregation of incoming and outgoing vehicles and
passengers for avoiding conflicting movements. Absolute seamless Integration of various
modes of transport.
3. Better connectivity and circulation plan for hassle free approach and departure from the
MMTH area. Development of infrastructure for improving the overall circulation in and around
MMTH.
4. Provision of new East-West road connectivity through new 42 m wide road to provide easy
connectivity to eastern side of the MMTH.
5. Provision of widening of Existing Varacha Road & Lambe Hanuman road and associated
roads. Augmentation of utility services of SMC.
6. Provision of central Concourse as passenger interchange plaza providing seamless
interconnectivity to railway platforms, GSRTC terminal, BRTS/City bus terminal, proposed
Metro, parking zones & other recreational zones etc. enhancing the overall passenger
experience , easy signage for all types of passengers.
7. Provision for construction of new platform, which includes introduction of EMU-DMU platform
(15 Car) to accommodate 24 car trains.
8. Planning of GSRTC central bus terminal includes Bus arrival platform for total 117 nos. for
boarding and idle bays for state transport, interstate transport etc. with line workshop and
other world class level amenities for the comfort of long distance passengers.
9. Integration of city bus services, BRT corridor and Metro in future.

13. Bidders may bid as consortium. 100% FDI is allowed. Term of concession period for
commercial real estate development is envisaged for 90 years. Responsibility of O&M during
the concession will be responsibility of the appointed developer and during this period all the
revenues will accrue to the developer details of which will be part of the RFP document.

2 City Profile

2.1 Introduction
Surat is India's eighth and Gujarat's
second most populous city with a
population of 4.4 million (2011). It is one of
the economic power-house of Gujarat. The
city's economy is essentially based on two
industries, textile and diamond cutting and
polishing industry. In recent years the
intensification of oil and gas exploration
activities has led to expansion of the
economic base to gas based industries at
Hazira. For this reason the city has been a
huge magnet for migration from all over the state and the country. Surat has been experiencing an
average annual growth of population, more than 6% making it the 8 th largest city in terms of population.
With the growth of number of SEZs in the region, it is expected that the population of the city would
reach 80 to 90 lakhs by 2031.

The city of Surat, second largest in the state, has been experiencing exceptionally high rate of growth
over the past four decades. Surat city is one of the most important city on the industrial map of the
country with many large industries developed over here. The industrial sector, both factory and small
scale sectors, is the major contributing
factor for the rapid growth. It is an
industrial hub for the production of
synthetic fibers and man-made
fabrics, contributing almost 28% of
India's total synthetic fiber output and
40% of the nation's total man-made
fabric production and computerized
embroidery work. The economic base
of Surat are traditionally dominated by

small scale manufacturing units consists of textile manufacturing, Jari, dyeing and printing which were
largely home based and cater to the domestic market, trade, diamond cutting and polishing industries,
intricate Zari works, chemical industries and the petrochemical and natural gas based industries of
GIDC and Hazira industrial estates has further acerbated the rate of growth. The dynamism seen in the
urban economy of Surat has brought large number of people from all over the country to Surat in
search of suitable source of livelihood.

2.2 Demographic Profile

With area of 326.515 Sq.Km. Surat city has


population of 44,66,826, according to the 2011
India census. The population density is about
13680 Persons/Sq.Km. Males constitute 53% of
the population and Females 47% with sex ratio of
756/1000 male. Surat has an average literacy rate
of 89%, higher than the national average of 79.5%
where male literacy is 91%, and female literacy is
83%. The city has around 3 million internet users
which is about 68% of total population.
Gujarati, Sindhi, Hindi, Marwari are the main
languages spoken in Surat.

2.3 Benefits of the project to city of Surat


Surat provides an ideal opportunity to develop a multimodal hub at railway station area which can
directly connects to regional services (i.e. train and regional buses) as well as urban public transit
systems (High mobility bus corridor, bus rapid transit system, city bus and sub-urban bus service).
Currently, there are about 2.5-3lakh users of regional services with a potential of 80% transfers to/from
public transport services. This is expected to grow in future to 4-4.5 lakh regional passengers per day
and further 1-2 lakh new users on account of development of Hub.

Development of large commercial space will boost economic activities for Surat.
Development will attract plenty of job opportunities in & around Surat.
Development will act as a catalyst to tourism promotion for Surat city.
No congestion around railway station area due to adequate approach and seamless
integration.
Ample parking facility for private & public modes of transport.
Balanced utilization of East & west side of railway station.
Seamless mobility between different modes with approach for passengers at a walkable
distance.
Convenient shopping & recreation facility for commuters.
Issue of single ticket connecting different modes of transport

Social, Economic & Environmental Impacts

IRSDC, GSRTC and SMC serve as major regional transportation hubs in their own right. Taking
advantage of the high concentration of travel demand generated by the rail and bus ports (regional &
city) and central zone in the city of Surat, this Hub will contribute as below to city development:

3 Site Appreciation
The assessment of the project site has been carried out in the context of its strengths, connectivity,
surroundings, types of developments and future potential of nearby area etc.

3.1 Site Location

Surat railway station is one of the busiest stations on western railway line. The existing railway station
building was built in 1860 and after that no major changes has been done in main station building. The
main station building is located on the west side while the second entry is from east side. At present
there are total 4 platforms three FOBs and one sub-way for station building. Apart from main station
building the railway station vicinity has yard area and staff quarters at east side with existing passenger
and train traffic Surat railway station falls under A+ category.

