THE METHODOLOGY
FOR THE UNIVERSITY ADMISSION FOR A BACHELORS DEGREE
IN THE FIRST YEAR, THE ACADEMIC YEAR 2017/2018,
FOR THE FACULTY OF MEDICINE THE ENGLISH TEACHING MODULE

THE ENROLLMENT FOR THE STUDIES FOR BACHELORS DEGREE

DEGREE IN ENGLISH ARE ONLY FOR THE FIRST YEAR OF STUDIES.

The own methodology of the University of Medicine and Pharmacy Carol Davila Bucharest is carried out
according to:
The provisions of the National Education Law no. 1/2011;
OMEN 3473 / 17.03.2017;
Regulation on the professional activity of students.
For this program, Romanian citizens, citizens from the E.U. countries, the European Economic Area
(E.E.A.) and the Swiss Confederation and the foreign citizens from non-E.U. countries can apply for
enrollment for studies for a Bachelors degree.
The minimum condition for application is the completion of an accredited high school in the country
of origin, the diploma awarded allowing access to academic studies in the respective country and being
recognized by the Ministry of National Education in Romania.

The enrollment is subject to the legal provisions on necessary minimum criteria for following
academic studies as well as the legislative provisions concerning residence in Romania during the studies.

Each year, the University Senate shall decide, with the approval of the ministry, the maximum number
of seats available (250 seats for the first year - the academic year 2017/2018).

There are no differences between the categories of students regarding the process of education.

For the citizens of the non-E.U. countries

- the study recognition of the high school education is carried out by the General Department of
International Relations and European Affairs of the Ministry of National Education in Romania.
- following the evaluation of the files, according to the legal regulations in force, by the university,
MEN - DGRIAE will be notified of the list of persons proposed to the issuance of the Letter of Acceptance
to studies.

The submission of the files

The file will be submitted on-line during: 12.06.2017 20.07.2017

- The candidate will access the UMF "CAROL DAVILA" BUCHAREST web platform at the
section ( http://inscrierestudstraini.umfcd.ro/ ) and will load the scanned documents specified
below.

 Once you entered your personal data into the pattern, and you received the
validation, you will mail or personally submit the application file (in 2 copies),
compiled in accordance with the above-mentioned conditions, until 28.07.2017.

Documents required for obtaining the Letter of Acceptance:

1. Application form for obtaining the Letter of Acceptance filled in capital letters in all fields
(APPENDIX 2);
2. Copy of the birth certificate + notarized translation into Romanian;
3. Copy of the document certifying the permanent residence abroad + translation into Romanian;
4. Copy of passport;
5. Copy of the high school diploma or its equivalent, authenticated by the competent authorities
of the issuing country + notarized translation into Romanian - or
Certificate proving the completion of the baccalaureate exam for graduates of the current year +
notarized translation in Romanian

CHECK THE VALID DIPLOMAS IN ROMANIA (APPENDIX 1)

6. Copy of the Grade Record (school transcript with grades) for all the high school years +
notarized translation into Romanian (in the school transcript there should be compulsory subjects such
as Biology, Physics, Chemistry);
7. A health certificate specifying that the candidate that will be accepted to studies does not have any
contagious diseases or any other diseases incompatible with the medical profession;
8. 4 recent photos;
9. The non-refundable file processing fee of 1000 RON is paid into the account

x) The original high school diploma will be submitted to the file no later than the date of final enrollment.

Candidates who have passed the Baccalaureate exam in the sessions corresponding to the school
year 2016/2017 may present, instead of the Baccalaureate diploma, a certificate issued by the high
school, obligatory mentioning the grade point average of the Baccalaureate exam, the grade point
averages obtained during the study years, the validity term of the certificate and the fact that the
Baccalaureate diploma was not issued - the original certificate + notarized translation into
Romanian.

