CA Enhancement in Network Sharing

In the network sharing scenario, the limitation of each PLMN should be

considered for the PCell and SCell of the CA UE. During MAC scheduling, the
resource scheduled by the PCell and SCell should be no more than the PRB
resource of the local PLMN. The PCell is admitted and the SCell is added based
on the number of UEs in network sharing or the PRB resource proportion.
