ABBREVIATIONS AND ACRONYMS
The abbreviations, acronyms and definitions used in this document shall have the following
meaning:
Approving Authority The person authorised by the PETRONAS Carigali to

(AA) approve and issue PETI Certificate Fitness (PCF) in the
area concerned. He is usually the Approving Authority for
Permit To Work system of the facility.
Appointed Person The person trained for certain electrical duties (e.g.
(AP) isolation/de-isolation of electrical equipment,
synchronising, etc.) and has sufficient technical knowledge
and experience to enable him to avoid danger. He is a
Competent Person with lowerCertificate of
Competency(CoC) but authorized by Management to
perform certain tasks that usually only carried-out by a
person who has appropriate CoC. Example: A facility that
is having a low voltage Synchronous generator requires an
A4 chargemanto operate; however, due to unavailability an
A4 chargeman, an AO chargeman can be authorizedby
the management to operate the generator provided that he
has proved that he has the knowledge and skill to perform
such duty. Other example, a BOchargemanauthorizedas
an AP for B4chargeman.
Authorized Competent For the purpose of this guideline, ACP is defined as the
person registered with Energy Commission or
Person (ACP) equivalentlocal authority of host countryand authorised by
Management. He has sufficient technical knowledge and
experience to enable him to avoid danger and who can
have authority delegated to him, according to his
knowledge and experience to carry out operations in
power systems and work on electrical equipment. He has
the authority to issue and cancel Electrical Isolation
Certificate and Limit of Electrical Access on Electrical
Equipment/System.
Authorised Inspector The Authorised Inspector is either ACP/AP or the appointed

personnel to inspect portable equipment to determine that
they are fit for use and safe for mobilisation/delivery to site.
Class I Equipment having one or more parts with functional
insulation only and required to be earthed.
Class II Mains-operated or transformer-operated equipment, which

has either "all-insulated" or has double or reinforced
insulation, in accordance to IEC 60536. It is not intended to
be earthed.

Class II equipment is subdivided as follows:

Class IIA
Equipment that is "all-insulated". This means that all
the metallic parts are enclosed with durable and
continuous insulated enclosure. It need not be double
insulated.
Class IIB
Equipment that is "double-insulated". It has not only the
normal basic insulation necessary for its proper
functioning but also a supplementary insulation for
safeguarding against shock if the basic insulation
breaks down. In cases where there is not enough
space for separate insulation, a single "reinforced"
insulation electrically equivalent to double insulation
may sometimes be accepted.
Class III Equipment designed for connection only to Extra Low
Voltage (ELV). This means a voltage not more than 50V
AC, but in practice limited to 42V. The main supply is
obtained by means of a safety isolating transformer. No
earth connection is provided.
Company Refers to PETRONAS CarigaliSdn Bhd.
Confined conductive Confined spaces where it is likely that a person will be in
spaces contact with conductive parts at two or more points
simultaneously. Example of Confined conductive spaces
such as in boiler, vats, tanks(inclusive above floating roof
tank), pits, pipes, ducts, flues, chimneys, silos, containers,
pressure vessels, underground sewers, wet or dry wells,
shafts, trenches, tunnelsor other similar enclosed or
partially enclosed structures,
Equipment Checklist The checklists consist of key inspection elements for a
particular type of equipment.
Ex Equipment Equipment that is certified for used in hazardous classified
area equipment.
Extra Low Voltage (ELV) A system which is not exceeding 50Vr.m.sor below 120V
DC, whether between conductors or to earth.
Hand-held Electrical Portable equipment that is continuously grasped in the

Equipment hand during normal use.
Example of hand heldequipment are grinder, portable
inspection lamp etc. On the other hand, example of non-
hand held are electrical equipment such floodlight, portable
junction box, mobile generator etc.