For the citizens of the E.U. countries, the European Economic Area (E.E.A.) and the Swiss
Confederation
- studies are recognized by the National Centre for Recognition and Equivalence of Diplomas, body of
the Ministry of National Education in Romania. The University submits the documents for recognition to the
National Centre for Recognition and Equivalence of Diplomas.
- following the evaluation of the file at the National Centre for Recognition and Equivalence of
Diplomas, a Certificate which entitles you to have undergraduate studies in Romania is issued.
- the enrollment in the study programs of the university is conditional on the recognition of studies by
the National Centre for Recognition and Equivalence of Diplomas. The non-recognition by the National
Centre for Recognition and Equivalence of Diplomas of your studies impedes us to register you.

The submission of the files

The file will be mailed or be personally submitted (in 2 copies), compiled in

accordance with the above-mentioned conditions, until 28.07.2017.

The fee in Euro will be calculated according to the National Bank of Romania official exchange rate on

Important: The IBAN number along with candidates and employer's name requesting the recognition (if
applicable) must be written on the payment order or postal order issued.

Authentication of study documents subject to recognition / equivalence

1. for diplomas from the Republic of Moldova no apostille or authentication is required. The diplomas issued
before 2008 (as well as the diplomas issued after 2008 that can not be verified by the portal) will be
accompanied by the Certificate of Authenticity issued by the Ministry of Education of the Republic of
Moldova, in original;

2. for the states that are parties to the Hague Apostille Convention, the study documents subject to equivalence
/ recognition must have the Hague Apostille applied by the competent authorities of the issuing countries; the
study documents from Italy, Greece, Spain, Portugal and Cyprus will have the Hague Convention Apostille
applied, with the other EU member states being exempted;

3. for the states that ARE NOT party to the Hague Apostille Convention, the study documents will be
authenticated or will be accompanied by the Certificate of Authenticity issued by the competent authorities of
the country of origin;

the authentication is applied by the Ministry of Foreign Affairs of the issuing country and the Embassy /
Consular Office of Romania in that country or by the Ministry of Foreign Affairs of the issuing country and its
Embassy / Consular Office in Romania and the Ministry of Foreign Affairs of Romania; for the countries
where there are no diplomatic missions of Romania or that do not have diplomatic missions in Romania, the
study documents will have a visa issued by the Ministry of Education and the Ministry of Foreign Affairs of
the issuing country;

exemption from authentication is permitted under the law, part of an international treaty to which Romania is
a party or on the basis of reciprocity.

 The evaluation of the documents and the issuance of the CNRED decision shall be made within
maximum 30 days from the date of submission of the complete file.

This period may be extended appropriately in the event of additional checks or of a consultation of
external experts.

Tuition fees will be paid in full or in three installments:

50% - on registration (non-refundable amount);
25% - on 15.01.2018 (non-refundable amount);
25% - on 15.03.2018 (non-refundable amount).
FOR THESE TUITION FEES, THE 1/3 REDUCTION IS NOT APPLICABLE

All candidates, with no exception, take the English test.

THE ENGLISH EXAMINATION

FOR THE ENROLLMENT IN THE FIRST YEAR 2017/2018 SHALL TAKE

PLACE AT THE DISCIPLINE OF FOREIGN LANGUAGES ON 27.09.2017

THE ENROLLMENT SHALL BE MADE BASED ON THE DECREASING

ORDER OF THE GRADE POINT AVERAGE OBTAINED AT THE WRITTEN
ENGLISH EXAMINATION, WITHIN THE LIMIT OF THE NUMBER OF
SEATS SET BY THE SENATE OF THE UNIVERSITY
At the end of the second academic year, the foreign students must take a Romanian language
examination (written and oral), and only after passing this examination they may continue their studies in the
3rd academic year. The Romanian citizens, enrolled in the English Teaching Module, who have not
graduated from a Romanian teaching high school, will take the Romanian examination, after completing
the second academic year.
This examination is necessary because the communication with the patients during the clinical
rotations is in Romanian. The fee for this examination is 400/ the equivalent value of 400 in RON.

