K -12 EDUCATION
The education system of the United Arab Emirates (UAE) is relatively new. In 1952, there
were few formal schools in the country. In the 1960s and 1970s, a school building
program expanded the education system. Now, education at the primary and secondary
level is universal. In 2006-2007, approximately 650,000 students were enrolled at 1,256
public and private schools. About 60% of all students attend public schools.
The public schools are government-funded and the curriculum is created to match the
UAE development's goals and values. The medium of instruction in the public school is
Arabic and English as a Second Language is emphasized. There are also many private
schools which are internationally accredited. Public schools in the country are free for
citizens of the UAE, while the fees for private schools vary.
Education at primary and secondary levels is universal and compulsory up to the ninth
grade. This takes place in a four-tier process over 14 years:

About 40% of pupils attend private schools. Some of these offer foreign language
education geared towards expatriate communities, usually preserving the culture and
following the curricula of the students countries of origin.
A Cabinet decision issued in 2001 excluding expatriate students from government
schools, was rescinded in mid-2006. Commencing in the academic year 2006/07,
admission for expatriate students will be based on merit and fees will be levied.
UAE President H.H. Sheikh Khalifa Bin Zayed Al Nahyan established the Abu Dhabi
Education Council (ADEC), an independent Abu Dhabi-based corporate body, in 2005 to
develop education throughout the UAE.
ADEC will work closely with the Ministry of Education (MOE) in formulating the emirates
education plan within the framework of the UAEs general education policy.
ADEC takes an entrepreneurial approach to involve the private sector, improve and
modernize facilities, reduce bureaucracy, update curricula and take advantage of
information technology.
ADEC has already announced a new initiative to improve the quality of public education.
The project entitled Public-Private Partnership for Public School Management enables
leading local and regional private education providers to manage selected public schools
in the Emirate of Abu Dhabi in conjunction with ADEC. Launched as a three-year pilot
program commencing in September 2006, selected Abu Dhabi schools, including
kindergarten and primary schools for boys and girls in the three educational zones of
Abu Dhabi, Al Ain and the Western Region, will be involved in the project.
ADEC has also entered into an agreement in which Zayed University (ZU) will assist in
developing the English language skills of elementary level students at four model
schools. Thirty faculty members from ZU will work with the first and fourth grade
students at these schools, observing and evaluating English language teaching methods,
and designing modern academic programs. The initiative will be extended to all schools
at a later stage.
The Dubai Education Council (DEC) seeks to meet global standards, focusing on
international accreditation and comprehensive quality assurance programs. A recent
initiative is designed to attract world-class international primary and secondary schools
to Dubai.
The MOE is constantly honing its educational strategy to ensure that the programs
developed in its schools comply with international standards, with particular focus on
introducing the latest IT resources at all levels. For example, one of the goals is to
provide a computer for every ten children in kindergarten, every five pupils in primary
schools, every two students in preparatory schools.
That IT education in the formative years has become a major priority for the UAE is
underlined by the success of the Sheikh Mohammed bin Rashid IT Education Project
(ITEP), which was launched in 2000. As well as installing computer labs in all
participating schools, and creating a comprehensive cutting-edge curriculum, ITEP also
provides an invaluable online educational resource at www.itep.ae. ITEP now provides
courses in 40 high schools in the UAE (20 in Dubai, 20 in Abu Dhabi) and over 13,000
students pass through the program every year. ITEPs trainee pupils achieved 97%
success rate in courses in the 2005/06 academic year.
Primary and secondary education is provided for all UAE citizens. The existing
educational structure, which was established in the early 1970s, is a four-tier system
covering 14 years of education. Education is compulsory for all Emiratis children aged
five and above, including expat residents. Primary and secondary education in state
institutions is provided free for every UAE national up to the age of 18.

HIGHER EDUCATION
The United Arab Emirates (UAE) is home to a wide range of universities, both public and
private. The UAE has established an excellent and diversified system of higher education
in a very short period of time.
The Ministry of Education established the Commission for Academic Accreditation (CAA)
to conduct a program of licensure of institutions of higher education and accreditation
of each of their academic programs.

