A RESOLUTION AMENDING QCPD DACPTD RESOLUTION NO. 01-2014 OTHERWISE KNOWN


AS THE RECOMMENDATION FOR THE CREATION AND ACTIVATION OF QCPD POLICE
STATION 13 AND POLICE STATION 14

WHEREAS, on June 27, 2014 and November 18, 2014 the QCPD District
Advisory Council for Police Transformation and Development (DACPTD as well as
Chairman of each Station/Battalion Advisory Council for Transformation and
Development (SACPTD/BAPTD) convened a meeting at the QCPD Conference Room,
Camp Karingal, Sikatuna Village, Quezon City presided over by its Vice Chairman,
DIRECTOR YOLANDA S. LIRA of the NAPOLCOM, and attended by its members.

WHEREAS, in the said meeting, PSSUPT JOEL D PAGDILAO, then the DDDA
and Chairman of the District Police Strategy Management Unit, briefed the body on
QCPDs accomplishment in crime prevention and solution as well as strategic reforms
and best practices. He also presented before the body the QCPDs identified issues,
concerns and initiative, including the proposal to create and activate the (2) additional
police stations, which shall be PS-13 and PS-14.

WHEREAS, PSSUPT PAGDILAO emphasized that Quezon City Government


has recently added two (2) Congressional Districts from its existing four (4) Districts due
to population and income increase. It has left QCPD to cover six (6) Congressional
District, 142 Barangays in 166.2 sq.km land area and more or less three (3) Million
population comprising 23.29% of the total NCR population ratio of 11. 855,975. QCPD,
with 2, 914 personnel strength, has a police-to-population ratio of 1:936 and police-to-
land area ratio of 1:06 sq. km. It has to deal with about 4 million day-time population in
maintaining peace and order, ensuring public safety and internal security, and in its anti-
criminality campaign in the city.

WHEREAS, PSSUPT PAGDILAO stressed the need to create and activate PS-
13 and PS-14 to address the threat group and syndicates that have also been growing
and developing in terms of their modus operandi, techniques and technologies, through
the effective exercise of command and control and close supervision by superior over
his subordinates. The Proposal also aims to meet the police to population ratio as
mandated by law and to bring contiguous barangays into one command for effective and
efficient utilization of government resources.

WHEREAS, on April 21, 2017, the QCPD District Advisory Council for Police
Transformation and Development (DACPTD) and QCPD Technical Working Group
convened a meeting at the QCPD Conference Room Camp Karingal, Sikatuna Village,
Quezon City presided over by its Chairman HON. RANULFO Z. LUDOVICA City
Councilor District II Quezon City, and attended by its members.
WHEREAS, during the meeting PSSUPT JOSELITO T ESQUIVEL JR,
DDDA/Chief DPSMU, QCPD directed Chief, DOPD to replace PS-14 location stated
further on the previous Sec (2) of the DACPTD Resolution No. 01-2014 to interchange it
to the newly proposed PS-15 location which shall be created at former Florendo
Property bought by the City Government of Quezon City.

WHEREAS, the proposed Police Station 15 which shall be created at the former
PCP Camachile and will cover Brgy Apolonio Samson, Unang Sigaw Alicia, Bagong
Pag-Asa, Project 6, Vasra, Ramon Magsaysay, Bahay Toro and Sto. Cristo is hereby
deferred and will be subject for further study from Quezon City Planning Division as
directed by PSSUPT JOSELITO T ESQUIVEL JR.

NOW, THEREFORE, for and in consideration of the foregoing premises, be it


RESOLVED as it is hereby RESOLVED by the QCPD Advisory Council for Police
Transformation and Development, to recommend to the NAPOLCOM and Quezon City
Government through the Chief, PNP, the creation and activation of the following:

Sec 1. Creation and Activation of Police Station 13, QCPD Police


Station 13, QCPD shall be created and activated with territorial jurisdiction over the
areas of Barangay Old Balara, Holy Spirit, Pasong Tamo, Culiat and Sauyo, having a
total population of 333, 233 and a land area of 19.67 sq. km. The proposed police
station building will be placed near the boundaries of Brgy. Pasong Tamo and Brgy. Old
Balara in the area of Luzon and Congressional Avenue.

Sec 2. Creation and Activation of Police Station 14, QCPD Police


Station 14, QCPD shall be constructed along Litex Road covering the areas of Brgy
Payatas and Brgy Bagong Silangan. The proposed police station building will be located
at former FLORENDO PROPERTY which is bought by the City Government of Quezon
City.

Sec 3. Police Commissioned Officer (PCOs), and Police Non-


Commissioned Officers (PNCOs), who shall composed the two (2) police stations shall
be taken from the District Headquarters and from the Three (3,000) recruits allocate to
QCPD. Likewise, shall proposed additional plantilla position for Non-Uniformed
Personnel NUP to be assigned at aforementioned proposed police stations.

Sec 4. Construction and establishment of the police stations buildings


including all logistical requirements shall be coordinated with the Quezon City
Government by QCPD. Expenses for their utilities shall be taken from the available
funds of QCPD.

Sec 5. Shall create a Technical Working Group (TWG) responsible for


the preparation of the budgetary requirements for the creation of additional Police
Stations (PS-13 and PS-14)

Sec 6. The recommendation for the creation and activation of Police


Station 13 and 14, QCPD shall be endorsed to the National Police Commission
(NAPOLCOM) for its approval.
