APPROVAL OF SCHEMATICS OF 220KV PROTECTION PANELS FOR 220/132 KV
LALIAN GRID STATION.

Ref:- 1. M/s SIEMENS letter no. ADB-70/R-T-01 dated: 07-07-2017 addressed to this office with
copy to your office and others.
2. Technical Evaluation Report issued by this office vide letter No. CE/SP/NTDC/6226 dated:
24-10-2016.
3. This office letter No. CE/P&C/NTDC/(C)/6755-56 dated: 22-06-2017.
4. This office letter No. CE/P&C/NTDC/M(N)/7376-80 dated: 24-07-2017.
The schematic drawings of following 220kV Protection Panels have been received vide M/s SIEMENS
letter at Ref-[1] against Lot-II of subject cited Project for 220/132kV Lalian Grid Station.
1. 220kV Line Protection Panel Set-I (D04+R1).
2. 220kV Line Protection Panel Set-II (D04+R2).
3. 220/132kV Trafo. Protection Panel Set-I (D04+R3).
4. 220/132kV Trafo. Protection Panel Set-I (D04+R4).
5. 220kV Breaker Failure Panel (D04+R5).
6. Trip Circuit Supervision Panel (D04/Exx+R6).
7. 220kV Bus bar-I & II Protection Panel (D00+R7).

The above enlisted drawings have been reviewed in the light of Technical Evaluation Report issued by
this office vide letter at Ref-[2], subsequent meeting with M/s Siemens on dated 16.06.2017 in this office
and letter in this regard issued at Ref-[3] and this office letter at Ref-[4]; and are hereby approved in
Status-B with comments/observations narrated as under on schematic drawings for
compliance/incorporation.

A. General Comments (Applicable to all above enlisted Panels)

i. All the comments/observations already communicated vide letter at Ref-[4] on Component


List & Panel Layout Drawings of above mentioned Panels shall be attended/incorporated.
ii. The quantity of equipment in the equipment list for each above enlisted panels shall be revised
in the lights of comments/observations on schematic drawings.
iii. Auxiliary Relay Type 7PA27 Make Siemens, Germany shall be used for contact
multiplications for signaling to Fault Recorder, Event Recorder and SCADA.
iv. Trip Circuit-I & II in each panel shall be wired terminal to terminal of each protection and
panel to panel in series so that both trip circuits can be supervised completely in case of DC
failure/opening of wire at any point both open & close condition of circuit breakers.
v. It has been observed that in most cases inter panel terminal nos./cross references for
connections between panels are mismatched or missing. The inter panel terminal references of
schematic drawings shall be reviewed thoroughly and make corrections accordingly.

vi. Alarm, Trip and Indication Signals Marked in Red in each panel schematic drawings for
Control Panel, Fault Recorder Panel, Event Recorder Panel and SCADA shall also be
generated/incorporated.
vii. Terminal Blocks shall be provided in each panel as marked in Red on schematic drawings.
viii. All schematics drawings along with terminal plans shall be revised and completed as per
approved scheme.
ix. Brass Cable Glands with removable plates for different cable sizes shall be installed as per
scheme requirement in each panel.
x. Size/Colors/Codes/References/Ferrules etc. on cables shall be as per NTDC specification P-
191:2007.
xi. All panels shall be provided with Flexible Earth Straps of 16mm2 on doors in accordance with
NTDC specifications.
xii. Min. 10% spare terminal blocks of each type shall be provided in each panel.
xiii. All the observations/comments marked in Red on above enlisted drawings shall also be
incorporated.

B. 220kV Line Protection Panel Set-I & II (D04+R1 & D04+R2)

i. Protection Concept single line diagram shall be revised as per comments/observations marked
in Red thereon on the same.
ii. Two numbers additional Auxiliary Relays (Type 7PA27442, 220V DC) Make Siemens
Germany shall be provided in each R1 & R2 Panels for Z2, Z3 trip status for annunciation to
Control Panel, Event Recorder Panel, Fault Recorder Panel and SCADA System as marked in
Red on schematic drawings.
iii. Instead of two position, three position Key Lockable A/R Selector Switch, shall be provided to
select any of the following auto reclosure sequences:-
a. Single and three phase reclosure
b.Three phase reclosure
c. Single phase reclosure
Further A/R selector switch (-S206) shall be wired on binary inputs of Auto Reclosure Relay
instead of binary inputs of Distance Protection Relay.
iv. Auto Reclosure IN/OUT Key Lockable Selector Switch shall be provided with contact in the
Out position for local and remote indications. Key with-drawable in IN position.
v. Auto Reclosures shall only be started on single phase to earth fault in Zone-1 form Distance
Protection Set-I & Set-II or in conjunction with permissive signal receive from remote end.
vi. Auto Reclosure Set-I & Set-II shall also be blocked on two & three phase faults in Zone-1 of
Distance Protection Set-I & Set-II.
vii. Single Pole auto Reclosure un-successful signal shall also be generated and wired on binary
inputs of both distance relays Set-I & Set-II for three phase tripping of line circuit breakers.
viii. 220kV Bus VT input to Auto Reclosure relay Set-I of each 220kV Line Bay shall be provided
through independent MCB instead of looping to other bays Auto Reclosure Relay Set-I.
ix. CVT inputs to Auto Reclosure Relays i.e. 79-A & 79-B for 220kV lines shall be
revised/amended as below.