PETI Certificate of A certificate to certify that the electrical equipment have
Fitness (PCF) been installed in accordance to PETI procedure and safe

to be used.
Portableelectrical Portable electricalequipment iseither hand held or non-
equipment hand held equipment. For hand held, the equipment grasp
in hand during normal use.
Reduced Low Voltage A system in which the nominal phase-to-phase voltage
System (RVS) does not exceed 110 volts and the nominal phase to earth
voltage does not exceed 63.5 volts.
Safety-Extra Low An extra-low voltage system which is electrically separated
Voltage (SELV) from earth and from other systems that a single fault cannot
give rise to the risk of electric shock, in accordance to IEC
60742 (SELV System).
Temporary Electrical Temporary Electrical Installation in the context of this
Installation guideline is installation that do not form part of the plants
permanent or fixed installation.
Examples of Temporary Electrical Installation are
temporary generator, distribution board, pumps, welding
machine and electric air compressor.
TN-S A power distribution system havingseparate neutral and
protective earth conductors throughoutthe system.
Work Leader Person who is responsible to lead or carry out the
electricalwork execution at site.

1 INTRODUCTION
1.1 Purpose
This guideline defines the requirements for portable
electrical equipment and temporary installation with regards
to proper selection of equipment and tool, inspection prior
to mobilization to worksite, site certification and periodic
inspection/recertification throughout the duration of the
equipment being used at worksite. The requirements are
specified as below:
(1) The equipment is suitable and safe for use in the

intended worksite or classified hazardous area;
(2) All equipment is in a good condition and well

maintained;
(3) The safety features such as guards, emergency stop

button, etc. are in place and in good operating
condition;
(4) Only inspected portable electrical equipment and

temporary electrical installation shall be used;
(5) The integrity of the equipment is continuously assured

throughout the duration of its use; and
(6) The inspected and approved electrical equipment is

affixed with inspection sticker accordingly.
1.2 Scope
The requirements defined in this guideline shall be

applicable to portable electrical powered equipment and
electrical generating equipment used throughout
PETRONAS Carigali facilities/worksites, including
Contractors and Sub-Contractors.
For non-electrical equipment, the requirements defined in

PETRONAS Carigali Equipment Passport System shall be
complied with.
Note: Electrical equipment or appliances in office

such as computers, televisions, photo copiers,
electric kettles, coffee machines, etc. Battery
operated tools and torch lights are exempted
from the requirement of inspection and
certification.

1 ROLES AND RESPONSIBILITIES
1.1 Authorised Inspector
The Authorised Inspector shall be responsible to:
(1) Inspect portable equipment upon request prior to

mobilisation to site;
(2) Issue Fit For Use tag (GREEN tag) for equipment
that passed the inspection; and
(3) Highlight any defect on the equipment to equipment

provider and issue Do Not Use tag (RED tag).
1.2 Offshore/Onshore Installation Manager (OIM)/Company Site Representative

(C.S.R.)
The Offshore/Onshore Installation Manager

(OIM)/Company Site Representative (C.S.R.) of the
respective facility/worksite shall be responsible to:
(1) Ensure that only equipment that passed the pre-

mobilisation inspection and affixed with Approved
For Use tag is accepted at site;
(2) On receiving portable electrical equipment, check and

endorse AFU tag;
(3) If defects found on the equipment and not

resolvableat site, consign back to Equipment Provider
and inform engineer-in-charge;
(4) Ensure that electrical equipment and installation is

inspected by ACP/AP.;
(5) Ensure that only equipment that issued with PETI

Certificate of Fitness (PCF) is used; and
(6) Ensure re-inspection and re-certification of PETI

throughout the duration of use.
1.3 Work Leader
The Work Leader is responsible to:
(1) Request for inspection of equipment by completing

the Inspection Request Form;

(2) Fill up necessary information in PETI Certificate of

Fitness (PCF);
(3) Install Temporary Electrical Installation; and
(4) Prepare necessary tool for the testing by Companys

ACP/AP.
1.4 Authorized Competent Person/Appointed Person (ACP/AP)
The ACP/AP is responsible to:
(1) Inspect and test Portable Electrical Equipment;
(2) Inspect and test Temporary Electrical Installation;
(3) Affix inspection sticker upon completion of equipment

and installation inspection and test;
(4) Keep and update record of inspection in logbook;
(5) Conduct regular monitoring and validation; and
(6) Endorse PCF.
1.5 Approving Authority (AA)
The AA is accountable to:
(1) Approve PETI Certificate of Fitness (PCF);
(2) Keep and update record of PCF; and
(3) Monitor the PETI implementation at Companys

facility/worksite.

