1. How the Barangay manage the risk cause by calamity in relation to disaster risk
management policy?
Answer: Sa barangay sa implementation nato sa risk reduction management adunay
change based sa order sa national government na ang atong preparation is dapat
advance compared sa mga former policy sa atong government nga didto na mo-allocate
sa dako sa gitawag nato nga sa relieve, sa relieve assistance. So, gihimo sa atong
barangay in line with the policy of national government in the implementation of
disaster risk management in the barangay level is to see to it that the barangay follows
the system and procedures implemented by the national democrat, so in response to
calamities take for example, we really implemented portions of our calamities
assistance and risk reduction funds specially in the purchase of affected nato, mao ni
siya, we conducted spot of trainings for this, we even organize different committees just
to see to it that we really prepared in case kung naay mga kalamidad. In fact, the
barangay purchased four rescue boat, naa miy 4 ka baroto in Butuan City, I think in
Barangay Baan Riverside tapos ang isa preparado regarding sa rescue. We also purchase
kaning mga gitawag nato nga mga life jacket for the rescue team, unya we also purchase
flashlights intended in case naay brown-out. These are the immediate assistance nga
among mahimo preparado mi kung naay kalamidad and we also informed and update
kung unsay angay buhaton kung adunay mga kalamidad and the barangay is also
prepared itself in terms of kining mga gamit og kani bitawng mga tao dinhi that weve
assigned in different comittees gikan sa pagsugod sa pag-abot sa transportation in case
of naay ato movacate, ievacuate nato labi na gyud. So this are the partial of the system
for the policy of barangay regarding to disaster risk management.

2. With all this preventive measures present, was their resistance on the part of
constituents to vacate specially when the head of water goes high (flood)?
Answer: Mao gyud ni ang isa sa mga problema specially sa pag vacate sa mga tao kay
base on our experience several times nga moa bot gyud ang mga baha nga medyo taas
na ang water level ang barangay, nasabtan namo ang mga tao nga parang na use na sila,
sad to say in our part dili pud na sya ingon nga among gi welcome or nalipay mi nga
ingon ana ilang response kay to realize nga pag about na gyud sa mga peak level na sa
tubig usahay manawag sila sa amo mga kadlawon na kami pud maglisod napod mi og
rescue considering the limited equipment we have kay de mano raman ang atong mga
gamit parehas anang baroto, dimano, wala pami ka purchase og makina og we really
experience nga usahay ingon ana ang late reaction og late confirmation sa atong mga
tao regarding sa pagpaabot sa ilang gusto nga gusto na sila rescuehon pero wala

sad to say ang mga tao dili namo ma convince especially kung naa silay silingan nga dos-
andanas ilang balay so didto ra sila mo balhin sa ilang katapad naa gyud poy mga tao
nga gamay lang pod mo balhin gyud sila kanang maulaw sa ilang silingan. Pero kung
 naay silingan nila nga mo offer sa ila so didto rapud sila so mao nay isa sa mga butang
nga makita nato ma observe namo nga naay major resistance sa ilang part, expected na
nga ang uban maghunahuna nga anad na sila ika duha dili nila ma biyaan ilang mga
butang og mao na kasagaran ang among masinati pero naa gyud poy mo evacuate sila in

3. What are the factors/causes/circumstances that may lead to resist the constituents to
vacate the area?
Answer: Siguro ang isa sa akong nakita base sa akong experiences kay medyo dugay-
dugay naman ko dini, murag naa nay gitawag murag tungod sa experience sa mga tao
panahon sa adunay baha murag na immune na sila which is para sa ako dili ni untana
angay nila na buhaton. Ilang pagsabot pero kung ing-ana ang nahitabo, pero kami pud sa
barangay naningkamot mi nga makahimo gid mi og mas dali noh so mao nay usa sa
akong nakita, nga mga factors nga kana bang na used na sila, naanad sila, unya secondly,

dinhi nga first floor lang noh, so ingon ana tagasagaran na akong naobserbahan og usa
pud na sa butang na nakaimpluwensya nga ngano dili sila muhawa sa ilang balay og
ikatulo dili sila gusto nga muadto didto sa evacuation centers no. 1 problema sa pagkaon
ikaduha alanganin mulihok kay dili ilang lugar way saktong pamutangan nila.

