ModernMissouriPoliceMovement:

TheMissouriPoliceStateMovementbeganintheearly1900'sandhasgrowninsize,power,andinfluenceeveryyear
since.Themembershipandpowerofthemovementhasbeengrowingalarminglyinthelastfewyears.Severalsocial,
political,andeconomicfactorshavecontributedtotherecentexplosionofpolicepower.Theprimarymotivatorforthe
movementwastheideathatFreedomwasdangerousandthatgovernmentcontrolwasneeded.Secondarymotivesfor
themovementweretofindauseforthemillionsoftazersandbillyclubsproducedeachyear,tofindemploymentfor
thousandsofovergrownschoolyardbullies,andtomeettheinsatiable
demandsofpoliticalegos'desiretocontrolothers.Itwasanaturalfit.

Academicscontendthattheabilityoftheindividualcitizentolivehisorher
ownlife,andmakehisorherownchoices,causedablowtotheegoof
governmentbureaucrats'andbusybodies'senseofpower.This,combined
withasenseofdefeatoverthedramaticfailureofmostgovernmentprograms
(includingpubliceducation,thewarondrugs,thewaronpoverty,FEMA,the
DMV,heathcare,socialsecurity,andespecially,governmentmanagementof
theeconomyandbankingpractices),agrowingfreedommovement,andthe
recentbacklashagainsttheFederalReserve,spawnedanurgentcallforan
enhancedpolicestate.Thepublichasbecomemoreopentotheideaof
dramaticallyincreasinglawenforcementprivilegesasaresultofthe
glorificationofpoliceinpopularnovelsandmoviessuchasExitWoundsand
Narcthatcelebratecombat.Thecultureassociatedwiththesefigureshas
laudedpoliceofficersandtreatedthemasmorallyuprightheroeswhoare
mentallyandphysicallytough.

Itwasduringthistimeframethatmanypoliticians,bureaucrats,andpoliceofficersbegantoconcoctpropagandato
justifytheriseofthepolicestate.Thispropagandavaried,butalmostalwaysincludeda"threatofterrorism"thatonly
thepolicestatecouldprotectthecitizensfrom.Freedomlovingpeoplewereportrayedasevil,violentradicals,who
joinedroguemilitiasandwantedtoharmtheirfellowcountrymen.Thepropagandistswereboldenoughastofalsely
labelsuchpersonsantiSemitic,aneasyandcheapwaytodiscreditoppositiongroupsinaneranotsofarremovedfrom
theatrocitiescommittedunderAdolfHitler.TheMissouriInformationAnalysisCenterbecamealeadinginstitutionin
pushingblatentlyfalsepolicestaterhetoricandinstructingmembersoflawenforcementaboutthemosteffective
strategiesforremovinglibertiesfromthegeneralpopulace.

Whiletherecentsurge'srootscanbetracedtoReaganandthefailingWaronDrugs,aseriesofincidentsintheearly
1990scausedasurgeinMissouripolicestateparticipation.The1994$200millionexpenditurebyPresidentClinton
hiring2,770policeofficersbecameasparkforthemovement.In1995,Clintonannouncedanew$434millionfederal
grandprogram,hiring7,105newcops.ThefollowingMay,theMissourilegislatureincreasedfundingtoprovide3500
additionalprisonbedswithinthreeyears.Aftera1990MissouriSupremeCourtrulingthatthestateconstitution
requiresallpropertyseizedbyMissourilawenforcementagenciestogotopublicschools,policeignoredtherulingand
continuedtheseizures;keepingover$32millionworthofpropertyandadditionallyfuelingthemovementwiththeir
illgottengains.

NoteworthyMissouriPoliceActivityfrom19951999:

1995atSixFlagsSt.Louis,WendyFevurlyispeppersprayedbypoliceandgivenabrokennose.FBI
investigatespolicebrutality.

1998inKansasCity,policeconductanoknockraidonthehomeofDavidDoranonananonymoustipthathe
wasdealingmethamphetamine.RaidingofficerssubsequentlyshootDorantwice,inflictinginjuriesthat
requiredatwoweekhospitalstayandthelossofhisonlyfunctioningkidney.Policefoundno
methamphetamine,nordidtheyfindanyevidencethatDoranhadeveroperatedamethamphetaminelab.A
federaljuryawardsDoran$2million,findingthattheKansasCityBoardofPoliceCommissionerswas
"deliberatelyindifferent"inpreventingofficersfromillegallyenteringprivatehomes

November1998,athirteenyearoldchildnamedTimothyWilsondiedafterbeingshotfivetimesbythree
KansasCityofficerswhosawhimdrivingrecklessly.Juryawardshismother$700,000forwrongfuldeath.

