Policy on Hydro Power Development
Hydro Power is the clean and renewable future energy sources of
Indonesia
Hydro Power energy potential is the National natural resources and
shall be developed to its optimum utilization
Development of Hidro Power is planned and will be progressed
intensively due to its potential, technology development, and
economic viability.
Fuel-oil and gas turbine Power Plants are planned specifically to meet
peak demand and its future development will be considered taking
into account other type of peaking plants such as Pumped Storage
Power Plants, reservoir type Power Plants and ROR type with daily
pondage .
Coal and Geothermal Power Plantis still dominant and as their
operation characteristics, it will operate as a base loader .
Considering the above condition, hydro power development should be
prioritized as a peaking power in order to optimized the energy and
project viability.
Hydro Power Master Plan
Hydropower potential study (1983) has identified 1,249 location with total
capacity of 75,000 MW. Review study ( 1999) identified 21,480 MW passed the
3rd screening.
Base on the Masterplan Study of Hydro Power Development in Indonesia, ( 2011 ),
12.319 MW plan to develop up to 2027 and 6633 MW is planned in RUPTL to be
fully operated in 2020 .
All of the project candidate plan as Peaking hydro either reservoir type or Run-
Off River type with daily pondage and Pump Storage power Plant to replace
the Oil and Gas Power Plant as well as to optimize the economic development of
the potential.
To meet the electricity demand during the peak load in Java-Bali system, a total of
2,440 MW Pump Storage Power Plant has been planned for the next ten years,
consist of: Upper Cisokan P/S : 1,040 MW ( expected COD: 2016 ), Matenggeng P/S
: 900 MW ( expected COD : 2019/2020 ) and Grindulu P/S : 500 MW ( expected
COD : 2020 )
Pump storage with capacity more than 500 MW in Sumatera and 800 MW Sea
water Pump Storage in East Java has been identified for future study

MAJOR CHALLENGES OF HYDRO POWER DEVELOPMENT
Major Challenges faced by PLN in utilizing Hydro Power plant for
electricity generation, i.e.:
1. Miss-match of the location of Hydro potential with the
demand requirement,
2. To develop the Hydro power based on the optimum
development schemes of the river basin potential and to
incorporate other benefit as a multipurpose project,
3. Providing attractive cooperative schemes to encourage
participation of private investor in Hydro Power Development
as a Peaking Power Plant.
4. Establishment a standard procedure for permits and
procurement processing in order to have a Qualified
Developer.
5. Socio-economic and environmental impact mitigation