4. In lieu of disaster risk management, is there an ordinance made/enacted by the council

to respond every calamity arises?
Answer: Diri naa tay gipanghimo og in fact kini dili lang sketch its not only the barangay
ordinance. Ang barangay naghimo but we are really mandated by the law, we have to
obey and follow the order of the national government, the city government in the
creation of this kining disaster risk management sa barangay level. Several times we
have attended mga trainings and seminars and orientation outside and the barangay
also conducted several times kanang mga trainings, seminars, and orientations
regarding aning disaster risk management. In support of this para gyud ma plastar namo
mas systematic mas maayo ang pag implement namo sa among disaster risk in
barangay. We also passed ordinances and resolution pero kasagaran ani in respond ra
pod ni sya sa kung unsay gi-order sa amoa sa city government. Halimbawa, kung

create different committees which is part and respond to the disaster risk management.
Mga solutions regarding sa among mga seminars that weve conducted sa mga purchase

the body and council.

- As to resources/equipments (in place within the barangay) (deposit)

Answer: Maayo kayo na nga pangutana noh, kay diri sa barangay naa miy dinhi og
ang uban dinhi noh og naa pod mi diria mga life jacket unya naa miy mga flashlight
na makita ninyo diria karon sa barangay office unya amoang baroto pwede ninyo
makita didto mismo sa area sa wa pa namo ma pull-out atong last baha kay naa man
gyuy time nga mag high-tide sa baan river, so magamit to, so naa miy 4 ka baroto
 nga pwedi ninyo mavisit didto sa area naay mo guide ninyo, videohan ninyo just to
prove nga naa mi ani nga mga butang noh og kining mga gamit for the use of
calamity. Dili kayo ko makadetermine sa mga gamit nila sa mga tao gud kay kining
mga baroto among gipalit gikan ni sa bukid, so ginaog lang namo ni padong sa suba,
and it so happened na nag conduct og general assembly and I ask the people to help
me nga makakita og baroto nga barato kay theyre planning to purchase para
intended for the intended para makahimo mig rescue boat, so naa amoy upat nga
gikan sa bukid na among na purchase, and they are planning to put nga kanang
murag makina ba kay manual ra man gud sya so among gibuhat last nga flood

- As to lifeguards/rescue team (well proportionate)

Answer: usa sab ni sa among concern kay dili gyud namo ni ma perfect ning
volunteerism sa karun na time especially sa creation sa rescue team so ang gi himu
namu dinhi para mahimo ni syang part sa public service ang usa sa among gi himu
diri is gi encourage gyud namu ang mga tanod, barangay pulis nga sila gyud ang
pinaka identified persons nga gi composed namu nga maoy nag composed sa among
rescue team so naa gyud tay 24 hours of duty catering the time kay doul raman gyud
pud sa among outpost kay centro man so sila ang immediate namo na ma call for
attention nga na create namu nga rescue team and we have tested this last flood
calamity nahimo gud namu. I do not know kung naa bay mga pictures dinhi sa
barangay office pero sila gyud sila. In fact we have rotating them pero naa gyud
gihapon mga tao even not part of the barangay organization without positions
nagpakita gyud gihapon sila og tabang kay ting panahon nga naay kalamidad naa
man pud ning mga tao nga willing mo volunteer.

- What are the training / programs initiated by the barangay in times of calamity?
Monthly / annually conducted?
How long is the training being served its purpose?

Answer: kining kuan, kining sa training nako mag lisud man ta mag himo sa monthly
pero naay training na buhaton sa city government ni participate sab ta while naa poy
training nga gi combat dinhi na ang barangay mismo na initiate, naa poy training nga
gi himo dinhi through world vision nga nahimo pud dinhi this year so naa gyud tay
nahimo nga trainings siguro dili ta maka trace back og dili pud ta maka ingon nga
monthly or annually ni mura og as the time needs na arises mao rapud na nga time
nga mag kuan mi usahay nga mag conduct mig training and so kana gyud sya ang
nahitabo.

- Who are partners to realize the training?

Answer: naay atong city government unya ang no.1 dinhi nga naka conduct na gyud
kay ang atong world vision then nag training dayun mi pero kani nga training mas
 naka focus mi sa bata kay during the calamities dapat ang mga bata gyud ang
unahong e rescue.

- How is the monitoring made by the barangay in all matters of calamity?