1998InFlorissant,agrandjuryinvestigationfoundsubstantialevidencethatthreeFlorissantpoliceofficers
hadsexwithtwoteenagepoliceExplorerscouts.Someoftheencountersoccurredondutyduringridealongs.
Allthreeofficersresignedaftertheinvestigationbegan.

AccelerationoftheMovement:

Thepolicestatemovementbegantoaccelerateafterthe2001attacksontheWorldTradeCenterandthePentagon.The
governmentreactedswiftly,passingthePatriotActwhichgavepoliceunprecedentedpowerandredefinedtheterm
'domesticterrorist'tobesoopenendedthatanypersondissentingagainstgovernmentactionscouldhavetheirassets
seizedandbeheldwithoutatrial.Thisredefiningoftheword'terrorist'wasessentialintheirinvestigationsbecauseif
youcouldlabelsomeonea'terrorist'thenthepolicestatewasabletoworkwithoutobservingConstitutionalrights.
Politicalmovements,activistsandothergrassrootsorganizationsbecameparticularlyvulnerabletothebroadnew
scopeofthispolicepower.TheMilitaryCommissionsActof2006grantedmorepowertothepolicestateasitvaguely
definedanunlawfulenemycombatantas"apersonwhohasengagedinhostilitiesorwhohaspurposefullyand
materiallysupportedhostilitiesagainsttheUnitedStates".Withoveramillionnamesontheterroristwatchlist,last
estimatedtobegrowingbysome20,000/month,andsolittletransparencythatacitizencannoteasilyfindoutifheis
onthislist,shortofbeingharassedasanindicator,FPIACseesnoendtothegrowthofthepolicestatemovement.If
anything,weatFPIACexpectthepolicestatetogrowexponentiallyastheeconomicsituationcontinuestodeteriorate
andmorepeoplecanbeidentifiedas'terrorists'formerelydisagreeingwithdecisionsmadebyourelected
representatives.

Duringthistimeperiodthepolicestatehadlosttheattentionofthemainstreammediaandpublic.FPIACreports
thoughthat,fromtheattackonSept11,2001throughFebruary,2009,Missouripolicecorruption,andabusesofpower
againstcitizens,haveescalatedsignificantly.

September2000:ThreeWebsterGrovespoliceofficersarefiredforhavingsexualencounterswithteenaged
girlsThenamesoftheofficerswerenotreleased.Later,afourthofficerresignsforimproperconductwithteen

February2004:Afederallawsuitisfiledagainstthe
SheriffandofficersofGreeneCountyJail,Missouri,
allegingapatternofseriousilltreatmentofjail
inmates,includingabusiveuseoftasers.Thelawsuit
wasbroughtonbehalfof11formerinmates,mostin
temporarycustodypendingthepostingofbail.The
allegationsofabuserangedfromphysicalbrutalityand

June2004,aKansasCitypoliceofficerelectroshocksanunarmed66yearoldAfricanAmericanwomaninher
home,assheresistsbeingissuedaticketforhonkinghercarhornatpolice.KansasCityPoliceDepartments
policy,introducedinApril2004,allowedofficerstousetasersonsubjectswhodisplayed"passiveresistance":
peoplewhorefusetofollowpoliceinstructionsbutdonotphysicallyresistanofficer.

July31,2006:TwoNorthwoodsPoliceOfficers,whileactingintheircapacitiesaslawenforcementofficers,
conspiretophysicallyassaultthevictimwhowasbeingdetainedattheNorthwoodsPoliceDepartment.While
oneofficerheldthevictimonthegroundwithhisfoot,theotherstruckthevictimmultipletimescausinghim
bodilyinjury.BothofficersthenmadefalsestatementstoaspecialagentoftheFederalBureauofInvestigation
tocoveruptheirrolesintheconspiracyandassault.Later,bothwouldpleadguiltytoconspiracytoviolatethe
civilrightsofajailedman

Aug.16,2005:AClayCountysheriff'sdeputyassaultsamotoristbypunchingandkickinghiminthegroinand
throat,whilehewashandcuffed.Thedeputyattemptstoalterthevideotapemadebyhisdashboardcamera,
buthisactionswererecordedbyanothercamera.Thedeputywouldlaterpleadguiltyinfederalcourtto
chargesofusingexcessiveforceandobstructingjustice.