The enrollment is made only in person, by submitting the passport and the following
documents:
1. A paper file;
2. Individual contract (APPENDIX 3), download, filled in capital letters, signed, with registration
number (Carol Davila UMF Registry - in the large hall) in 2 copies;
3. Proof of payment for the test - 400 (non-EU countries citizens) OR the equivalent value of 400 in
RON (E.U. countries citizens);
4. The Baccalaureate Diploma - original + notarized copy (translation);

5. The Romanian citizens who have not studied in a Romanian school or have studied abroad will submit
the CERTIFICATE issued by MEN - CNRED;
6. Candidates who have passed the Baccalaureate exam in the sessions corresponding to the school year
2016/2017 may present, instead of the Baccalaureate diploma, a certificate issued by the high school,
obligatory mentioning the grade point average of the Baccalaureate exam, the grade point averages obtained
during the study years, the validity term of the certificate and the fact that the Baccalaureate diploma was not
issued - the original certificate;

7. Notary statement with the term for presenting the high school diploma, in the original and notarized
translation into Romanian;
8. The birth certificate - copy and notarized translation into Romanian;

- other form of identification proving a citizen of a member state of the European Union, European

AFTER THE POSTING OF THE RESULTS OF THE ENGLISH EXAMINATION,

THE ADMITTED CITIZENS WILL PAY THE TUITION FEES (ACCORDING TO
THE INDICATIONS) IN THE UNIVERSITY ACCOUNT OR AT THE CASHIER
DESK (FOR THE ROMANIAN CITIZENS) AND WILL GO TO THE RECTORS
OFFICE FOR REGISTRATION UNTIL 13.10.2017.

The citizens of the non-E.U. countries require a visa for studies issued by the Romanian Embassy in
their home country. The visa is issued on the basis of the Letter of Acceptance issued by the General
Department of International Relations and European Affairs of the Ministry of National Education in Romania
and of the full payment of the tuition fee.

The EU citizens do not need a visa for studies in Romania. They have to notify their residence on the
Romanian territory at the General Inspectorate for Immigration. The Office for Foreign Students will advise
foreign students in this regard.

The above mentioned specifications are valid for the students who shall be enrolled in the first
year - 2017-2018 and are in accordance with the Law of National Education no. 1/2011 (with the subsequent
additions), the Orders and Regulations of the Ministry of National Education and the decisions of the Senate
of THE UNIVERSITY OF MEDICINE AND PHARMACY CAROL DAVILA, Bucharest.

Bachelors Degree Studies Agreement
for Romanian and Foreign Citizens Studying in English
1.Parties of the Agreement
Between:
The University of Medicine and Pharmacy Carol Davila Bucharest, with the registered office at 37, Dionisie Lupu
Street, postal code 020021, District 2, Bucharest, legally represented by the Rector - Academician Ioanel Sinescu, as an
accredited state higher education institution, hereinafter referred to as the UNIVERSITY, and the APPLICANT
(full name)______________________________________________________________________, permanent residing

at the FACULTY OF MEDICINE, starting with the academic year 2017/2018, form of education: fee-based bachelor
studies, hereinafter referred to as the STUDENT, the present agreement was concluded.
2. Object of the Agreement
2.1.The object of the present agreement is the carrying on of the specific activities of the bachelor studies programme,
regulating the relationships between the UNIVERSITY and the STUDENT, stating the rights and obligations of the
signatory parties, according to the provisions of the regulations concerning the organization and carrying on of the study
programmes and in compliance with the laws in force, as well as with the curricula, drawn up by the Faculty and
approved by the Senate of the University.
2.2. In the medical higher education system, the completion of 2 years of study in a single year is not allowed, according
to art. 150, para 3, of the Law no. 1/2011.
3. Duration of the Agreement
3.1.The present agreement is concluded for the entire duration of the studies, as this duration is specified by the
regulations in force, starting with the academic year 2017/2018.
3.2. The enrollment for the bachelor studies in English is made ONLY for the first year of study.
3.3 Any possible changes, imposed by the law or by the regulations concerning the teaching activities of the University
(changes in the type of funding, discontinuation of studies, extension of studies) occurring during the bachelor studies
shall be stipulated in an Addendum, according to the terms offered by the University at that time.
4. Rights and obligations of the University
4.1. Rights

