National Artist of the Philippines is the highest national honor that can be conferred
on a Filipino who has made a significant contribution to the development of
Philippine arts, including the fields of Music, Dance, Theater, Visual Arts, Literature,
Film, Broadcast Arts, Fashion Design and Architecture, and Allied Arts. Each
awardee is given the title of National Artist (Gawad Pambansang Alagad ng Sining in
Filipino) in his or her field, by virtue of a Presidential Proclamation and conferred
membership in the Order of National Artists (Orden ng Pambansang Alagad ng
Sining).
The award is presented approximately every three years. The Order of National
Artists is jointly administered by the National Commission for Culture and the Arts
(NCCA) and the Cultural Center of the Philippines (CCP) and conferred by the
President of the Philippines. The Cultural Center of the Philippines then hosts a
Memorabilia Exhibit and Gabi ng Parangal (A Night of Tributes) in honor of the
newly-proclaimed National Artists at the Tanghalang Pambansa. The awardees are
presented with a medallion of honor and a citation during the conferment ceremonies.
They also receive a cash award (a hundred thousand pesos for living awardees and
seventy-five thousand for the heirs of posthumous awardees), a pension, and the
privilege of a state funeral at the Libingan ng mga Bayani.
Background
The National Artist Award (Gawad Pambansang Alagad ng Sining) was established
under Proclamation No. 1001 on 27 April 1972. The first award was conferred
posthumously on Fernando Amorsolo. The responsibility of administering the
National Artist Awards was conferred on the CCP on June 7,1973. The NCCA, upon
its establishment in 1992, was commissioned to join forces with the CCP in
administering the award. In 2003, the National Artist Award was declared a Cultural
Order, to be called the Order of National Artists (Orden ng mga Pambansang Alagad
ng Sining). Equal to it in rank are the Order of National Scientists and the Gawad sa
Manlilikha ng Bayan (GAMABA).
Criteria
The following criteria are considered in the selection of artists who are eligible for the
award.
The artist must have been a Filipino citizen for at least ten years at the time of nomination or,
if deceased (since the establishment of the awards), was a Filipino citizen at the time of
death;
The content or form of the artist's works must have contributed in building a Filipino sense of
nationhoods;
The artist was a pioneer in his or her field, with a particular unique style, and proved
influential on latter generations of artists;
The artist must have a rich body of works and/or been consistently outstanding in the
practice of his or her art form, constantly honing artistic expression and style; and
The artist must have achieved wide acceptance and distinction in the field, as seen by any of
the following: the artist's prestigious national and/or international recognition and awards,
critical acclaim and/or reviews of their works, and respect and esteem from peers within an
artistic discipline.
Selection Process
Nominations may be submitted by educational or cultural institutions as well as
private foundations and councils to the National Artist Secretariat, who will prepare
the initial list of nominees along with experts from the different art fields. A second
deliberation panel, composed of experts other than those from the first committee, 2
per field, makes its recommendations to the NCCA and the CCP, who make the final
selection. Finally, the list is presented to the President of the Philippines who
confirms and proclaims the final nominees as members of the Order of National
Artists.