March24,2006:AnundercoverinvestigatorpostsavideoofanencounterwithpoliceattheIndependence
Missouristation.Theinvestigatorpeaceablyasksforacomplaintformandgetshisheadsmashedintoaplexi
glasspartition.

June15,2006:OfficersfromtheCombinedOzarkMultiJurisdictionalEnforcementTeamconductaraidon
DurrPojar'shomeonananonymoustipthatthewomanandhersonarerunningamethlabinside.Police
breakoutwindows,teardowndoorsandscreens,throwobjectsoutasecondstorywindow,andthrowDurr
PojarandPojartothegroundandhandcuffthem.DurrPojarsuffersagashbeneathhereyeandrequiresa
splintandcrutchesforkneedinjuries.Pojargetscontusionsunderhiseyeandonhisback.Policefindnometh
andnomethlab.GreeneCountySheriffJackMerrittlatertellsalocalnewspaperthatDurrPojar'sinjurieswere
herownfault,becauseshe"shouldn'thaverun"whentheblackcladSWATteamraidedherhome.

June2007:LaVondaKimblewasarrestedforfailuretoappearfortwotrafficstops.Kimblewaslaterfound
deadinStLouisPolicecustody.KimblewasdeniedAlbuterolduringanasthmaattackbypoliceofficersand
medicalstaffofCorrectionalMedicalServices.

September2007:BrettDarrow,aSt.Louisresident,postedanonlinevideoofanencounterwithSt.George
policeSgt.JamesKuehnlein.Inthevideo,KuehnleinapproachesDarrowwhilehewaitsinaparkedcarina
commuterparkinglot.WhenDarrowasksKuehnleinwhetherhedidanythingwrong,theofficerordersDarrow
outofthecarandthreatenstofabricatechargesandarresthim.Kuehnleinhimselfpleadedguiltyofassaultand
stealingintwodifferentcases,in1988and1990.HesuccessfullypetitionedajudgeinSt.LouisCountyin1998
toexpungehiscriminalrecord,whichwasmakingithardforhimtogetworkasacop.Thejudgeorderedthose
recordssealed,aswellasrecordsofanacquittalfordrunkendrivingandanassaultarrestthatdidnotresultin
charges.

February26,2008:TheAmericanCivilLibertiesUnionofEasternMissourifiledafederallawsuitonbehalfofa
solidercurrentlyservinginIraq.ArmySpecialistAnthonyCollinsofCharlieCompanys327thInfantry
RegimentreturnedtoSt.LouisonleavefromwartornIraq,heencounteredtheSt.LouisMetropolitanPolice
Department,whoseofficerspeppersprayedhim,forcedhimtotheground,handcuffedhimandarrestedhim
neararoutinepolicecheckpointonJune30,2006

April24,2008:WashingtonParkPoliceOfficerJuanMcCoy,35,isarrestedforsodomizingaboyinSt.Louis.
Theabusetookplaceinthe3700blockofWinnebagobetweenJune2007andAugust2007.

July2008:A16yearoldsuffersabrokenbackandheelafterfallingfromanoverpass,andisrendered
immobile.WhenOzarkpolicearrive,theytaserhim19times.Accordingtothepolicecaptain,theboy"refused
tocomplywiththeofficers".

Ms.Valentinehasbeenunsuccessfulinherdemandsforanapologyandcompensationfromthepolice

Oct92008:TheFirstSouthernBankonWestMurphysboroRoadisrobbedofabout$22,000cashbytwomen
concealingtheirfacesundermotorcyclehelmets.Nooneisinjured.JamesD.Gaddis,26,ofMurphysboro,Ill.,is
arrestedthefollowingWednesdaywithoutincident.Gaddis,whohadworkedasaCarbondalepoliceofficer
since2004,wassuspendedwithoutpay.

ReemergenceoftheMovement:

PoliceStateproponentscontinuouslyexploitcurrentnationalandworldeventsinordertoincreasethepoweroftheir
movement.Duetothecurrenteconomicalandpoliticalsituation,alushenvironmentforpolicestateactivityhasbeen
created.Unemploymentratesarehigh,aswellascostoflivingexpenses.Additionally,PresidentBarackObamaisseen
astightonguncontrol,whichcouldfurthererodecitizen'srights,aswellastheConstitutionoftheUnitedStates.Police
supremacistsfromwithinthepolicestatemovementhavefurtherbecomeangeredduetogrowingobjectionstothe
patriotactandotherattacksonthecivillibertiesofAmericans,aswellasnegativepublicreactionstoincreasingpolice
brutality.ManyanticonstitutionalistswithinthePoliceStateMovementhaveclaimedtheConstitutionshouldbe
ignoredorabolished,sothatpolicestateabusescancontinue.

