as well utilized. As there are at least 9+ levels of meaning to be taken in consideration for the

THE PTT FIRST ASSESSMENT METHOD FOR A RESEARCH PROJECT

The following document is the analysis, PTT First Assessment, of only one article, a first assessment
on a project must be done on several materials of study under the same research/assessment
project.
!once a similar first assessment as the one demonstrated in this article has been done, a matrix of
first assessment will be build with the results.
!
After the first assessment on several materials has been done, the results will be utilized for the
purpose of perception/identification of a related matrix, through the use of the algorithm of
assessment suggested.
!
With the conclusions obtained several other decisions or milestones will need to be implemented, for
example: hypothesis, empiric analysis, survey and collection of additional data, tests, quantitative
study, others that will verify the hypothesis confirmed and suggested by the algorithm or perception
arrow that did lead the first assessment.

The Primordial Algorithm utilized is result of an algorithm the design process developed by the
researcher, based on previous research, an hypothesis or knowledge, and the use of PTT Tools.

THE ALGORITHM UTILIZED FOR THE FIRST ASSESSMENT

By taking the 09 elements as an holistic and synergetic tool utilized for the purpose of systemic
perception and organization of the human, natural and artificial phenomena, within the context of the
body of work of the PTT Tools, PTT Know How (Including the 09 levels of impact and the master rules
of the Matrix 9+ Strategy Board game) the coherence established between the elements when
applied on them democracy and rule of law, will be observed, as well as the knowledge and
references suggested by the article.

The relationships between the elements defined by the Primordial vectorial mathematics will be
utilized for further study, additional levels of assessment and guidance for research completion
stages.

In this first assessment (which is done before the second, third..ninth assessment), a first encounter
between PTT Know How, the 09 elements, the 09 levels of impact, the Matrix 9+ Game and other PTT
Tools will be experienced, experimented.

"Based on Ingleharts and Schwartzs values theories, the political culture approach, previous
studies on the determinants of the rule of law, and data from the World Values Survey and a
variety of sources, the article examines, using a sample of 83 countries, the influence of cultural
variables on the rule of law and its relative importance in comparison with other factors, like
income, type of legal system and political history. It also compares the situation of Argentina
and Latin America in a worldwide perspective. The empirical evidence, including a set of
regression models, strongly suggests that the problems associated with the rule of law in our
country and region derive to a large extent from the fact that the values systems linked to

The PTT First Assessment should suggest a path for research, a new Matrix 9+Path, that will lead
the researcher to a complete new perspective of the topic of study.
!
After the first assessment, it is necessary to focus on research in the fields associated to each
element, once given data and analysis to each of the elemental perspectives, it is possible to follow
one more time the First assessment path, and review/confirm/validate the first assessment.
!
Given the fact that a first assessment may drive us to a not valid conclusion, the research that
follows it, will drive us to a correct or better analysis. The first assessment may guide the
researcher to the recognition that its conclusion was not correct, but as well will guide the
researcher perception and analysis skills to facts and data that would adjust his/her/its perspective
as necessary.

A first assessment may be motivated by an intuitive response to an statement or affirmation. The
First assessment on the 9 elements that compose the statement (or objective and subjective
natural, human and artificial phenomena behind the statement) will give to the researcher an
holistic and systemic perception of the issue, a frame for study, with well pre defined fields (The
Elements).

Note that the PTT Tool: 09 elements and the heart, is utilized for a conscious objective management
of the subconscious and subjective experience on the object of study.

PTT First Assessment: A la pregunta "Si el estado de derecho y la democracia estan relacionados""
de acuedo a los resultados de un "first assessment" con PTT Tools, la relacin sugerida no sera mas
que una percepcin tanto de autoridades, instituciones y ciudadanos.
!
Siendo la cypher Tierra 3, elcampo en el que el estado de derecho se concreta de modo objetivo y
tangible en el da a da, el disegno del mismo se establece en el cypher ether 5. La implementacin
del modelo ether-5 no es posible en el campo tierra-3, a menos que haya una capacidad de
implementacion organic natural, viento-4, o congruencia de valores heart-6.
!
Si la percepcin del ciudadano, organizaciones, liderazgo fuera capaz de inducir una transformacin
creativa de la situacin Latinoamericana, a travz de la democracia, con el fire-8, y water-7, los
resultados serian notables en el desarrollo organic natural y conciente, viento-4. Es claro, que el
estado de derecho no ha sido posible en Latinoamerica tal y como la teoria de la ley lo sugiere,
debido a la incongruencia de valores heart-6 an los 9 niveles de impact en particular en el individuo,
los cluster familiars y comunitarios y en las organizations del estado y privadas.

