Subject: 2017 UBCM Convention/AGM

From September 25th 29th, 2017 CRD Chair Al Richmond along with Directors Ted
Armstrong, Jerry Bruce, John Massier, Joan Sorley, Margo Wagner, Dylan Cash, Betty Anderson,
Brian Coakley and I attended the 113th Union of BC Municipalities Convention/AGM in Victoria,
BC

On Monday, Sept 25th I attended a clinic on Local Government Funding which is useful for
upcoming projects in Area D in the not too distant future. Then in the afternoon, I attended a
meeting with Todd Stone, the BC Liberals Local Government Critic, briefing him on matters in
my Area including our needs following this summers wildfires and then attended a Electoral
Area Directors Meet/Greet in the evening

On Tuesday, Sept 26th In the morning, I attended a clinic on Uncivil Civic Engagement which
discussed the unfortunate use of social media (Facebook/Twitter, etc) by some when engaging
with their local elected officials, then I attended the Electoral Area Directors Forum where
Emergency Management/Economic Development as discussed, followed by a lunch

Then, I had meetings with Network BC (cell phone coverage in the Xatsull/Blue Lake area) and
Ministry of Transportation with Area C Director John Massier regarding garbage collection at
the McLeese Lake Boat Launch then a UBCM Plenary Session on Leading Through Crisis:
Flooding/Fires in BC involving Mayors from Prince George/Kelowna and CRD Chair Al Richmond
and finally attended the UBCM Welcome Reception

On Wednesday, Sept 27th attended the UBCM Opening Ceremonies, following UBCM
Resolutions Debate, then in the afternoon, attending a Cabinet Town Hall on
Infrastructure/Economic Development where both CRD Area B Director Jerry Bruce/I pleaded
with Municipal Affairs Minister Selina Robinson to not forgot about the 160 Electoral Area
Directors in the Province of BC, as the provincial government drives forward its Agenda and in
the evening, attended the BC Government Reception

On Thursday, Sept 28th With my colleague CRD Area C Director John Massier attended a
clinic on Wildfire Prevention/Mitigation in BC. Following that, I had a meeting with BC Ministry
of Municipal Affairs Staff regarding use of community gaming grant dollars for training purposes
for a rural VFD, then joined a meeting with my CRD Area F colleague, Joan Sorley in regards to
paying VFD/SARs for services rendered in the wildfires this past summer, it was an opportunity
to express urgency to pay monies due to the VFDs/SARs who assisted in getting people out of
dangerous wildfires situations. Then, participated in more UBCM Resolutions Debate. At lunch,
joined Dawson Creek City Councillors Cheryl Shuman/Shaely Wilbur for a UBCM Delegate
Lunch. In the afternoon joined an Opposition Roundtable on Wildfires with my CRD
Colleagues CRD Areas F, H, K colleagues Joan Sorley, Margo Wagner and Betty Anderson to let
opposition MLAs know our challenges in this summers wildfires

Later in the afternoon, I joined CRD Chair Al Richmond in a meeting with Municipal Affairs
Minister Selina Robinson and her Staff to discuss the need to redo the Area D Building
Inspection Service Area. I felt pleased that we were truly heard. Theyve agreed to review it
back in Victoria and get back to us. In the evening, attended the annual UBCM Banquet

On Friday, Sept 29th The morning saw UBCM Delegates wrap up resolution debates, install
the new UBCM President Director Wendy Booth from East Kootenay Regional District with a
concluding speech from BC Premier John Horgan

As for costs to attend:

Travel to Vancouver and return - $593.60


Daily Attendance Fees at UBCM - $555.00
Hotel Unknown at this time, as it was part of a CRD Room Block
