- Cercetarea statistic selectiv privind preurile i
tarifele mrfurilor i serviciilor care intr n consumul
populaiei se realizeaz pe eantioane reprezentative
de sortimente i uniti de observare (magazine, piee
i uniti prestatoare de servicii).
- Cercetarea statistic selectiv prin care se
observ i nregistreaz preurile de vnzare ale
produselor industriale, se realizeaz pe un eantion
reprezentativ de 1197 produse i circa 16600
sortimente din aproximativ 1040 ntreprinderi.
- Cercetarea selectiv asupra preurilor principalelor
produse vndute de ctre productorii particulari n
pieele agroalimentare, se realizeaz pe un eantion
de 112 produse, n 95 localiti urbane.
- Statistical sample survey on prices and tariffs of
goods and services included in the population
consumption is carried out based on representative
samples of assortments and observation units (shops,
markets and units rendering services).
- Statistical sample survey, by means of which selling
prices of industrial products are observed and
registered, is carried out based on a representative
sample of 1197 products and about 16600 assortments
from about 1040 enterprises.
- Sample survey on the prices of main products sold by
private producers in agrofood markets is carried out
based on a sample of 112 products, in 95 urban
localities.

Precizri metodologice Methodological notes

Indicele preurilor de consum (IPC) msoar
evoluia de ansamblu a preurilor mrfurilor cumprate
i a tarifelor serviciilor utilizate de ctre populaie ntr-o
anumit perioad (denumit perioad curent), fa de
o perioad anterioar (denumit perioad de baz sau
de referin). Indicele preurilor de consum se
calculeaz numai pentru elementele care intr n
consumul direct al populaiei, fiind excluse: consumul
din resurse proprii, cheltuielile cu caracter de investiii
i acumulare, dobnzile pltite la credite, ratele de
asigurare, amenzile, impozitele etc., precum i
cheltuielile aferente plii muncii pentru producia
agricol a gospodriilor individuale.
Consumer price index (CPI) measures the evolution
per total of prices for purchased goods and tariffs of
services used by the population during a certain period
(called current period), as against a previous period
(called base or reference period). Consumer price
index is calculated only for elements within direct
consumption of the population, excluding:
consumption from own resources, expenditures having
investment and accumulation character, interests paid
for credits, insurance rates, fines, taxes a.s.o., as well
as expenditures for work payment within agricultural
production of individual households.
nregistrarea preurilor i a tarifelor practicate de
unitile comerciale sau prestatoare de servicii se
realizeaz printr-o cercetare selectiv organizat de
Institutul Naional de Statistic i Studii Economice.
Colectarea datelor este asigurat de personal statistic
specializat i se efectueaz pe baza nregistrrii
preurilor/tarifelor corespunztoare grupelor de mrfuri
(alimentare, nealimentare) i servicii. Cercetarea
statistic asupra preurilor de consum utilizeaz
urmtoarele eantioane:
Eantionul de localiti - stabilit cu respectarea
restriciilor de reprezentativitate n funcie de numrul
de locuitori i de volumul desfacerilor de mrfuri i al
prestrilor de servicii. Acesta cuprinde 42 de localiti
din mediul urban din care au fost selectate 68 centre
de cercetare.
Eantionul unitilor de observare - cuprinde
magazine i uniti prestatoare de servicii ctre
populaie din centrele de cercetare. Selecia s-a bazat
pe necesitatea asigurrii reprezentativitii din punct
de vedere al volumului desfacerilor de mrfuri i al
prestrilor de servicii. Unitile n care se nregistreaz
preurile/tarifele sunt meninute n eantion, pe ct
posibil, o perioad mai mare pentru a asigura
continuitatea i comparabilitatea n timp a seriilor de
date. Eantionul cuprinde circa 6000 de uniti din care
peste 70% sunt proprietate majoritar privat.
Preurile/tarifele unice pe ar stabilite prin acte
normative sau note de negociere (energie electric i
termic, gaz metan, transport pe calea ferat, aerian
i fluvial, servicii de coresponden i curierat,
abonamente radio-TV) sunt nregistrate pe baza
informaiilor primite de la unitile care le practic.
Eantionul de mrfuri i servicii - cuprinde 1434
sortimente care au o pondere semnificativ n
consumul populaiei. Nomenclatorul utilizat este
structurat pe 3 nivele de agregare: grupe, posturi i
sortimente. Sortimentele se individualizeaz prin
varieti de mrfuri i servicii.
