The abbreviations, acronyms and definitions used in this document shall have the following
meaning:
Authorized Competent For the purpose of this guideline, ACP is defined as the
person registered with Energy Commission or
Person (ACP) equivalentlocal authority of host countryand authorised by
Management. He has sufficient technical knowledge and
experience to enable him to avoid danger and who can
have authority delegated to him, according to his
knowledge and experience to carry out operations in
power systems and work on electrical equipment. He has
the authority to issue and cancel Electrical Isolation
Certificate and Limit of Electrical Access on Electrical
Equipment/System.
Class IIB
Equipment that is "double-insulated". It has not only the
normal basic insulation necessary for its proper
functioning but also a supplementary insulation for
safeguarding against shock if the basic insulation
breaks down. In cases where there is not enough
space for separate insulation, a single "reinforced"
insulation electrically equivalent to double insulation
may sometimes be accepted.
Class III Equipment designed for connection only to Extra Low
Voltage (ELV). This means a voltage not more than 50V
AC, but in practice limited to 42V. The main supply is
obtained by means of a safety isolating transformer. No
earth connection is provided.

Confined conductive Confined spaces where it is likely that a person will be in
spaces contact with conductive parts at two or more points
simultaneously. Example of Confined conductive spaces
such as in boiler, vats, tanks(inclusive above floating roof
tank), pits, pipes, ducts, flues, chimneys, silos, containers,
pressure vessels, underground sewers, wet or dry wells,
shafts, trenches, tunnelsor other similar enclosed or
partially enclosed structures,
Equipment Checklist The checklists consist of key inspection elements for a
particular type of equipment.
Ex Equipment Equipment that is certified for used in hazardous classified
area equipment.
Extra Low Voltage (ELV) A system which is not exceeding 50Vr.m.sor below 120V
DC, whether between conductors or to earth.

Portableelectrical Portable electricalequipment iseither hand held or non-
equipment hand held equipment. For hand held, the equipment grasp
in hand during normal use.
Reduced Low Voltage A system in which the nominal phase-to-phase voltage
System (RVS) does not exceed 110 volts and the nominal phase to earth
voltage does not exceed 63.5 volts.
Safety-Extra Low An extra-low voltage system which is electrically separated
Voltage (SELV) from earth and from other systems that a single fault cannot
give rise to the risk of electric shock, in accordance to IEC
60742 (SELV System).
Temporary Electrical Temporary Electrical Installation in the context of this
Installation guideline is installation that do not form part of the plants
permanent or fixed installation.
Examples of Temporary Electrical Installation are
temporary generator, distribution board, pumps, welding
machine and electric air compressor.
TN-S A power distribution system havingseparate neutral and
protective earth conductors throughoutthe system.
Work Leader Person who is responsible to lead or carry out the
electricalwork execution at site.

1 INTRODUCTION
1.1 Purpose
This guideline defines the requirements for portable
electrical equipment and temporary installation with regards
to proper selection of equipment and tool, inspection prior
to mobilization to worksite, site certification and periodic
inspection/recertification throughout the duration of the
equipment being used at worksite. The requirements are
specified as below:

(4) For hand held equipment that did not pass the
inspection, a Reject Tag (RED tag) shall be affixed on
the equipment. Sample of the Reject Tag (RED tag)is
as in Appendix 12.
(7) The sticker is valid for two (2) weeks; upon the expiry
of the sticker, a re-inspection shall be carried out
following the process described in (1) to (3) above.
(8) The process flow for the onsite inspection for hand
held equipment is as below.

(2) Only equipment that possessed the Fit for Use Tag
shall be installed.
(7) For equipment that did not pass the inspection, notify
Work Leader for rectification/replacement. A Reject
Tag (RED tag) shall be affixed on the equipment until
it has been rectified or replaced. Sample of the Reject
Tag (RED tag) is as in Appendix 12.
(10) For equipment that did not pass the inspection, the
PCF shall not be issued and the Work Leader shall be
notified for rectification / replacement.
(15) The Top Copy of the PCF shall be kept in the CCR
while the 2nd copy shall be displayed at worksite.
(16) The PCF is valid for one month; upon the expiry of the
sticker, a re-inspection shall be carried out following
the process described in (2) to (14) above.
