TECHNICAL SPECIFICATION FOR
BUFFER VESSELS AND PRMS FOR OXYGEN, NITROGEN & ARGON
SAIL (PACKAGE; 075-B)

11. Erection, Testing and Commissioning

11.01 The successful Bidder shall select and adopt methods and procedures for
equipment erection to suit the nature of equipment and erection work involved
according to the best modern practice and his own experience in such work. The
successful Bidder shall be solely responsible to provide competent and adequate
supervision to ensure that assembly, erection, testing and commissioning are in
compliance with the drawings approved by Employer / Consultant. The successful
Bidder shall not make any alteration to equipment to facilitate assembly or
erection work, without prior approval of Employer / Consultant.

11.02 All assembly and erection procedures adopted by the successful Bidder shall be
open for inspection and approval by Employer / Consultant. Acceptance of
assembly or erection procedures shall not in any way relieve the successful Bidder
of his responsibility for proper erection of the equipment.

11.03 The successful Bidder shall provide all skilled, semi- skilled and unskilled labour
including riggers, certified welders, pipe fitters, instrument tube fitters, licensed
electricians, licensed cable jointers, mechanics, etc., supervisory staff, tools and
tackles, consumables and erection materials, hoisting, transporting, erection and
testing equipment and instruments and all other related equipment required for
complete erection and commissioning of all equipment with auxiliaries and
accessories.

11.04 The successful Bidder shall check centerlines, levels, etc. including checking
lines, levels, positions and plumbs of all equipment bolts and pockets of all
equipment/ trestle foundations on which the equipment / trestles shall be installed.
Any defect observed in the equipment foundations shall be immediately brought
to the notice of Employer / Consultant. The successful Bidder shall fully satisfy
himself regarding the correctness of equipment foundations before installing the
equipment on the foundations.

11.05 A non-corrodable name plate giving major characteristics for the mechanical as
well as electrical and instrumentation equipment shall be provided on each
equipment.

11.06 Cutting /drilling holes, if required, in floors/walls and making good of the same
shall be done by the successful Bidder with prior approval of Employer /
Consultant.

11.07 All the tests on the fabricated/ manufactured equipment shall be carried out
generally as per the relevant Indian Standards or equivalent International
Standards.

11.08 Requisite number of copies of test certificates, as agreed between the successful
Bidder and Employer / Consultant shall be furnished for all the equipment and its
components offered.

11.09 The successful Bidder shall ensure complete assembly and erection of all
equipment, pipe work, ductwork, cables and conduits, bus bars, earthing,
structural steelwork in pipe supports, civil foundations of trestles and equipment,
cable trays, etc. including aligning, lining, leveling, coupling and grouting of
anchor bolts and base plates, curing, welding of supports and connecting-up
electric power supply, water and utility connections from the terminal points to
make the equipment ready for commissioning.

11.10 The successful Bidder shall provide required safety apparel for erection
personnel; keep the place clean and hand over in tidy condition after completion
of work.

11.11 The successful Bidder shall obtain approval from statutory authorities and
concerned departments as may be required for the installation and carrying-out
any changes called for by the said authorities at no extra cost to Employer.

11.12 The successful Bidder shall include supply of all required consumables and
erection materials but not limited to shim stocks and bed plates, cover plates, tags,
jointing compounds, prussian blue, petrol, diesel, kerosene, solvents, sealing
compounds, taper, connectors, brazing and soldering materials, welding and
brazing gases and rods, electrodes and wires, grouting materials, erection cleats,
bolts, nuts and rivets, raw plugs, piano wires, packing materials, temporary
supports, wood tonnage and blocks, spacers, templates, jute and cotton waste
cloth, sand and emery paper, etc. as required for the completion of the work
according to the contract. Additional embedment, if any, required for mounting of
control stands, etc. shall be provided by the successful Bidder. All materials used
in connection with erection work shall comply with the appropriate Indian
Standards.

11.13 Throughout the performance of the work, the successful Bidder shall keep
equipment, structures and materials adequately braced by guys, struts or other
approved means which shall be supplied and installed by the successful Bidder as
required till the erection work is satisfactorily completed. Such guys, shoring,
bracing, strutting, planking, supports, etc. shall not interfere with the work of

other agencies and shall not damage or cause distortion to other works executed
by other agencies. Prior permission shall be obtained by successful Bidder from
Employer / Consultant before welding any temporary supporting member to the
permanent structures of building.

11.14 The successful Bidder shall schedule his work to meet the targets as may be
specified by Employer / Consultant from time to time and ensure that drawings,
materials, equipment and services required from others are requisitioned well in
advance of the requirement at site, so as to meet the demands of the erection
schedule. Delays which may affect the progress of work shall be brought
immediately to the notice of Employer / Consultant in writing. The successful
Bidder shall reschedule the work and/or perform overtime work at his own cost
with the approval of Employer / Consultant as may be necessary to meet the
required erection programme.

11.15 The top of the concrete foundations shall be thoroughly cleaned with air or air and
water jet by the successful Bidder prior to placing of bed plates, cover plates, sole
or sub-sole plates on foundations. Concrete surface shall be roughed-up by
chipping 5 to 10 mm deep uniformly and the surface shall be washed clean with
jet of water to remove fine dust.

11.16 The successful Bidder shall place bed plates, cover plates, sole or sub-sole plates
on the foundations and shim-up with the machined steel wedges until the
equipment is in level as checked with precision machinists levels. Required
machined steel wedges and shim stocks shall be furnished by the successful
Bidder and used in sufficient numbers to avoid unsupported spans with any
perceptible deflection. The successful Bidder shall not use thinner plates to make-
up thicker packing.

11.17 Bidder shall furnish in his offer a complete list of equipment, tools, tackles,
instruments, etc. which he shall bring to the site for erection, start-up, testing and
commissioning of equipment.