Un buen ejemplo es el processo de cambio, en lo que respecta a la implementacin de los derechos
humanos, por los ciudadanos mismos, y asi mismo la falta de instrumentos legales que harian posible
dicha implementacion en la vida laboral, social y profesional cotidiana.
!
Otro buen ejemplo, ya de carcter global, es la congruencia entre el mision statement corporativo, de
gobierno/estado o familia, y el comportamiento diario, la percepcin, "agreement" y practica de los
deberes, derechos, roles, funciones y servicios ofrecidos, tanto a clientes como internos, proveidos a
las organizaciones mismas.

Esta falta de congruencia es un problema humano, que es percibido en la cultura moderna global, y
no solo en Latino-America, si bien es cierto, que no se estan utilizando otros instrumentos para su
solucin que los tradicionales, como educacin, ley y politica, que no han logrado ningn cambio en la
condicion fundamental humana desde que la democracia existe, pero en las estructuras sociales que
contienen a la humanidad organizada en culturas, gremios, comunidades, naciones, familias y
organizaciones.

Un buen ejemplo de esta condicin es el siguiente:

Cuando se public el acuerdo de que la tierra era plana, se utiliz esta referencia para justificar una
gran cantidad de interpretaciones y descripciones de "phenomena" natural, humano y artificial. El
descubrimiento, o verificacin teorica-emprica de que la tierra no es plana, gener un cambio "not
comfortable".

El temor al cambio o a dejar una estructura que sostiene una percepcin colectiva basada en un
acuerdo colectivo con funciones de estabilizacin y pertenencia social, politica y comercial, logra
reducir la capacidad de analysis, estudio y desarrollo de ideas, teorias, procesos, mtodos o
estrategias nuevos, que no coincidirn ni seran concordables con el acuerdo collectivo "trend".

En una encuesta, podrn basados en este acuerdo colectivo, muchos afirmar que la democracia y el
estado de derecho estan relacionados, o que se influencian mutuamente. Pero por el PTT Analysis
anterior es claro que dicha afirmacin es solo una reproducion teorica de una intension de: Cmo
deberian el estado de derecho y la democracia estar relacionados.

Notese que la implementacin de la democracia indirectamente posibilita el ingreso de capitales,
desarollo de una poltica de mercado libre. Pero esta corelacin no tiene sentido objetivo. Es en
muchos casos una condicion politica, la inversin privada, que est asociada al sistema democrtico.

Cuales otras formas de gobierno que podrian dar confianza a inversionistas privados? o al menos mas
confianza que la que daria un gobierno militar, un rey, un concilio de clanes, un gobierno religioso o
un dictador ?

Sin tener una propuesta distinta, la relacin entre "desarrollo economico"" y ""democracia"" es la
unica corelacion posible, no una funcion cerrada sino inevitable.

Para identifier un system effective alter no al de la democracia, seria necesario primero identificar las
condiciones politicas necesarias para que un inversionista privado desarrolla la confianza necesaria en
el gobierno, y luego decidir que sistema de management social y politico que las incluya seria el mas
adecuado para el pas/estado.

Siendo el paquete de inversion privada uno con el de la democracia, y el apoyo non profit para el
desarrollo sostenible, el algorithmo DEMOCRACY ha sido en este sentido implantado, gracias a una
estrategia geopolitica de expansion implementada.

Si el paquete democracia-culture-inversion-desarrollo-sostenible fuera una religion, la expansion de la
democracia podria ser percibida como una nueva iglesia global, que maneja los recursos
centralizadamente, tan similar a la estrategia de la iglesia catlica en asociacin con la empresa
privada y casas familiares, en el tiempo de la colonia.

professional and political life, and gain for the purpose of voting, more points than 1.

This simple idea, creates a new challenge. How to evaluate the capacity of the individual ? the level of
impact ? the answer is simple: tangible achievements, a matrix 9+ type of score card.

Given the fact that individuals with leadership positions will have about (3 up to 9) times 9 points
[27-81] points, the competition will be fair, as only leaders can neutralize each other, out of
opposition, but individuals with level of impact 1, will need at least 81 to neutralize a leader of 81