C. 220/132kV Transformer Protection Panel Set-I & II (D04+R3 & D04+R4)

i. Protection Concept single line diagram shall be revised as per comments/observations marked
in Red thereon on the same.
ii. Inter trip relays shall be of lockout type (6RJ25) instead of self-reset type.
iii. Series resistors shall have adjustable range from (0 1500 Ohms) with atleast 200 watt
continuous rating for REF, LV and HV connection protection relays applications.
iv. Variable Shunt R shunt Resistor (0-1000 ohm), 200W continuous rating shall be provided with
High Impedance REF Protection, HV Connection Protection & LV Connection Protection as
per comments on drawings.
v. Signal for Blocking of Line Auto Reclosure Set-II incase operation of Transformer Electrical or
Mechanical Protection shall also be generated as per comments/observations offered on
schematic drawings.
vi. CT open Alarm for signaling to Control Panel & Event Recorder Panel shall also be generated
in case of REF, HV Connection & LV Connection Protections.

D. 220kV Breaker Failure Protection Panel (D04+R5)

i. Independent self reset trip relays Type 6RJ21 Make RMS Australia shall be used for sending
direct transfer trip signal to remote end on operation of BF Stage-2 & end zone fault protection
of Mid & Bus-I side breakers.
ii. Breaker Failure Protection scheme shall also look into faults between open circuit breakers and
its associated current transformers (end zone fault). The scheme shall provide the operation of
the protection system to send a direct transfer trip signal to the remote end of the feeder,
tripping of all relevant feeding sources, Breaker Failure Initiation, Auto Reclouser Set-I & II
Blocking & close blocks of relevant Circuit breakers etc. to clear the fault between open circuit
breakers & CTs. It may also be ensured that the end zone fault scheme shall only be initiated
when the scheme detects the power in-feed after the circuit breaker is open. Moreover, complete
equipment in order to fulfill End Zone Fault Protections shall be furnished according to scheme
requirement.
iii. End zone fault indication shall also be provided on Control Panel, Event Recorder, Fault
Recorder & SCADA.
iv. The closing of 132kV circuit breaker associated with 220/132kV Auto transformer shall be
inhibited on 220kV bus-II side & mid breakers failure Stage-II operated.
v. Breaker Failure Protection of 132kV circuit breaker associated with 220/132kV Auto
transformer shall be initiated on operation of Breaker Failure Stage-2 of mid & Bus-II side
breakers.

E. Trip Circuit Supervision Panel (D04/Exx+R6)

i. Trip Circuit Supervision circuits for 220kV & 132kV CBs have not been drawn completely on
sheet Nos. NA1, NA2, NB1, NB2, NC1, NC2, ND1 and ND2. The complete TCS circuits for
said CBs have been drawn and the same should be incorporated accordingly.
ii. Trip Circuit Supervision Relays healthy indications shall also be wired on concern 220/132 kV
Control Panel Type C1.

F. 220kV Busbar-I & II Protection Panel (D00+R7)

i. Variable Shunt R shunt Resistors (0-1000 ohm), 200W continuous rating shall be provided with
Busbar-I & Busbar-II Protection as per comments on drawings.

ii. Offered Protocol converter for Bus Bar protection relays is not acceptable. Each protocol
converter shall be 220V DC auxiliary supply operative and incase rating of protocol converter is
not 220VDC, then DC-DC converter shall be provided for reliability. Solution for AC to DC
supply for protocol converter is not acceptable.
iii. Independent protocol converter shall be provided with Busbar-I & Busbar-II relays in the light
of clause 4.13, item-14 of technical provision of tender document. Moreover, it should be noted
that the offered protocol converter shall have two (02) nos. Fiber optic outputs with IEC61850
complaint protocol and one No. input port in compliance with the protocol of Bus Bar
protection relays.
iv. IN/OUT Key Lockable Selector Switch for Busbar-I & Busbar-II protection shall be provided
with contact in the Out position for local and remote indications. Key with-drawable in IN
position. Moreover, instead of using the contact of IN/OUT Selector Switch in the trip route of
busbar protection, the same shall be wired on binary inputs of Busbar-I & Busbar-II Protection
Relays.

After attending all the observations/comments noted above and marked in Red thereon on the
schematic drawings of panels, the same shall be re-submitted to this office for review, reference and
record. Moreover, bay-wise complete interconnection wiring diagrams/terminal plan & cable schedule
shall also be submitted for review/approval.
NOTE:-
i. One set each of above mentioned Schematic Drawings of Panels has already been handed over
to the representative of M/s Siemens on dated 04.08.2017 in order to avert delay & timely
completion of project.
ii. One set each of above mentioned Schematic Drawings of Panels is sent herewith to your office
for further necessary action at your end please.
iii. The panel layout drawings with comments/observations of this office has already been sent to
your office vide letter at Ref-[4] for onward transmission to M/s Siemens after review/approval
from design point of view. Kindly check/review the panel layout drawings from design
point and accord approval accordingly; and be forwarded the same to M/s Siemens under
intimation to this office.

The schematic drawings of remaining Panels are under review by this office and
comments/observations on the same shall be offered in due course of time.