Informaiile colectate prin aceast cercetare sunt
completate cu cele provenite din cercetarea privind
preurile produselor agroalimentare vndute de
productorii agricoli pe piaa rneasc,
asigurndu-se astfel acoperirea principalelor surse de
aprovizionare a populaiei.
Ponderile utilizate pentru calculul indicilor preurilor de
consum sunt obinute din Ancheta Integrat n
Gospodrii (AIG) i rezult din structura cheltuielilor
medii lunare efectuate de o gospodrie pentru
cumprarea bunurilor i plata serviciilor necesare
satisfacerii nevoilor de trai. Periodic se analizeaz
structura cheltuielilor efectuate de populaie, iar cnd
mutaiile intervenite sunt semnificative, ponderile se
actualizeaz.
Indicele preurilor de consum se calculeaz ca un
indice de tip Laspeyres cu baz fix. n calculul
indicilor lunari se utilizeaz preurile medii din anul
1997 i ponderile din acelai an determinate pe baza
cheltuielilor medii din Ancheta Integrat n Gospodrii.
Indicele preurilor de consum se determin prin
agregri succesive, pe baza preurilor/tarifelor
nregistrate pentru bunurile care fac obiectul
consumului direct al populaiei (varieti). Indicii
preurilor calculai pentru fiecare sortiment (pe baza
mediei aritmetice simple a indicilor la nivel de
varietate) se agreg la nivel de post de cheltuieli,
grupe de mrfuri i servicii i la nivel de indice general,
prin aplicarea ponderilor constante corespunztoare
anului de baz 1997. Utilizarea ponderilor constante
permite msurarea evoluiei preurilor n timp,
evitndu-se influena modificrilor structurale.
Prices and tariffs used by commercial units or those
rendering services are registered by a sample survey
organized by the National Institute for Statistics and
Economic Studies. Data collection is assured by
specialized statistical staff and is carried out based on
prices/tariffs registration corresponding to the groups of
(food, nonfood) goods and services. Sample survey on
consumer prices uses the following samples:
Sample of localities - drawn up by observing the
representativity restrictions according to the number of
inhabitants and the volume of goods sale and services
rendered. It comprices 42 localities from urban area
where 68 sampling centers have been selected.
Sample of observation units - includes shops and
units rendering services to the population from the
sampling centers. Selection is based on the necessity
of ensuring the representativity from the volume of
goods sale and services rendered standpoint. The
units registering prices/tariffs are kept in the sample, as
far as possible for a longer period in order to assure the
continuity and comparability of data series over time.
The sample includes about 6000 units of which over
70% are under private majority ownership. Unique
prices/tariffs at national level set up by normative
documents or negotiation notes (electric and thermal
energy, methane gas, rail, air and river transport, mail
and courrier services, radio-TV subscriptions) are
registered based on data received from units.
Sample of goods and services - comprises 1434
assortments having significant weight in population
consumption. The used nomenclature is structured
on 3 levels of aggregation: groups, positions and
assortments. Assortments are structured by varieties of
goods and services.
Information collected by this survey are completed with
those coming from the survey on prices of agrofood
products sold by agricultural producers on peasant
market, thus assuring the coverage of the main
sources for the population supply.
Weights used to calculate the consumer price indices
are obtained from the Household Integrated Survey
(HIS) and result from the structure of monthly average
expenditures of one household in view to purchase
goods and pay services necessary to living needs
meeting. The structure of population expenditures is
periodically analyzed, the weights being updated when
changes are significant.
Consumer price index is calculated as a fixed base
index of Laspeyres type. In order to calculate monthly
indices, average prices of 1997 are used, as well as
weights of the same year, determined based on
average expenditures from the Household Integrated
Survey.
Consumer price index is determined by successive
aggregations, based on prices/tariffs registered for
goods which are subject to population direct
consumption (varieties). Price indices calculated for
each assortment (based on simple arithmetic mean of
indices at variety level) are aggregated at the level of
item expenditures, of groups of goods and services and
at the level of general index, by applying constant
weights corresponding to 1997 base year. Constant
weights allow to measure the evolution of prices over
time, avoiding the influence of structural changes.
In Romania, CPI calculation methodology is generally
harmonized with that used by the Statistical Office of
European Union (EUROSTAT) at the level of
classifications, nomenclatures, sampling and
calculation methods. The Classification of Individual
Consumption by Purpose (COICOP) agreed by CEE/
EUROSTAT/OECD assures the comparability of
indices at European level.
