Flexible SCell Selection

When there are more candidate SCells, dynamically select the appropriate
SCell to increase user throughput according to the load, bandwidth
configuration of the candidate cell, and the coverage of serving cell and
neighbor cell. The selection strategy is described below:

First select the cell with light load (more remaining PRBs) and good signal
quality for SCell. The selection strategy can be load based and coverage
based. For load based strategy, select the cell with light load directly; for
coverage based strategy, select the cell with light load when the candidate cells
have the same coverage.
