The world in chaos

State of the world

Europe: Most of Europe is a nuclear blasted wasteland. France is gone in a massive nuclear strike by
Russia in retaliation for their strike on Belarus. Eastern Europe is mostly under Russian control but is
heavily damaged and left with about 20% of its pre-war population, and no organized military presence.

Germany: Germany is still holding out but has lost most of its eastern areas in tactical nuclear strikes by
Russia. Germany, the Netherlands, Belgium, and the Scandinavians countries have united into a combined
group called the northern Europe confederation to try and stave off further Russian encroachment. They
have lost close to 40% of their combined pre war populations and military strength.

Italy and Greece: Italy and Greece are maintaining some order due to remaining neutral during the
conflicts that raged around them. They have lost around 30% of their pre war populations from disease,
lack of supplies and medicine, but have weathered the war better than most.

England: England has remained neutral in the European Russian conflict but has forces deployed in the
African and Middle East warzones. They have avoided any major strikes by Russia by staying out of the
European conflict but have been suffering terroristic attacks from Ireland that have disrupted
communications and logistics. Still England has managed to maintain 80% of their pre-war population and
has kept most of its military in reserve or scattered in the Middle East.

Russia: Russia is fighting a two or three front war against Europe, china, and the Islamic confederacy. The
western front of Russia from St Petersburg to Kiev was destroyed in a retaliatory nuclear strike by French
submarines. The command and control functions of the government have relocated to Cheboksary in the
central area of the country. Siberia has been invaded by china and fighting is still heavy there. No n/b/c
type weapons are being used in this theatre due to both sides wanting the area for farming and arable land.
The western front has been mired down in a near stalemate against the German and Nordic states. Most of
the area from Moscow to the Czech Republic is a nuclear radiated wasteland of radiation, destroyed
equipment and scavengers. Russia has total control of the black and Caspian seas with roughly 60% of
their naval forces in those areas intact. Arkhangel remains the only functioning port in the north of Russia
allowing access to the White Sea and open ocean. Southern Russia near the black and Caspian seas is
heavily under attack by the Islamic confederation all along the southern borders.

China: China is a blasted wasteland with most of the country destroyed in the U.S... nuclear counter attack.
The remaining military forces and command split into two groups and relocated to Mongolia in the north
and the former countries of Korea, Vietnam, Burma, Laos, Cambodia and Thailand. Taiwan was destroyed
in a Chinese nuclear strike less than 10% of the population survived. China has lost over 75% of its pre-
war population.

Japan: Japan has allied with the U.S. and has managed to hold off both Russia and china with the help of
the U.S. naval forces. Russia launched a MIRV missile at Japan but it was shot down by combined
Japanese and U.S. missile defenses. This left Japan mostly untouched by the horrors of war; however the
shortages of food and medicine etc took a toll. Approximately 20% of japans pre-war population has died,
some gains have been made though. Japan has seized and managed to maintain control of the farthest
northern island that Russia had seized in the previous world war. This has allowed Japan to move some of
its population to that island and free up some of the more southern parts of the main Japanese islands to
grow food. As long as the U.S. naval presence stays in the area Japan should be able to sustain, provided
no major attacks are launched against it.
Middle East: The Middle East is a hotbed of infighting and internal strife. Iraq no longer exists it was
divided between Iran and turkey before Saudi Arabia swept in and overtook the entire Arabian peninsula.
Iran became the unifier amongst the former soviet era Stan countries and leads the Islamic confederation.
Iran expanded into Pakistan and India after those two countries launched their limited nukes at each other.
Turkey is loosely allied with both Saudi caliphate and the Islamic confederation but has remained mostly
neutral throughout the war. Saudi Arabia seized control of all of the Arabian Peninsula and defends its
borders tenaciously. It supplies the oil for any that can still afford to buy it and the surrounding Islamic
confederation helps safeguard the oil fields. Egypt became the headquarters of what is left of the United
Nations and the world courts and any semblance of a diplomatic organization. 60% of the population of
Israel relocated to Egypt under a secret deal where Israel supplied what was left of its military under joint
Egyptian control. Soon after what was left of the European Hague and world courts relocated to the
protected city of Egypt. For all intents and purposes Egypt is the de facto capitol of the world and has
suffered the least casualties of all in the war. While some losses to disease and radiation etc were suffered
Egypt retained 80% of its military and civilian infrastructure intact. Egypt still possesses and has
operational control over at least 50 nuclear weapons from tactical to MIRVs so it has been left alone by all
combatants and functions as a free city for all non-active military and civilians.

