Subject: Invitation to 1st Seminar on GST: A WAY FORWARD

Dear Valued Client & Friend,

This is in continuation to our earlier intimation about holding of the first Seminar on
GST in its series.

Our role & experience:

As we are all aware that Haryana was the first state to enact the Haryana Value
Added Tax Act, 2003 when it was migrated from the erstwhile Sales Tax system.
When it was introduced in Haryana, we had organized seminars to educate the tax
compliance officers of our clients and other corporate houses. After these seminars,
our clients got a lot of clarity about the filing of returns and relevant provisions of the
Haryana VAT Act.

With the introduction of GST, the countdown has begun and therefore we would like to
renew our commitment and assure our clients that we are very closely monitoring and
scrutinizing all the details of GST and how best we can serve you with our
uninterrupted GST consultancy services.

Background of GST:
Goods and Services Tax (GST) is a proposed system of indirect taxation in India
merging most of the existing taxes into single system of taxation and is to be
implemented from 1st July, 2017. GST would be a comprehensive indirect tax on
manufacture, sale and consumption of goods and services throughout India, to
replace taxes levied by the Central and State Governments.
This method allows GST-registered businesses to claim tax credit to the value of GST
they paid on purchase of goods or services as part of their normal commercial activity.
Taxable goods and services are not distinguished from one another and are taxed at a
single rate in a supply chain till the goods or services reach the consumer.
Administrative responsibility would generally rest with a single authority to levy tax on
goods and services. Exports would be considered as zero-rated supply and imports
would be levied the same taxes as domestic goods and services adhering to the
destination principle in addition to the Customs Duty which will not be subsumed in the
GST.
Introduction of Goods and Services Tax (GST) would be a giant step in the reform of
indirect taxation of our country. Amalgamating several Central and State taxes into a
single tax would mitigate cascading or double taxation, facilitating a common

integrated market. The simplicity of the tax should lead to easier administration and
enforcement. From the consumer point of view, the biggest advantage would be in

terms of a reduction in the overall tax burden on goods, which is currently estimated at
25%-30%, free movement of goods from one state to another without stopping at state
borders for hours for payment of state tax or entry tax and reduction in paperwork to a
large extent.

involved in the new taxation system.

Mr Rakesh Garg, practicing as CA for more than 30 years, having


specialization in Sales Tax, VAT and Service Tax. Author of books on CST,
VAT, Service Tax Ready Recokner, etc. He has been conferred upon the
Award for Exemplary Services for authoring the books and for contribution as
faculty in seminars by the N.I.R.C. of the ICAI.

Mr Sushil Aggarwal: Chartered Accountant and Cost Accountant with over 30


years of experience. He is an alumnus of prestigious Shri Ram College of
Commence and also holds a law degree from Reliable Institute. He is a Partner
at a prestigious CA firm.

This Seminar has been specifically designed to educate and acquaint the concerned
tax compliance executives of your Taxation team. In this Seminar, we will be
providing you with the requisite guidelines and this will give you a complete insight into
the GST so that we can make your taxation compliance work hassle-free.

It will not be out of place to mention here that the biggest impact down the line would
be the compliance. As of now, we dont think there is much of a choice under the
GST. The tax to GDP ratio will probably go up. When the tax to GDP ratio improves
then your overall tax rate can start coming down that is another big advantage of the
system. A lot of small vendors in the informal sectors will start getting into the GST
net, this way one cannot hide his revenue/or income also and therefore it is better start
paying the tax.

With these views in mind, you are requested to nominate your executives who are
involved in your Taxation Team so that they can get the benefit of this important
Seminar which is first in its series. Since its a wide and new subject, it is difficult to
cover the entire gamut in one Seminar, so we propose to hold 3 4 Seminars in its
series. In the first Seminar, we will explain what is GST and its implications on your
business, total procedure and return filing.