1 REQUIREMENT FOR PORTABLE ELECTRICAL EQUIPMENT AND

TEMPORARY INSTALLATION
1.1 Requirement for Portable Electrical Equipment
1.1.1 General Requirement for Portable Electrical Equipment
All Portable Electrical Equipment shall fulfill the

requirementas specified below.
(1) Portable hand held tools shall be either Class II or

Class III. Rating name plate shall be verified for
double insulation symbol. Class I (earthed type) hand
held tools shall not be used in Company
facilities/worksite.
(2) The voltage levels for Class II equipment shall be

110V or 240V.
(3) For Class III equipment which is using Safety-Extra

Low Voltage (SELV), the voltage level shall be 50V
r.m.s and beloweither the inherently short-circuit-proof
type or the non-short-circuit proof type with thermal
cutout.
(4) For final circuit, power supply to the portable electrical

equipment shall be fitted with current operated Earth
Leakage Circuit Breaker (ELCB) of trip sensitivity of
10 mA.
(5) For use of portable electrical equipment (including

battery operated equipment) in hazardous area,
suitable Ex certified equipment shall be used. Should
Ex is not available; the use of non-Ex equipment shall
be controlled through PTW system.
(6) The transformer for Reduced Low Voltage System

(RVS) or SELV shall be placed near the equipment or
permanently mounted in welding boards or
switchgears.
(7) A flexi cable for portable equipment shall be

connected:
(a) To the system by a proper joint or properly

constructed plug and socket; and
(b) With isolating device suitably located to isolate

the equipment from the power source.

(8) Portable equipment which is subject to accidental

damage shall be protected by an earthed guard.
Any deviation to the general or other specific requirement

shall be subjected to Companys approval.

Note that operational controls shall be in place before the

introduction of any electrically operated equipment into
hazardous area.
Note: Acceptable when connected to a permanent

1.1.2 Specific Requirement for Common Portable Electrical Equipment
The requirement for commonly used portable electrical equipment is as tabulated below.
Portable Electrical Equipment Specific requirement
Hand Lamps, Spotlights and Floodlights (1) Portable hand lamp fittings (50V 60W)shall be supplied via a SELV type
transformer.
(2) Portable spotlight fittings (110V 150W)shall be supplied via a RVS type
transformer.
(3) The metallic stand/tripod for mounting portable spotlight/floodlight
(240V/400W)shall be insulatedtype. The metallic part shall be grounded.
(4) Portable hand lamps supplied from 110/240V shall be fitted with Earth Leakage
Circuit Breaker (ELCB) of trip sensitivity of maximum 10 mA.
(5) Spotlights and floodlights shall be adequately earthed and fitted with Earth
Leakage Circuit Breaker (ELCB) of trip sensitivity of maximum 10 mA.
(6) Low pressure sodium discharge lamps shall not be used as they constitute a
fire hazard in the event of breakage.
(7) Lamp fitting for portable lighting shall be insulated from the other metallic
component to prevent electrocution.

Plugs, Sockets and Couplers (1) All plugs, sockets and couplers shall be fully insulated (industrial type
insulation).
(2) The socket outlets and plugs shall have a degree of protection of at least IP 54
(dust protected and splash proof) both when the plug is fully inserted and when
it is removed.
(3) For use in hazardous classified area, the plugs, sockets and couplers shall be
of suitable Ex certified.
(4) Where the plugs and sockets are to be connected to the facility power source,
they shall be identical or compatible (subject to approval by ACP/AP) with those
being installed in the facility. This is to avoid unnecessary damage or
incompatibility of the plug and socket.
Drills and Grinders (1) Drills and grinders shall be of Class II operating at 110V AC or 240V AC.
(2) The supply for 110V AC tools shall be via an isolating transformer 240/110V of
the RVS type.
(3) The power supply to the drills and grinders shall be fitted with current operated
Earth Leakage Circuit Breaker (ELCB) of trip sensitivity of maximum 10 mA.

