Dear Ms. Scott,

As you consider the fate of Parcel 5, there is important information you should know about the
conduct of Rochester Broadway Theatre League Chairman and CEO Arnold Rothschild.

Rothschild attempted to use a questionable bill from his company to threaten, embarrass and
silence a critic of Mayor Lovely Warren and RBTLs planned performing arts center. Rothschild
has also admitted he colluded with the administration.

Last year, my campaign for state assembly hired Rothschilds firm. He sent us an invoice for
mail and other services dated August 24, 2016 for $21,432. We paid the entire balance by
October 4, 2016. On December 8, we received an additional invoice dated August 23, 2016 for
$4,919.32. We were shocked by this bill, which was unexpected and highly irregular.

The bill came about the same time rumors started I would run for mayor. Rothschild told me he
expected the bill to be paid out of our mayoral campaign account.

Our campaign treasurer formally disputed the surprise bill.

On March 27, Rothschild sent an email demanding payment or he would consider suing the
campaign and a media story will ensue.

Around that time, I told Rothschild to stop contacting me. He remained in communication with
our mutual friend, Scott Gaddy. At various points, Rothschild told Gaddy he would forgive the
bill, accept payment from Gaddy or wait until after the primary to discuss the matter.

On August 22, I learned from 13WHAM that Rothschild had filed a lawsuit against me earlier
that day over the disputed bill. In a text message to Gaddy, Rothschild insisted he wasnt the one
who quickly alerted the media. He said Warren spokesman James Smith made the call.

Warren seized on publicity surrounding Rothschilds lawsuit. A Warren campaign staffer filed a
Freedom of Information request for the status of my water utility bill. That request was quickly
filled. Warren shamed me during a televised debate over a $35.02 outstanding balance, feeding
into a narrative that I dont pay my bills.
The same day the lawsuit was filed, Rothschild sent a group text message to me and Gaddy. Here
is what Rothschild texted:

My suggestion is paid the invoice and see it fell through the cracks and we will not issue a
statement. Say. Pay.

By the way, I need her to back off her stupid tweets. I have a long line of emails which I will
release tomorrow if she tries to play this stupid gamethis lady needs to shut up! And oh by the
wayPay her bills.

Shes stupid enough to open the doorI will close it. Or she will pick one.

I have screen grabs of the text messages, and copies of all emails and invoices.

Rothschilds conduct makes it clear he has abused his position as chairman of RBTL. It appears
he manufactured an outstanding bill and plotted with Warrens team to harm my reputation. He
did this to help Warrens reelection and further his interests at Parcel 5.

This is what corruption looks like. This isnt the way projects should get done in Rochester. The
RBTL board should demand Rothschilds resignation. City Council should demand Rothschild
remove himself from anything having to do with Parcel 5.