UAE higher education institutions can be divided into three categories: Public, private,
and Global Partnerships.
TECHNICAL EDUCATION
Founded in 1997, the Centre of Excellence for Applied Research and Training (CERT) is
the commercial arm of the Higher Colleges of Technology (HCT) and provides education,
training and applied technology. The company is the largest private education provider
in the Middle East and is developing projects throughout the Middle East and North
Africa (MENA) region.
The Emirates Institute for Banking and Financial Studies (EIBFS) was established
in 1983 to disseminate knowledge in the banking field and contribute towards
the development of human resources in the banking and finance sector by
providing standardized professional training and educational programs. Two of
the three diploma programs offered by the institute are in collaboration with
prestigious educational institutions overseas.
ADNOC Technical Institute (ATI), formerly Abu Dhabi National Oil Company
(ADNOC) Career Development Center (CDC), was established in 1978. ATI offers
training programs that meet the needs of ADNOC and its Group Companies for
skilled national manpower and to identify young UAE Nationals with a potential
for upward mobility. To date more than 2,700 students have completed the
graduation requirements from ATI in Process Operations, Mechanics, Electricity
and Instrumentation Technology and are all employed at various levels in ADNOC
Group Companies.
Petroleum Institute (PI), which was created in 2001, with the goal of establishing
itself as a world-class institution in engineering education and research in areas
of significance to the oil and gas and the broader energy industries. PI provides
academic programs leading to BS degrees in various engineering fields and
provides continuing education opportunities to professionals in the oil and gas
industry.
SPECIAL EDUCATION
The government of the UAE recognizes the need to support students with special needs.
In November 2006, the UAE signed the optional Protocol to the United Nations (UN)
Convention on the Rights of Persons with Disabilities and Federal Law 29/2006
guarantees rights for people with special needs. Vocational and rehabilitation centers
have been developed throughout the country. In addition, efforts are made to include
special needs students in mainstream educational settings. The UAE also participates in
the Special Olympics.
The UAE Federal Government passed the UAE Disability Act to protect the rights of
people with disabilities and special needs. This law requires that UAE nationals with
special needs have the same rights to work and occupy public positions, have special
facilities at airport and hotels, have access to public vehicles and parking, have equitable
access and facilities into all new property development projects, etc.
Public and private schools must provide equal access to all children.
No school in the UAE can refuse the admission of a child with special needs (SN).
Teachers and therapists working with SN students must have a university degree
recognized by the Ministry of Higher Education & Scientific Research (MOHESR),
and a teaching permit issued by the Ministry of Education (MOE).
Schools must not hold back or fail students with special needs.
Schools must receive the approval of the MOE to charge extra fees to parents for
any special education services after.
The Ministry of Education (MOE) strategy is to adapt public schools to facilitate
special needs education. The MOE has already converted 10 schools, and plans
to improve more than 100 schools by 2013.
The Ministry of Higher Education & Scientific Research (MOHESR) requires that
all instruments, machines and equipment expenses needed by its sponsored-
students with special needs pertaining to their educational shall be borne by the
Ministry according to their health status as per certified original documents from
the health authorities and authenticated by the Cultural Counselor in
Washington, DC.
Today, there are many schools proving education for students with special needs. They
are non-governmental and at the same time there are special needs schools for the local
population receiving government assistance. The list below includes some special needs
schools sorted by Emirate:

In addition, a partnership between the government of Abu Dhabi and the New England
Center for Children, a Massachusetts school serving children with autism, established a
comprehensive education program as well as trains UAE nationals to provide services in
Arabic.

There are seven Filipino Private Schools offering Filipino Curriculum in United
Arab Emirates. There are some variations, however, based on adapting to the culture
and tradition of the Emirates. The school starts in September and ends in early part of
June. The school week is from Sunday to Thursday. Friday and Saturday are considered
weekends.
Arabic language both reading and writing is given starting from Kindergarten until
Grade 3. The number of days for teaching Arabic is three days. Filipino subject is taught
in three days as well. English subject, however, is taught in four days. Islamic education is
given to Muslim students while Christian Living Education is taught for non-Muslim
students.
The New Filipino Private School (NFPS) is the very first Filipino school in the United Arab
Emirates to be given license to operate using the Filipino curriculum by the Philippine
Department of Education and the UAE Ministry of Education. It was founded by Miss
Aghsan Mousa, Mrs. Myrtle Fernandez, and Mrs. Zenaida Dizon. They were assisted by
two well-rounded educators, Mrs. Luzviminda Corpuz and Mrs. Lolita Irong, together
with Mrs. Anna Castillo who was then the school registrar.
The NFPS first year of operation was successfully launched on 14 September 1996. It
was initially manned by 21 well-experienced and highly qualified teachers meticulously
screened from various schools in Manila, both private and public. The three buildings
were expanded to four on the second year of the schools operation due to the increase
in enrollment. The NFPS is situated right at the heart of Sharjah making it accessible to
all Filipino communities.
The Philippine School (TPS) began its first school year in 2008-2009. It is located
at Al Twar 3 and was established to address the growing Filipino community in Dubai.
The school provides values-based education and advanced technology programs. It also
offers Grades 11 and 12 levels that were only introduced to most Philippine schools
recently.
TPGS formally opened in September 20, 2015 of the Academic Year 2015-2016
with the carrier banner, Leader in Academic Excellence and Values Formation. It was
surprising and remarkable to note that more than 1800 enrollees flocked at TPGS during
its first year of operation. The courses offered are Preschool (KG 1 and KG 2), Elementary
(Grades 1 to 6) and High School (Grades 7 to 12).m With the able leadership of Ms.
Leticia M. Maniaul Managing Directress and Principal respectively, plus the collaborative
effort of the highly competent teachers and staff. Inspired by its success and consistent
with its mission to provide quality education, TPGS continues to upgrade its facilities.
The school administration also makes sure that the teachers are always updated and
kept abreast with the latest trends in education through (CPD) Continuous Professional
Development. That is why TPS teachers undergo pertinent seminars on a regular basis to
keep up with the newest teaching approaches. Majority of the graduates in high school
passes the entrance examinations in prestigious colleges and universities in the
Philippines such as University of Santo Tomas, MAPUA and Southville University. TPGS
continuous on its Journey of Discovery under the ADEC Policies and Student
Competency Framework in 21st Century Learners.
The FEPS has through the years proven its meaningful existence as a haven of academic
excellence as indicated by a steady growth of the school population every year. The
management and administration continues to address the needs of times, thus, with the
commendable growth of Filipino students, the school was granted the use of Filipino
curriculum. True to its vision-mission, the FEPS continues to uphold its name in the UAE.