a) to set the conditions regarding the enrollment, registration, tuition, discontinuation, expulsion, re-enrollment and re-
registration of the student;
b) to require the student to comply with the regulations of the University of Medicine and Pharmacy Carol Davila and
to apply sanctions if they are infringed;
c) to set the annual tuition fee, as well as the consequences of the failure of payment on the due date;
d) other rights, according to the laws in force.
4.2. Obligations
a) to provide the material and logistic resources necessary for the carrying out of the teaching activities, to make
available to the student the syllabuses, according to the curricula approved by the Senate of the University;
b) to provide the necessary conditions for the student to exercise his/her rights, according to the laws in force;
c) other obligations, according to the laws in force.
5. Rights and obligations of the Student
5.1. Rights
a) to attend his/her formation and education, according to the programmes specified in the curriculum, and the
additional teaching activities organized on request, specific for the educational programme;
b) to use the material and logistic resources and to have access to any other services related to the educational process or
to the sports, cultural and social activities;
c) to be issued by the Rectors Office of the University certificates for various authorities (the Embassy, the authorities
in the country of origin or other countries, to obtain the Temporary Residency Permit in Romania, etc.);

d) to benefit from health care, when necessary, under legal circumstances;
e) other rights, according to the laws in force.
5.2 Obligations
a) to fulfill the obligations undertaken according to the studies agreement;
b) to comply with the university ethical and discipline norms, as they are specified by the regulations and the Charter of
the University of Medicine and Pharmacy Carol Davila, concerning the carrying on of the teaching activity and the
assessment of the knowledge acquired;
c) to compensate the institution in case of the destruction or deterioration of the material resources;
d) to pay the tuition fees, in the amount and on the dates specified in the studies agreement;
e) to pay for, to sit and to pass the Romanian language examination (400/ the equivalent value of 400 in RON) at
the end of the second year; otherwise, the enrollment in the 3 rd year will not be allowed;
f) other obligations, according to the laws in force.
6. Tuition fee
a) the amount of the tuition fee is set by the Senate of the University, according to the legal provisions and may be
changed during the period of studies;
b) the tuition fee is 6,000 for the academic year 2017/2018, for NON EU citizens / The equivalent value of
6000/year in RON, for EU citizens;
c) the tuition fee shall be paid in full (in order to obtain a residency visa in Romania for the whole academic year) or in
three installments, as follows (50% on enrollment non-refundable, 25%- on 15.01.2018 non-refundable, 25%- on
15.03.2018 non-refundable); In case of final withdrawal from studies, the student has the obligation to pay the
tuition fee until the date of submission of the withdrawal request;
d) the participation in the examinations, during the resit and credits sessions and the equivalence examinations is
conditional on the payment of fees (resit examination - 250/the equivalent value of 250 in RON; credit and
equivalence examinations - 500/ examination/ the equivalent value of 500 in RON);
e) the failure to pay the tuition fee leads to the loss of the quality of student at the University of Medicine and Pharmacy
Carol Davila;
f) the failure to pay the tuition fee leads to the students interdiction to participate in the examinations;
g) the quality of student shall be resumed with the approval of the Dean and after the payment of the outstanding
amount, during the same academic year;
h) resuming the quality of student or registering in another academic year shall be possible with the approval of the
Ministry of Education and Scientific Research in Romania, the approval of the Faculty and after the payment of the
tuition fee for the respective academic year.
7. Conclusion and termination of the Agreement
a) the studies agreement can be terminated if the student requests to withdraw from the studies or to transfer to another
higher education institution;
b) the studies agreement ceases at the time of the completion of the studies;
c) the issue of the students original documents (Baccalaureate Diploma, Bachelors Degree Diploma), of the academic
record, certificates and other documents requested by the student shall be done only after the payment of the outstanding
amounts;

d) the studies agreement shall not be changed during the academic year, according to art. 141 of the Law no.1/2011.
8. The data contained in the present agreement are confidential, the parties undertaking not to disclose them and to
ensure their adequate protection.
9. Any change or addition to the present agreement shall be performed only with the prior written approval of the
parties.
10. In the event of filling in incorrect or false data or of submitting false documents, the present agreement shall be null
and void, and the student shall bear the consequences of the laws in force.
11. If the enrollment cannot be completed due to one of the reasons mentioned under point 8, the University shall retain
the tuition fees.