Newerversionsofthe"freepeople"conspiracyhavebeenconcoctedinordertoempowerthePoliceStateMovement.
The"freepeople"areseenasusingtheconstitution,freedom,liberty,civilrights,lowtaxes,anendtoaggressivewars,
andareturntoreasonablemonetarypolicies,inordertocarryouttheirgoalofindividualrights.Reason,common
sense,andhistoryarebelievedtobeutilizedinordertoendunconstitutionalauthorities,andplacepeoplebackintoa
constitutionalrepublic.Thescenariohasreceivedadditionalattentionduetopeoplebecomingangryovergovernment
bailouts.ThePoliceStateMovementseesthisangerastheforcethatwilltakeawaytheirabusivepowers,andthatthis
frustrationisinviolationofthe"governmentdoeswhatevertheheckitwantsandyou'lllikeit"act.Therearealso

Americansbetweentheagesofeighteenandtwentyfivewillbeaskedtoservetheircountrybygoingthroughthree
monthsofbasictraining,civildefensepreparationandcommunityservice."Heexpoundsonthisplaninaprior
interviewinwhichhelaysoutthegroundworkforhavingatrainedcivilianforcetobedraftedduringnational
emergencies.AsEmanuelrecentlystated,"Neverwasteagoodcrisis."

RadioFrequencyIdentification(RFID):CurrentlymandatedbyFederalLaw,allstatesareexpected
tocomplywiththeREALIDAct.ThisactwouldrequirethatstatesinsertRFIDchipsindrivers'
licensescontainingallpersonaldataandotherprivateinformation.Somestatesarefightingthispolice
statemoveduetoprivacyandidentitytheftconcernsvoicedbyanevergrowingchorusofcitizens.

LawEnforcementTrends:

Ideologies

MembersoftheMissouriPoliceStatemovementoftensubscribetocertainmovementssuchas:

PeaceOfficer:PeaceOfficersstrongdesiretoprotectboththecommunityandtheindividualisadmirable.His
knowledgeofboththelawandcitizensrightsmakehimuniquelysuitedtotheroleofprotector.ThePeaceOfficeronce

commonacrossthecountryisbecomingrare.theyaregenerallyfoundonlyinisolatedand,usually,ruralareas.Dueto
politics,andadistortedjusticesystem,manyhaveleftthepoliceforcetotakepositionsasFirefightersandEMTs.Itis
thesePeaceOfficers,thatjoingroupslike"OathKeepers",whounderstandtheconceptsofhonorandjustice.Finally,
wehaveformerofficers,likeSheriffRichardMack,whohavewrittenbooksontheproperroleofLawEnforcementina
freesociety.

Flatfoot:ByfarthemostcommontypeofPoliceOfficer,thesearegenerallywellintentioned,butuneducated/ill
informed.Theirheartisintherightplacebutoftenhaveapoorunderstandingofcivilrightsorofthelawsthemselves.
Theyarefollowers,andwillcarryouttheordersoftheirsuperiorswithoutthoughtorquestion.

Authoritarian:OftenhavingasenseofmoralSuperioritytheseOfficersputtheLawbeforeallelse.Authoritariansare
Statiststhathavenointerestintherightsoftheindividual.Theyhavelittleknowledgeofcivilrightsandconsiderthem
ahindrancetotheirjob.Officersofthistypewilltakeoffensewithcitizensquestionsconcerning,oreventhementionof
rights.Theyexpectfullandimmediatecompliancewithanyrequestandwillpunishanyfailuretocomply.ThisOfficer
generallyregardsallcitizensasinferior.

CrookedCop:ThesePoliceofficersarenearlyeverywhere,thoughtheymaybeinadepartmentforyearsbeforebeing
caught.Theyhavenomoralcodeandaresimplydrivenbytheirownselfishness.Theywillignoreobviouscrimeifbeing
paid,willshakedownpettycriminals,andevenruncriminalenterpriseswhileinuniform.Thereisreallynodifference
betweenthemandanyothercommoncriminal,exceptfortheiruseoftheBadgeandGunastheirtools.Howeverthey
areindistinguishablefromanyotherOfficerinUniformuntiltheyarecaught.