Metodologia de calcul al IPC n Romnia este, n
general, armonizat cu metodologia utilizat de Oficiul
de Statistic al Uniunii Europene (EUROSTAT) la nivel
de clasificri, nomenclatoare, metode de eantionare i
de calcul. Clasificarea COICOP (Clasificarea
Consumului Individual pe Destinaii) convenit de CEE/
EUROSTAT/OECD asigur comparabilitatea indicilor la
nivel european. Ultima versiune a acestei clasificri,
adoptat n noiembrie 1996, este structurat pe 12
diviziuni, detaliate n 29 grupe i 61 clase de mrfuri i
servicii. Indicii preurilor de consum pe grupe de mrfuri
i servicii, conform clasificrii EUROSTAT, rezult prin
regruparea sortimentelor i a posturilor cuprinse n
Nomenclatorul privind calculul Indicelui Preurilor de
Consum la nivel naional n structura i la coninutul
prevzut n COICOP.
Indicele preurilor produciei industriale (IPPI)
msoar evoluia de ansamblu a preurilor
produselor/serviciilor industriale fabricate i livrate de
productorii interni, ntr-o anumit perioad (denumit
perioad curent) fa de o perioad anterioar
(denumit perioad de baz sau de referin), n primul building branches;
stadiu de comercializare a produselor/serviciilor.
n calculul indicelui nu se cuprind:
- producia de armament i muniie;
- extracia i prepararea minereurilor radioactive;
- producia industrial cu ciclu lung de fabricaie;
- producia de unicate din ramurile constructoare
de maini;
- producia de nave i aeronave;
- producia fabricat i consumat n cadrul
aceleiai ntreprinderi (consumul intern).
Preurile de evaluare a produciei industriale sunt
formate din: costurile de producie, profitul, unele
impozite de corelare (de exemplu, la iei indigen),
taxe i accize, conform Legii nr. 130/1992. Preurile
incluse n calculul indicelui preurilor produciei
industriale (IPPI) sunt fr TVA, dar cuprind taxele
specifice potrivit standardelor europene.
Indicele preurilor produciei industriale (IPPI) este
cel al preurilor produciei industriale livrat pieei
interne, este de tip Laspeyres i utilizeaz un sistem
de ponderi constante pentru agregarea succesiv a
datelor, aferente valorii produciei industriale
tranzacionat, din anul 1996.
Preurile medii la principalele produse vndute de
ctre productorii agricoli particulari n pieele
agroalimentare se determin pe baza preurilor
nregistrate decadal n 95 localiti.
nregistrarea preurilor se face n zilele de 10, 20, 30
(31) ale fiecrei luni, pentru un nomenclator de 112
produse agroalimentare.
The last version of this classification, adopted in
November 1996, is structured on 12 divisions, detailed
in 29 groups and 61 classes of goods and services.
Consumer price indices by EUROSTAT groups of
goods and services result from regrouping the
assortments and positions included in the
Nomenclature on Consumer Price Index calculation at
national level in the structure and content stipulated in
the Classification of Individual Consumption by
Purpose.
Industrial Production Price Index (IPPI) measures
the evolution of industrial products/services prices
manufactured and delivered by domestic producers
during a certain period (called current period) as
against a previous period (called base or reference
period) in the first trading stage of products/services.
Index calculation is not including:
- production of ammunition and weapons;
- extraction and preparation of radioactive ores;
- industrial production of long fabrication cycle;
- production of unique products from machine-
- production of ships and airships;
- production manufactured and consumed within
the same enterprise (intra-unit consumption).
Evaluation prices for industrial production comprise:
production costs, profit, some correlation taxes (for
instance, native crude oil), fees and excise duties,
according to the Law no. 130/1992. Prices included in
the calculation of industrial production price index
(IPPI) are net of VAT, but include specific taxes
according to European standards.
Industrial production price index (IPPI) is that of the
prices of industrial production delivered to domestic
market, it is of Laspeyres type and uses a system of
constant weights for data successive aggregation,
being afferent to the value of transacted industrial
production from 1996.
Average prices for main products sold by private
agricultural producers on the agro-food markets are
determined based on the prices registered each
decade in 95 localities.
Prices are registered on the 10th, 20th, 30th (31st) of
each month for a nomenclature of 112 agrofood
products.