Extension Cables & Multiple Socket Outlet (1) All Ex or industrial type multiple socket outlet boxes shall beproduced by
Boxes registered/certified manufacturers. Self-modified junction boxes shall not
beallowed.
(2) The multiple socket outlet boxes shall satisfy the following requirements:
(a) IP requirement:
IP 54 for fixed standing position
IP 66 for movable positions (possibility of laying on the ground)
(b) The total number of socket outlets shall be limited to 6 per box.
(c) Supply to multiple socket outlet boxes should be limited to single phase
only. If a 3-phase supply is required,a Distribution board (DB) shall be
installed between the outlet box and the 3phase mains supply.
(d) The associated components, i.e. sockets, plugs, couplers & step-down
transformers shall be of minimum IP54 (protected against dust and water
splashing).
(3) The extension cable length shall satisfy the following requirements:
(a) The total length of the extension cables from the source to the load (end-
to-end) shall not exceed 50m.
(b) Individual extension cables shall not exceed 20m.
(4) The typical extension cables and multi-outlet socket box arrangement is as
depicted in Appendix I.

Portable Generators (1) The output of the generator shall be provided with circuit breaker equipped with
overcurrent, overload and earth leakage protection or ELCB. The earth leakage
or earth fault protection should be rated as follows:
(a) 30 mA ELCB for single phase supply generator
(b) 100mA ELCB for three phase supply generator.
(2) Generator rated more than 100kVAshall be equipped earth fault protection.
(3) Generators shall be star connected and their neutral points shall be solidly
earthed. Maximum allowable earthing resistance shall not be more than 100 .
Earthing of the generator shall be inspected by the ACP/AP before issuance of
PETI Certificate of Fitness (PCF).
(4) Generator shall be earthed at two locations, i.e. for neutral and frame. Planting
of earth electrodes is acceptable in the event of unavailability of earth
electrodes. Connection to plant earthing grid is subject to Technical
Authority(TA) approval. Such connection if allowed; shall be made via
compression clamp.
(5) The typical schematic of temporary power supply is as depicted in Appendix II
and schematic for three phase supply as in Appendix III.
Welding Generators (1) Preference shall be given to direct current (DC) welding equipment.
(2) For DC welding equipment, the open circuit voltage shall be 110V.
(3) If alternating current welding equipment is used, the open circuit voltage

between the electrode holder and the work piece shall be limited to maximum
50 VAC. The following safety features should also be included:
(a) Auto-change from AC to DC
(b) Voltage reducing device which limits the voltage to 50VAC
(4) Alternatively, alternating current welding equipment, which is switched
automatically to a direct current output voltage when operating on open circuitis
acceptable.
(5) If a separate voltage-limiting device (relay) is used, it shall be housed in an
enclosure with controlled access.
(6) Center tap transformer shall not be permitted to ensure proper functionality of
the ELCB installed.
(7) The output of the welding generator shall be provided with a circuit breaker
providing overcurrent and overload protection together with a 10 mA ELCB.
(8) Earthing cable size shall be minimum 25mm2 and the maximum allowable
earthing resistance shall be 100.
(9) Minimum two earthing points shall be required for the welding sets. If the
welding set is connected to an earthing bar, 2 points may be connected from
the set to the bar, provided that they are connected to different holes of the
bar;one for the frame, one for the neutral.

Installation
1.2 Temporary Electrical Installation
A temporary electrical installation is any combination of

electrical equipment installed to fulfill a specific purpose
and having coordinated characteristics which intended to
be used or operated for temporary period. An example of
temporary electrical installation is the interconnection of
generators, switch boards, or distribution boards, installed
for duration of maximum one year.
1.2.1 General Requirements Distribution Boards and Power Supply System
(1) All distribution board (DB) to be used shall be of

industrial standard produced by registered / certified
manufacturers. Self-fabricated DB by contractor shall
not beallowed. However, DB which is assembled by
competentwireman is acceptable.
(2) The maximum main DBrated capacity shall be355A,

with arrangement 3P+N+E (Appendix V). For higher
load requirement, the installation shall be provided
withsuitable switch gear/switch board that is located in
designated area.
(3) The outgoing feeders shall be configured for any

combinations of the following circuits:
(a) sub-distribution board (125A, 3P+N+E);
(b) portable welding sets (32A, 1P+N+E);
(c) socket outlets (16A, 1P+N+E); and
(d) single load max 125A (3P+N+E)
(4) LV supplies shall be arranged as a TN-S earthing