Presently, Station caters to an average of more than 1,59,000 passengers per day with an average 124
pairs of Trains, out of which 106 Trains on the UP Line and similar 106 and the rest on the
Bhusavalside, Udhana station in the UP Direction at 3.99 km and Utran Station in the DOWN Direction
at a distance of 3.69 km. from the Surat Railway Station.

The site is located adjacent to busy station road, Surat-Kamrej Highway (Varachha road) and GSRTC
Central Bus stand.

3.2 Minimum Development Obligation for MMTH

Out of the total permissible FSI for development of project,Built up area to be reserve for Administrative
Zone, Operational Zone, Passenger Facility Zone, Passenger Transfer/Transit Zone, and Infrastructure
Zone that is minimum development obligation requirement shall be deducted and balance will be
available for commercial infrastructure.

3.3 Connectivity
The existing railway station is bounded by Unapani road on western side, Varachha Road on the
Northern side, Lambe Hanuman on the Southern side. Approach to the Eastern side of the station
building is through railway station road which leads from Lambe Hanuman road on the southern side.
This road terminates in front of the present booking office and the vehicles have to turn back to exit on
the same road i.e. there is no proper connectivity between Lambe Hanuman road and Varachha road
as approach to station building thereby the passengers have to necessarily come to western side of the
station building.

3.4 Site and its Surrounding

As stated earlier, the project site is situated at adjacent to busy station road, Surat-Kamrej Highway
(Varachha road) and GSRTC Central Bus stand. The main station building is located on the west side
while the second entry is from Lambe Hanuman Road from south side and adjacent to Varachha Road
from North side. The immediate surroundings of project site consists of Railway Colony on the Eastern
side adjacent to station building, while Railway Yard and GSRTC Bus Depot and Lambe Hanuman
Road on the Southern side.On the West side there is GSRTC Bus Stand and Commercial shops,
Restaurants and Hotels, while on the Northern side followed by Varacha Road, Commercial shops,
Restaurants and Hotels, Ayurvedic College and Office Space. The vicinty area of project site is
surrounded by number of Commercial shops, Hotels and Restaurants, Offices and Small and medium
manufacturing units as shown in figures below.

4 Development Trend & Demand Assessment


4.1 Introduction

The area around the project site is surrounded with commercial development (Retail shops, Complex,
Hotels-Restaurants & Offices), small and medium manufacturing industrial development and busy
GSRTC Bus Terminal, City Bus Stand and Ring Road.

4.2 Development Trend

Commercial Development: Many prominent office-buildingcomplexesand manufacturing units are


located near the project site like Orbit Tower, Twin Tower, Golden Point, Japan Market, Belgium
Square, Belgium Tower, City Centre, Poddar Arcade, etc. Most of these buildings are located on the
western side of the project site situated on Ring Road (refer Figure 4-1).The lease rental varies from
Rs. 65 to Rs. 100 per sq.ft. per month depending on the location of the building, condition of building
and amenities provided.

Hospitality Development:Being close location to main Surat Railway station and prominent
commercial / recreational places, the project site has many hotels and restaurants in near vicinity.
Some of the prominent hotels includeHotel Lords Plaza (3 star), Hotel Grand Pragati, Hotel Central
Excellency all of which are situated within a distance of about 1 km from project site. Apart from this,
there are many other standard hotels and budget hotels as presented in Figure 4-2.The Average Room
Rental per day varies from Rs. 4000 to 7000of 3 Star Hotel and Rs. 2000 to Rs. 4000 of Budgeted
Hotelsdepending on the amenities provided.

4.3 Product Mix


As per the study of the project site and surrounding market, consultant suggested various options for
development such as to develop a Textile / Diamond Hub in the central part of the city, 3 star/ 5 star
/Budget Hotels, Shopping Centre, Small and Medium Manufacturing Units and Corporate Office space.

However, the Developer has to do their own assessment and shall be free to develop as per their
assessment and meet minimum development requirement under the applicable norms and bye-laws.

4.4 Lease Period

The developer shall Design, Construct, Finance, Develop, Equip the entire project including the
Railway station, Bus Station Redevelopment and Commercial development. The Developer shall be
responsible for Operations & Maintenance for a Concession period of 90 years for Commercial
Zone and 30 years for the MMTH Zone including construction period.The operations of Railways,
Bus Services, BRTS etc lies with the respective authorities.

The entry and exit of goods train to and from the low level yard requires a cross movement through the
passenger running lines thereby affecting the reception and dispatch of passenger trains.

There is one Coach Care Centre at Surat. The infrastructural facilities available at depot are as below:

5.6 Signalling& Telecommunication arrangement

The Signaling and Telecom arrangement in Surat has the following feature:

Route Relay Interlocking (RRI) Control tower is provided on the East side.Automatic block working with
continuous track circuiting Route Relay Interlocking is available. Signals are LED based, IRS Type
Point Machines and DC Track Circuit has been used for Train Detection. Integrated Power Supply
system with backup with DG Set have been used.

The Signaling system is operated through LED based Multiple Aspect color Light Indication system.

5.7 GSRTC

Land available (sqm) = 88,340 sqmt.


Presently the bus station is located in the western side of railway line.
The Divisional office, Divisional Work shop, 2 depot workshops (Surat city & rural), staff
quarters, welfare centers etc. are located on the eastern side of railway line.
Current bus station:
