 STATEMENTOFPROBABLECAUSE

Complainanthasinvestigatedthefactsandcircumstancesofthisoffenseandbelievesthefollowing
establishesprobablecause:

OnoraboutSeptember7,2017,DetectiveKoosmannoftheBloomingtonPoliceDepartmentwas
assignedacaseinvolvingsuspectedcriminalsexualconductofaminorfemale.Koosmannmetwitha
sixteenyear-oldknownfemale(DOB:1/7/2001),Victimherein,andherboyfriend,aseventeenyear-old
knownmale(DOB:1/3/2000),Witnessherein,alongwithasocialworkerataschoollocatedinSt.Paul,
Minnesota.

KoosmannlearnedthattheschoolsocialworkerreceivedareportfromVictimthatshewasbeingsexually
abusedbyherboyfriendsfather,identifiedasDefendant,DAVIDEDWARDCAMPBELL(DOB:
7/26/1958),whoisemployedasaMinneapolisPoliceOfficer.Koosmannfurtherlearnedthatsomeofthe
reportedsexualabuseoccurredwithinBloomington,HennepinCounty,StateofMinnesota,includingmost
recentlyattheLaQuintaHotelonNicolletAveSouth.

KoosmannlearnedthatVictimlivedwithDefendantasshewasdatinghisson,Witnessherein,andthatthe
familylivedattheLaQuintaHotelforthepastcouplemonths.Priortothat,theylivedattheCrownPlazain
Bloomington,theRadissonHotelinRosevilleandtheAloftHotelinMinneapolis.Koosmannlearnedthat
Victimreportedincidentsoccurringatseveraloftheselocations.Itwaslearnedthattherewerealso
incidentsthatoccurredinMinneapolisduringride-alongstheVictimdidwithDefendantinhissquadcar
whilehewasonduty.

OnSeptember8,2017,VictimwasinterviewedbyBarbaraKern-Pieh,aforensicinterviewerat
CornerHouse.Duringthatinterview,VictimreportedthatshewaslivingwithDefendant,hiswife,and
severalchildren,includingWitness.VictimreportedthatbeginningaroundFebruary2017,Defendant
askedheraboutherbrasizeandboughtherlacebrasandunderwearfromVictoriasSecretattheMallof
America.Witnesswaspresentwhenthisoccurredandreportedthathethoughtitwassuspiciousthat
DefendantpurchasedVictimthesethings.

VictimreportedthatDefendantbeganrequestingphotographsofherwearingtheunderwearhehad
purchasedforher,andtoldhertotakethephotosonhisphonewhileshewasinthebathroomatthe
Radissonhotelwheretheylivedforaperiodoftime.VictimobeyedandDefendanttoldherthatheplaced
thephotosintoaSafeApponhispersonalphonethatonlyhecouldgetto.Atthissamehotel,Defendant
exposedhisnakedpenistoher.

VictimreportedthatDefendantwouldtakeheronride-alongsinhissquadcarwhenheworked.She
reportedthatononesuchride-alonginMinneapolis,hebegantouchingherbreastsandputhishandunder
herbrabeforethenkissingherbreasts.VictimreportedbeingfearfulofDefendant,andhetoldhertoget
outofthecar,whichshedid.Defendantthencontinuedtofondleherandthenstuckhishandsdownher
pantsandputtwofingersinsidehervagina,tellingheryoulikeit.DefendantalsotoldVictimtostop
resistingwhenshetriedtopushhimaway.DefendantwouldnotstopdespitetheVictimrepeatedlytelling
himto.DefendantthentookVictimshandandplaceditonhiserectpenisoverhisMinneapolisPolice
uniform.Defendantwaswearinghisfulldutybeltatthetime.

Victimreportedanotherride-alongwhereDefendanttookherintoadarkcityparkareanearrailroadtracks
inNortheastMinneapolisandtouchedandkissedhernakedbreasts.Victimdrewadiagramofthearea.

VictimreportedthatDefendanttoldherononeride-alongthatifshetoldonhim,thatwouldgethimin

troubleorgethiskidstakenaway,hewouldhavetoshootherinthehead.Victimremainsveryfearfulthat
Defendantwillhurther,especiallynowhavingreportedwhathasbeenoccurring.

VictimreportedthatDefendant,inMarch,approachedherwhileshewassittingonastaircaseattheLa
Quintahotel,andmovedherunderthestaircase.Defendantthentoldhertoliftupherbraandhebegan
touchingandkissingheronherbreasts.

VictimstatedthatshewentwithDefendantandthefamilytoaPow-WowinSouthDakota.Victimdidnot
wanttobealonewithDefendantandshetoldWitnesswhatDefendanthadbeendoingtoher.Witness
confrontedDefendant,whoappearedverynervousandtriedtogetthetwoofthemtoamoreprivatearea
todiscussthematter.BothsheandWitnessrefused,fearingDefendantwouldhurtthem.

OfficersarrestedDefendantonSeptember8,2017,inhisvehicle.Duringasearchincidenttoarrest,
officerslocatedalargeblackfixedbladeknifeandamagazinecontainingsix.45caliberroundsinthe
centerconsoleofhispersonalvehicle.OfficersalsolocatedFreezeandPintheglovebox.Officersalso
seizedtwocellulardevices.

OnSeptember9,2017,officersattemptedtospeakwithDefendant,whodeclinedtospeakwithofficers.
OfficersthenindicatedtheyhadasearchwarrantforDefendantsphones,includingpasscodes.Defendant
providedthepasscodetohisworkphoneimmediately.Whenaskedforhispasscodeforhispersonal
phone,heclaimedhecouldnotrememberitandthenrefusedtoprovideit.

Defendantisincustody.