system, with radial feeders from a main distribution
board, e.g. local to each transformer or to the
generating sets, to sub-distribution boards close to
the work areas.
(5) All three-phase outlets shall be connected with the

same phase sequence.
Note: HV supplies and distribution equipment are not

1.2.2 Specific Equipment Requirements
1.2.2.1 LV Distribution Boards
Main requirements
Main LV distribution boards supplied by one generating

sets shall have a Molded Case Circuit Breaker (MCCB)
having a maximum rating/setting of 355A.
Circuit Arrangement
(1) Each sub-distribution board shall be provided with

one incoming switch. Each outgoing feeder shall be
provided with a switching device with short circuit,
overload and residual current protection. The
maximum outgoing feeder rating shall be 125A. The
sensitivity of the residual current circuit breakers shall
be as follows:
(a) 10 mA for single-phase socket outlets feeding

single loads;
(b) 30 mA for circuits below 125A; and
(c) 300 mA for circuits of 125A (single load)
(2) Fuses shall be accessible only if the fuse bases are

protected to at least IP 2X (protect against insertion of
finger or similarobject and dripping water when tilted
up to 15Deg.), or if interlocking exists so that the fuse
base is electrically isolated first.
Design
(1) The LV main distribution board shall be totally

enclosed and pad-lockable.
(2) The degree of protection for any assembly shall be:
(a) For indoor use (in enclosed buildings) IP

41(protected against insert of object >1mm and
water dripping); and
(b) For outdoor use at least IP54 (protected against

dust and water splashing) and provided with
canopy or rain cover.
(3) The shelter should be equipped with lighting

(minimum industrial type if necessary).

Component Selection
Socket outlets installed in the distribution board shall

comply with requirement on Plugs, Socket and Couplers
as specified in 1.1.2 of this section.
1.2.2.2 Temporary Cabling
(1) Temporary cables may be laid above ground or

underground, subject to the site circumstances. The
method of installation shall, in any event, be chosen
to minimize the risk of damage.
(2) Temporary underground cables shall comply with the

requirements specified below:
(a) Temporary cables shall not be laid in the same

trench as any permanent project cabling or other
services. A minimum separation of 2m should
be maintained;
(b) LV cables shall be buried at a minimum depth of

0.5 m, to avoid being damaged by any
disturbance of the ground;
(c) At road crossings, cables shall be laid

underground with proper protection;
(d) Underground cables shall be provided with

cable marker Temporary Cable' along its route,
maximum at every 10m; and
(e) Cables shall be XLPE or PVC insulated with

SWA protection.
(3) The temporary above ground cables shall comply

with the requirements specified below:
(a) Where the use of overhead road and route

crossings is unavoidable, the cables shall be
laid with the following minimum height
clearance:
(i) 6.0 m, where the roads and routes are

designated for use by vehicle; and
(ii) 3.5 m, where vehicle is prohibited.
(b) Above ground cables shall be fixed and clear of

building operations or engineering construction

work. Where possible they shouldbe laid clear

of passageways, walkways, ladders, stairs, etc.
(c) Overhead cables crossing passages shall be

bound with visible barricade tapes.
(d) The cables shall be properly supported by cable

ladder, catenary wire or similar means.
(4) Where space is limited (e.g. offshore facilities), the

cable should be laid away from passageways,
walkways, ladders, stairs, etc.
1.2.2.3 Earthing
(1) Earth wires shall be of the standard copper conductor

with green or green/yellow PVC sheathing. They shall
be sized to carry the rated fault current of the
distribution switchgear for its rated short-time
duration.
(2) For mechanical reason, main earth wires shall be at

least 70 mm2 and branch earth wires 25 mm2, unless
adequate mechanical protection is provided by other
means, e.g.wire installations in conduit, or earth
conductors forming part of a cable, allowing a smaller
size.
(3) A distribution board shall be earthed at 2 earthing

points as follows:
(a) Earthing via a 5-core supply cable of which the

earthing lead is connected to the source and the
distribution board, or; and
(b) Earthing via a 4-core cable with additional

external cableconnecting the source and the
distribution board
(4) The connections between earth electrode and

conductors shall be made so that the earth resistance
of each individual electrode can be readily inspected
and tested, without disconnecting any part from the
earthing system.

1.2.2.4 Selection of Components
(1) The components shall be suitable for their particular

application with respect to their voltages, rated
currents, service life, making and breaking capacities,
short circuit strength, etc.
(2) The components shall be selected and installed in

accordance to the host country wiring regulations e.g.
BS 7671 - IEE Wiring Regulations.
(3) The components having short circuit strength and/or a

breaking capacity insufficient to withstand the
stresses likely to occur at the place of installation
shall be protected by means of current-limiting
devices e.g., fuses or MCCBs. The current-limiting
devices, short circuit rating and nominal current
capacity shall be suitably sized and coordinated.
1.3 Requirement for Usage of Portable Electrical Equipment in Hazardous Area
All electrical equipment to be used in hazardous area shall

be of appropriate Ex protection type based on IEC60079.
Recommended type of protection is as follow:
(1) Plug, sockets and couplers:
(a) For use in Zone 1 & 2, the plugs and sockets

shall be certified Ex de category. Domestic
plugs and sockets shall not be used in
hazardous areas; and
(b) The installation of sockets shall fulfill the

requirement as specified below:
(i) Socket current rating may be16A, 32A,

63A and 125A; and
(ii) Allowable plug and socket connection is

as depicted in Appendix VI.
(2) Hand lamps, spotlight and floodlights:
(a) Zone 1- Ex ib or Ex d; and
(b) Zone 2- Ex d, Ex e, Ex n.

(3) Portable generator, welding machine, Wireline power

pack:
(a) Wherever possible the portable generator shall

be installed in safe areas or in non-classified
area. However where such condition not
possible, the portable generator shall be a Zone
2 certified equipment.
(b) Zone 2 dieselgenerators shall be equipped with:
(i) Engine Flame protection package

includingAir intake shut off valve, including
integral flame arrestor;
(ii) Exhaust Spark Arrestor;
(iii) Ex n Alternator;
(iv) Ex d Control Panel;
(v) Ex e hard wired or Ex e socket terminal

outlets; and
(vi) Air Start System.
(c) For offshore platform or rig use, additional

specification shall include but not limited to the
following:
(i) Double Skinned and braided fuel pipes;
(ii) Offshore Lift capability to D.N. V.2.7.1; and
(iii) Third Party Approval for offshore use.
(d) Where Ex certified generator is not available,

non Ex portable generator may be used but
shall be under proper operational control.

1.4 Requirement for Usage of Portable Electrical Equipment in Confined

Conductive Space
(1) In confined conductive spaces, air-driven power tool is

preferred e.g. air driven lamp. The use of portable
electrical equipment where power supply from outside
of the confined space is allowed provided they are
connected to earth-free extra low voltage supply from
an isolating transformer, with the transformer being
located outside the confined space.
(2) Where electrical portable inspection lamp is used in

the following confined conductive spaces, itshall be
operated at a voltage not exceeding 50V between
conductors.
(a) on a dredge or other floating structure;
(b) in a place normally exposed to the weather

where the floor is likely to be wet; and
(c) in any underground place or confined space

such as the inside of a boiler, tank or pipe, or in
other similar situation.
(3) A 100V portable apparatus may be used provided the

power is supplied from a transformer having a 100V
winding with the center or the neutral point of the
winding connected to earth.
1.5 Protection against Earth Leakage Current
(1) For an installation in a place where the floor is likely

to be wetor where the wall or enclosure is of low
electrical resistance, protection against earth leakage
current shall be provided for any final circuit supplying
electricity to any equipment, either individually or in a
group, by a residual current device (e.g. ELCB,
RCCB, etc.) having a rated residual operating current
not exceeding 10 mA.
(2) For an installation where hand-held equipment,

apparatus or appliance is used or is likely to be used,
protection against earth leakage current shall be
provided for any final circuit, either individually or in a
group, by a residual current device (e.g. ELCB,
RCCB, etc.) having a rated residual operating current
not exceeding 30 mA.

(3) For an installation, other than the installations

mentioned in (a) and (b), protection against earth
leakage current shall be provide for any final circuit,
either individually or in a group, by a residual current
device (e.g. ELCB, RCCB, etc.) having a rated
residual operating current not exceeding 100 mA
except:
(a) For functional reasons, it is impractical to

provide the protection, i.e. may affect the
functionality of the equipment; or; and
(b) It is unsafe or even dangerous to provide the

protection, e.g. may cause equipment trip which
may endanger user, UPS distribution board.

1 PRE-MOBILISATION INSPECTION
1.1 General Requirement

(1) Premobilisation inspection shall be carried out on all
portable equipment (except hand tools) prior
mobilisation to worksites.
(a) For offshore facilities, the inspection may be

carried out either at supply base or contractors
workshop
(b) For onshore facilities/worksite, the inspection

may be carried out at contractors workshop or
upon arrival at worksite (outside process area)
(2) For hand tools, the premobilisation inspection is not

applicable; the inspection will be carried out upon
arrival at site.
(3) All portable equipmentinspected shall beissued with

appropriate sticker.
(4) The inspection shall be conducted by the Authorised

Inspector using the appropriate checklist as in
Appendix VII.
(5) For equipment that passed the inspection, the

Approved For Use tag (GREEN tag) shall be affixed
to the equipment to indicate that the equipment is
approved for used in PETRONAS Carigaliworksites.
The sample of the GREEN tag is as in Appendix VIII.
(6) For equipment that was found defective, the Do Not

Use tag (RED tag) shall be affixed to the equipment
to indicate that the equipment has not passed the
inspection and that remedial work is required before it
can be sent to worksites. The sample of the RED tag
is as in Appendix IX.

(2) Once equipment is ready for inspection, Engineer-in-

Charge shall notify Authorised Inspector to conduct
inspection on the equipment.
(3) The Authorised Inspector shall inspect the equipment

using the relevant checklists are as attached in
Appendix 7. The checklist shall be completed
accordingly; where required, additional remarks
should also be specified on the checklist.
Note: One checklist shall be used for one equipment

only.

(4) For equipment that passed the inspection, Fit For

Purpose Tag (GREEN tag) shall be affixed to the
equipment. The following information shall be filled on
the form:
(a) Equipment i.e. the equipment name;
(b) Equipment Tag No/ID i.e. unique identification

number of the equipment;
(c) Facility/Worksite i.e. the intended

facility/worksite that equipment will be used;
(d) Signature, Name and Department of Authorised

Inspector; and
(e) Date of inspection.
(5) For equipment that did not pass the inspection, Do

Not Use Tag (RED tag) shall be affixed to the
equipment. The following information shall be filled on
the form;
(a) Signature, Name and Department of Authorised

Inspector; and
(b) Date of inspection.
(6) The Autorised Inspector shall return the completed

checklists to the Engineer-in-Charge;
(7) The process of mobilizing the equipment to worksite

shall follow the logistic process of the respective
division, country and/or region.

1.1 Onsite Inspection for Hand Held Equipment
(1) Electrical hand held equipment shall be inspected

upon arrival at sites. The request for inspection shall
be madethrough PETI Inspection Request Form as
attached in Appendix 10. All equipment and its
intended usage location shall be specified on the
form.
(2) Upon receiving the PETI Inspection Request Form,

AP/ACP shall inspect the hand held equipmentusing
the relevant checklist form in the Appendix 7.
(3) For hand held equipment that passed the inspection,

a Portable Electrical Equipment Tag (BLUE tag) shall
be affixed on the equipment. Sample of the Portable
Electrical Equipment Tag (BLUE tag) is as in
Appendix 11.
(4) For hand held equipment that did not pass the
inspection, a Reject Tag (RED tag) shall be affixed on
the equipment. Sample of the Reject Tag (RED tag)is
as in Appendix 12.
(5) The ACP/AP shall return the completed checklist to

the Work Leader.
(6) The AP/ACP shall record and update in the logbook

on the issuance of inspection tag.
(7) The sticker is valid for two (2) weeks; upon the expiry
of the sticker, a re-inspection shall be carried out
following the process described in (1) to (3) above.
(8) The process flow for the onsite inspection for hand
held equipment is as below.