North America: The United States suffered heavy casualties when china launched a pre emptive nuclear
strike in 2011 against the western and eastern United States. State of the art secret anti missile systems on
the east coast were able to stop 80% of the missiles launched against the eastern coast of the U.S. New
York and Boston were both destroyed by multi megaton nuclear weapons. The west coast did not fare as
well the experimental missile defense systems were not installed on the west coast and available anti
missile systems only managed to stop 25% of the missiles launched against the west coast. All of
California, Nevada, Utah, Idaho, and most of Arizona and Montana are destroyed by nuclear strikes. 80%
of all of those states are uninhabitable from radiation and chemical strikes. NORAD in Colorado is hit by
at least 3 direct strikes and the mountain is a molten irradiated cauldron that is unapproachable for at least
30 miles surrounding the strike. A few other cities were hit as well and an aerial burst over the Midwest
caused an EMP that wiped out all digital and cell, wifi, and satellite communications. Any non hardened
electronics were shorted out and either burned out or fused into non operating states. Chinese forces
moved in from sleeper cells in the pacific northwest of Washington and Oregon taking control of those
states and setting up a staging area on the west coast to further invade into the Canadian and American
heartland. Mexico took advantage of the United States vulnerability and moved into attack New Mexico
and Texas. New Mexico was seized rather quickly with a lack of military defenses available to repel the
Mexican invaders. Texas however managed to fight off the invading Mexicans with local militias and the
Texas National Guard. Texas pushed the counter strike and moved all the way to Monterrey before being
stopped by larger numbers. A stale mate between the Texas forces and the Mexicans exists now with heavy
fighting still occurring on the west and south parts of Texas. Canada managed to avoid most of the nuclear
strikes that hit the eastern coast but Qubec was hit hard by at least 4 megaton level Chinese nuclear
missiles. The western parts of Canada are also under attack by the Chinese in the Pacific Northwest and
Vancouver is a city under siege. There are current talks of combining governments and military forces
under a joint united Canadian and American states military controlled government.

Australia & New Zealand: Are areas where it seems the war has not touched at times. They were not hit
by any nuclear strikes and only had to defend against a small strike by Indonesia but were able to
successfully destroy the Indonesian forces before they were subsequently taken out by Chinese forces.
Lack of imports and rationing have been the only things that have really impacted either of the two
countries. If you can get there it is said that both areas accept those able to contribute and are literally
islands of sanctuary in the war torn world of 2014.

Hit points are determined by taking the characters fitness score and rolling 1d10 + 10% of the characters
weight and the characters fitness and muscle modifiers and adding them together. Hit points do not go up
unless special circumstances arise to enable it.

A target number is the number you need to reach to achieve a success in skill checks, combat, or other types
of activity. Target numbers represent the difficulty in succeeding on any given task, the higher the target
number the more difficult the task. Listed below are examples of target numbers and their difficulty use

Cell/WiFi Technology Cellular phone and WiFi based communications a hallmark of the early 21 st
century before the war broke out the planet was covered with a global cellular communications grid. Since
the war the cell/wifi system has remained mostly intact but with blockages from localized scrabbling etc.
Having a rank of 1 will allow you to operate most simple cellular/wifi devices, a sill of 5 shows you know
the general principle of hos to work, program, modify the cellular/wifi device or networks, a skill of 10
and you can create a fully functional transmitter/receiver from basic scavenged parts.

Attacks:

To attack a character will take the relevant skill (handguns, rifles, automatics, etc) + the applicable ability
modifier (Coordination, Muscle, Awareness) + a d20 roll and add the total with any additional modifiers; if
that is equal to or higher than the targets armor resistance (AR) the attack hits. To determine how much
damage is done by the attack you will subtract the targets armor value (AV) from the weapon damage and
apply the remainder to the area hit. If an area is reduced to 0 then that body part is destroyed, if it is the
head or torso the character is dead.

Armor resistance depends on the type of armor worn and the abilities of the character wearing it. The
heavier the armor the more resistance it provides as a general rule. Armor values are listed below, you will
add the armor resistance plus your coordination modifier and your awareness modifier (AV = Coordination
modifier + Awareness modifier + Armor worn) to determine your total armor resistance. EX: Dean has a
Coordination of 7 and an Awareness of 6 and is wearing Civilian Battle Dress his Armor Resistance (AR)
will be Coordination +2 and Awareness +1 and Armor +8 for a total Armor Resistance (AR) of 11.
