Notice Inviting Tender

Online Tenders are invited on behalf of the President of India by the Executive Engineer(E),Postal Electrical Division ,CSO,Gandhi Nagar,Jaipur for the work
with following details.

ELIGIBILITY CONDITIONS
The contactor / Firm should fulfill following eligibility conditions:-
a. The firms must be registered/Enlisted for Electrical Installation in appropriate class (financial limit at least of estimate cost) in
DOP/CPWD/MES/BSNL/Railways/ State PWD (B & R) or State Govt. department dealing with building and roads.

b. (i) Financial Eligibility

Average Annual financial turnover during the last 3 years, ending 31st March of the previous financial year, should be at least 30% of
the estimated cost.
(ii) Physical eligibility
The firm during the last 7 years ending last day of the month previous to the one in which the tenders are invited should have
successfully completed required number of similar works (the similar type of work as specified in the schedule of works) in Central
Government / State Government /BSNL of requisite value as follows (For firms enlisted other than Dept. of Posts) (The value of
executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7 % per annum
calculated from the date of completion to the last date of receipt of application for tender.) At least one work should have been carried
out by the firm in the Department of Post.

Three similar completed works each of value not less than the amount equal to 40% of the Estimated cost.
OR
Two similar completed works each of value not less than the amount equal to 60% of the Estimated cost.
OR
One similar completed works each of value not less than the amount equal to 80% of the Estimated cost

Note:- Out of above mentioned works, at least one work should have been carried out by the firm in the Department of Post.

Similar works means "Pdg. EI, fans & fittings"

Note: Works in which compensation is levied shall not be treated as satisfactory completion. If the work is completed beyond the
stipulated date of completion then compensation levied or not levied should be mentioned in the completion report.
c. The firm should have valid Electrical Licence to carry out Electrical Work in the state in which work has is to be executed. Copy of
the same is to beuploaded by the firm
d. Certificate of Registration for sales Tax/vat ( applicable for the state in which work is to be carried out) and acknowledgement of
upto date filed return. Copy of the registration alongwith copy of the recent challan is to be uploaded by the firm.
e. Copy of PAN Card is to be uploaded by the firm

2. The intending bidder must read the terms and conditions of CPWD-6 carefully. He should only submit his bid if he considers
himself eligible and he is in possession of all the documents required.
3. Information and Instructions for bidders posted on website shall form part of bid document.
4. The bid document consisting of plans, specifications, the schedule of quantities of various types of items to be executed and the set of
terms and conditions of the contract to be complied with and other necessary documents can be seen and downloaded from
https://eprocure.gov.in/eprocure/app free of cost.
5. Online bid documents submitted by intending bidders shall be opened only of those bidders,
(a) who has deposited e-Tender Fee in the bank account and should be credited upto last date & Time of opening of Technical bid in
A/cs Name. Director Accounts (Postal) Rajasthan Circle, Jaipur Branch State bank of India, NCRB Jaipur (Code 006326), Account
No.: 31973878874 IFSC code No. SBIN0006326 as per CPWD6. and uploaded the scanned copy of such deposition
(b)Firm has deposited the EMD amount in the bank account and should be credited upto last date & time of opening of technical bid
in A/cs Name. Director Accounts (Postal) Rajasthan Circle, Jaipur Branch State bank of India, NCRB Jaipur (Code 006326), Account
No.: 31973878874 IFSC code No. SBIN0006326 as per CPWD6 and uploaded the scanned copy of such submission OR Firm submits
the EMD amount in the acceptable form upto half an hour reckoned from the scheduled time on the date of tender opening at the
office of EE (E), PED, Ist Floor, CSO Building, Jaipur.
(c) Other documents should be scanned and uploaded as stipulated in the tender document.

6. Those contractors not registered on the website mentioned above, are required to get registered beforehand.
7. The intending bidder must have valid Class II or Class III Digital Signature Certificate with signing key usage to submit the bid.

8. The e-Tenders invited under two envelopes system, the first electronic envelope will be named as Technical Envelope and shall
contain documents of bidders satisfying the eligibility conditions and 2nd electronic envelope shall be named as Financial Envelope
containing tender documents and Schedule/Bill of Quantities (BoQ). The bidder shall submit TECHNICAL BID & FINANCIAL BID
simultaneously. The technical bids will be evaluated first and thereafter financial bids of eligible bidders only shall be opened. These
envelopes shall contain one set of the following documents:-

a) TECHNICAL BID ENVELOPE shall contain the following documents:

i) Scanned copy of unique transaction reference number of deposition of TENDER FEE (RTGS/NEFT/ECS) in pdf format
ii) If EMD is being deposited by the contractor at the O/o EE (E),PED, Jaipur then scanned copy of Treasury Challan/ Demand Draft/
Pay order or Banker`s Cheque /Deposit at Call Receipt/FDR/Bank Guarantee of any Scheduled Bank against EMD in pdf format. else
scanned copy of wrique transaction reference number of deposition of EMD ( RTGS/NEFT/ECS) is pdg format

iii) Scanned copy of valid Electrical Licence to carry out Electrical Work in the state in which work has is to be executed.

iV) Scanned copy of Enlistment Order/Registration certificate with appropriate Authority as applicable in pdf format

V) Scanned copies of WORK EXPERIENCE CERTIFICATES of requisite magnitude with appropriate Authority as per NIT in .pdf format.

vi) Scanned copy of DECLARATION LETTER (as per page 9 of this document) Stamped and Signed in pdf format

vii) Scanned copy of certificate of Registration for Sales Tax/Vat and acknowledgement of upto date filed return in pdf format

viii) Any other document to establish the eligibility of contractor as required by the NIT

a) FINANCIAL BID ENVELOPE shall contain

i) Tender Document in pdf format (TENDER_XXXXX.pdf file) digitally signed.

ii) Schedule/Bill of Quantities (SoQ) in xls format (BoQ_XXXXX.xls) file duly filled & digitally signed without changing the name of file.