1.2 Onsite Inspection for Temporary Installation
(1) Electrical equipment to be installed as part of

temporary installation such as cable, generator and
distribution board shall be inspected and approved
before used.
(2) Only equipment that possessed the Fit for Use Tag
shall be installed.
(3) The request for inspection shall be made through

PETI Inspection Request Form as attached in
Appendix 10. All equipment details and its intended
usage location shall be specified in the form.
(4) Upon receiving the PETI Inspection Request Form,

ACP/AP shall verify availability of Fit for Use Tag, i.e.
the GREEN tag issued as part of pre-mobilisation
inspection.
(5) The ACP/AP shall inspect the equipment using the

relevant checklist form in the Appendix 7 for each
equipment type together with overall temporary
installation (PETI Checklist9).
(6) For equipment that passed the inspection, a Portable

Temporary Installation Tag (BLUE tag) shall be
affixed on the equipment. Sample of the Portable
Temporary Installation Tag (BLUE tag) is as in
Appendix 13.
(7) For equipment that did not pass the inspection, notify
Work Leader for rectification/replacement. A Reject
Tag (RED tag) shall be affixed on the equipment until
it has been rectified or replaced. Sample of the Reject
Tag (RED tag) is as in Appendix 12.
(8) ACP/AP then shall conduct testing of the installation

as a complete system to verify the safety and
functionality of the equipment.
(9) For installation that passed the inspection, the

ACP/AP shall endorse the PCF. Sample of the PCF is
as in Appendix 14.

(10) For equipment that did not pass the inspection, the
PCF shall not be issued and the Work Leader shall be
notified for rectification / replacement.
(11) The ACP/AP shall return the completed checklist and

the endorsed PCF to the Work Leader.
(12) The AP/ACP shall record and update in the logbook.
(13) Work Leader shall submit the endorsed PCF to the

Approving Authority (AA) for approval.
(14) The issuance of approved PCF shall be recorded in

PCF Log (per template in Appendix XV).
(15) The Top Copy of the PCF shall be kept in the CCR
while the 2nd copy shall be displayed at worksite.
(16) The PCF is valid for one month; upon the expiry of the
sticker, a re-inspection shall be carried out following
the process described in (2) to (14) above.
(17) The process flow for the onsite inspection for

1.3 Validity and Monitoring
1.3.1 Validity Period
(1) The validity of the tags and PCF are as follows:

(2) The validity of inspection tag and/or PCF will be

considered as void if the equipment/installation is
subjected to replacement, repair, modification and
relocation to other area with different hazardous
classification. Faulty and defective equipment will also
void its validity.
(3) Shall the Temporary Electrical Installation to be

installed for more than one (1) month period, the
AP/ACP shall issue a new PCF once the equipment
passed the monthly monitoring inspection. The new
PCF will then be valid for one (1) month.
(4) In case of installation that needs revalidation due to

one (1) month expiry period, the certificate does not
need to be signed by the installer. AP/ACP
endorsement and Approving Authority (AA) approval
shall be sufficient. The installation however shall not
be subjected to any change from the originally
approved installation.

1.3.2 Tracking and Monitoring
(1) During the validity period, the Work Leader shall

ensure the integrity of the equipment; for portable
electrical equipment, daily pre-use inspection shall be
conducted.
(2) The Work Leader shall regularly monitor the condition

of the Portable Electrical Equipment. If the condition is
not fit, the Portable Electrical Equipment shall be
prohibited from use.
(3) For temporary installation, the AA is accountable to

monitor the validity of PCF.The AA may delegate
relevant personnel, e.g. Operation Supervisor,
Maintenance Supervisor, Construction Supervisor,
technician, etc., to monitor the validity.

1.1 Compliance Review
Theimplementation and compliance review shall be carried

out to ensure that the safety and integrity of the equipment
and installation are not being compromised.
The review may be conducted as part of other compliance
review activities, e.g. PTW audit, etc.
As a minimum, the review shall be conducted as follows:
(1) Quarterly Monitoring (OIM); and
The scope of quarterly shall include, as a minimum,

verification on validity of PCF and stickers, visual
inspection of the equipment and installation, etc.
(2) Yearly Monitoring (HSE Department)
The scope of yearly monitoring shall include

assessment on the adequacy of PETI system,
including compliance to PETI system requirement.