Answer: sa amo dinhi ang monitoring dinhi sa amo kaning pag taas na gyud sa tubig
kay ang city government nagpaabot man sa amoa og kanang documentation
through text mao naning water level, we are required by the city government na mo
put-up ni og kana bitawng structure na mao bitawng bases sa water level kung
danger naba ni or kung dili pa ni danger ang water level so naa pud na sya. Pero sa
amo dinhi pag abot nas kalamidad ang akong mga tanod og officers mag sugod
dayon mi adto sa mga area sa mga portions nga mga ubos-ubos og tanawon namu
kung unsay angay namong buhaton specially kami diri nga barangay nga dool sa
suba og ingana among usual nga pagabuhaton na pag monitor namu sa among
barangay sa bisan unsa nga klase nga kalamidad

5. Is there any programs made by the city to effect disaster risk management?
Answer: ako ni admire gyud ko sa city government sa ilang disaster risk management sa
ilang implementation compared sa mga katoigan sab kay nakita nako ang impact ani og
ang monitoring ani nila og ang motivation sab nila sa mga barangay nga official og sa
different barangay like karun kay up to date sila sa mga reporting then kung mag ulan
lang diri ang bagyo ga update dayun sila sa amo regarding aning butanga sa risk
management o sa mga typhoon ba o unsa ba nga earthquake immediate ang ilang
communication so daghan pay gi buhat ang city government. Gi train mi, nag conduct
sila og orientation gawas sa city government mismo nag tap pud sila og mga pulis og
mga army nga mo tabang pud og pag train namu so ok ok daghan kaayo gi himu ang city
government nga kami sa barangay pud nga mga officials sa among barangay risk
reduction management matudloan tungod sa effort sa city government.
City Disaster Risk Reduction Council
1. What is the scope of the strategic plan? How long the strategic plan operates in the City
Government of Butuan?
Answer: When we say scope, actually we are getting the four thematic areas in which it
is mandate, meaning to say we address the prevention and mitigation that is we address
the preparedness, the respond, and lastly is the rehabilitation and up to the period in
which we envision from 2013 up to 2016 from 2012 to 2016.
2. What is the goal of the council?
Answer: Actually the goal is just like consistent with the national law. It is safety,
safetiness.
3. How effective/useful the equipments used during calamities?
Answer: In Barangay Baan Riverside, we all know that they are prone to flooding and as
far as I know they purchase their own pump boats. I think theyre able to purchase 3
bancas. So, Barangay Baan is not really that dependent to call help from us. But anyway,
all barangays have already their own contingency plan and somehow they have attain
that level of coordination among the barangay council and after that should they need
help from us the city disaster office is always ready to inform them.
4. How active are the disaster risk team in times of calamities?
Answer: How active? We all know for the past two calamities disaster in our country like
Pablo and just this year there was a severe flood in our place. It was a lot of casualties,
meaning to say, we prepared say for example an ample time. I think the community will
no longer waited for the calamities to strike but its more on their doing in for entering
evacuation.
5. Was there any persistence of the people beforehand when implemented the said
strategic plan?
Answer: Maybe we are talking on more on during middle, not more on strategic plan
but the day in we go to them and you have to tell them that they have to leave the
place. So, there are still those who want to stay.
6. What are the reasons behind why the people resists the disaster risk management plan
when implemented in the area?
Answer: Because of their properties that they left behind and then second is, its not
easy to stay in evacuation center wherein, there is a small area for you to stay and
theres a lot of people and issues which makes them to feel uncomfortable.
7. What are the possible remedies if any made by the council when people refused to
vacate the area?
Answer: Well, lately, we packed, we packed an ordinance wherein it sends in the council
in the sanggunian to really there will be a force evacuation.
8. Is there any suggestion to construct a wall by the river side?
Answer: We already did, there is a Dike. So, for now, we are so blessed to have that dike
somehow it's not, the impact that use to hit our, is not the same anymore, but up to will
it stand the type of block that lasted for a month and that it will be.
 Statement of the Problem

The study will describe the impact of risk management in

terms of preventive measures made by City government of Butuan

during calamities particularly in Barangay Baan Riverside.

Specifically, it will answer the following questions:

1. How prepared is the City of Butuan to respond every risk

cause by calamity?

2. How effective is the disaster risk management as

perceived by respondents in terms of;

2.1 equipment/resources

2.2 lifeguards/rescue team

2.3 training

3. How the programs on disaster risk management affect the

way of living to the residents in Barangay Baan

Riverside?