Powertripper:TheseOfficersareoftenthemostdangerousforcitizenstoencounter.Thoughasubclassofthe
Authoritarian,thisOfficeralsohassadisticqualities.Somemayactuallyenjoyinflictingpain.AninflatedEgocoupled
withweaponryandabadgeofauthoritygivethemalmostsuperhumansuperiority.Thedesireforcontrolandthe
abilitytoinflictpainwithimpunitymakesthisOfficeraseriousthreat.Evenmoreworryingistheylookexactlythe
sameastheothers.

Bureaucrat:TheBureaucratisa"goalongtogetalong"type.Motivatedbylittlemorethanselfishambitions,will
alwaysseekthefavorofsuperiors.Havingaloosemoralcompasstheywilladoptanypositionthatwilladvancetheir
career.Thoughtheycanbefoundatalllevelsinadepartmenttheirgoalisalwaystorisetothenextposition.Theseare
generallycowards.Theywilltakecreditforthedeedsofothers,butseldomriskthemselves.Theyaremostcommonly
seeninadministrativepositions.

Training

UtilizationofMilitaryTactics:PolicehavebeenattendingMilitarytraining,
(SWAT),eventsinordertoincreasetheircombatreadiness.Militarytacticsare
awayforcivilianforcestosimulateawarlikeenforcementstancewhile
stayingclearof"PosseComitatus"prohibitions.TheadditionofLESO
equipmentallowsPoliceForcestoacquireactualMilitaryarmor,weaponsand
equipment.ThoughSWATunitswerearesponsetosomeorganizedCriminal
activity,limitedtoafewlargeMetroareas,ithasspreadnationwide;nearly
everysmallcommunitynowhasSWATunits.

FEMATrainingevents:Disasterdrillsusingvariousscenarioshavebeen
successfulinpreparingcitizensforthePoliceState.Oftentheseuseallthe
Agenciesintheaffectedareaandeven"volunteers".Trainingexerciseshavebeenusedtopreparecitizensforever
moreintrusivetactics,includingforcedrelocationsandweaponconfiscation.

Communications:PolicebandRadiohasbeentheprimarycommunicationtoolamongpoliceofficersandagencies.But
thatisbeingaddedto,withcomputersandtheNCICsystem.Policeare,also,addingnewtechnologiesastheycome
available,suchas:GPStracking,remotesurveillance,internetbasedwiretapping,andthePoliceStateMovementis
workingonradiobased(RFID)Identificationthatcanbeaccessedwithoutevenmakingcontactwithcivilians.The
PoliceStateusesthemainstreammediaheavilyforit'spropagandadistributionandis,also,knowntouse"trolls"who
causetroubleoninternetforums,discussionboards.

Recruitment:ThoughExMilitaryrecruitingiscommon,itisnotsolimited.Thepolicewillrecruitwhereevertheycan.

UndercoverActivities:ThePoliceinthisgroupgenerallybelievethatanythinggoes,thattheendjustifiesthemeans.
Theywillinvolvethemselvesincriminalactivitiesandencourageotherstoalsosothattheycanarrestthem.Theywill
lie,invadeprivacy,andengageincrimestoeventuallyarresttheirtarget.Othermoreinsidiousactivitiesincludethe

increasedinbothnumberandusebecomingpopularforroutinewarrants.With

isnowthepreferredmilitaryresponseinmostcommunities.

LeadershipTraining:FEMAoffersalmostdailytrainingsforMissouripolice
officersatvariouslocationstoensurelocalofficersgetthebesttrainingasdefined
bythefederalgovernment.AsthisNGOleadershipisatthefederallevel,wecan
restassuredthatmultiplestatesareprofilingtheircitizens,aswell.Thistraining,
also,encouragesindividualstoformandtraintheirowneliteunits.

YouaretheEnemy:Thepolicestatistssubscribetoanantifreedomandpro
authoritariangovernmentmindset,whichviewsindependentmindedpeople
willingtostandupfortheirideals,likethirdpartysupporters,2ndamendment
rightsactivists,prolifers,andantiillegalimmigrationgroupsaspotentialthreats,
becausetheywillnot"goalongtogetalong".Policestatistsupportershopecitizens
remainunawareofthecontinuingerosionoftheirrights.Anystanceforindividualrightsagainstarbitrarygovernment
