JOB CONTENT

1. Role Objective
Conduct Enhancement e-Services Reviews across the Government e-Services: Interview
customers/stakeholders in order to understand their business needs and translate them into
functional specification design solutions.

Collaborate directly with the assigned project team and clients to analyze and examine project
model and workflow plan and design an appropriate improved IT solution to translate client
needs into functional IT solutions.
2. Detailed Roles and Responsibilities:
OPERATIONAL
Conduct Enhancement e-Services Reviews across the Government e-Services: Interview
customers/stakeholders in order to understand their business needs and translate them
into functional specification design solutions.

The scope will include - functional enhancement, usability enhancement, content


enhancement, performance & availability enhancement.

Generating monthly status report per government organization with shared and hosted
services, which includes the status of the issues, usage, problems and enhancements;
using the information given from HPBSM, Government Call Center and other sources.

Research, gather and analyze data in support of business functions, proposed projects and
systems requirements.

Work with the IT consultants and the project team to understand the context of the
program and project, project concept, project approach and desired future result.

Track and analyze business unit trends and make appropriate recommendations that will
positively impact the project implementation plan.

Coordinate directly with the appropriate Professional Services personnel to identify and
maximize opportunities.

Develop and analyze detailed documentation of project systems and client needs,
including workflow, program functions and steps required to develop and modify
programs.

Assist the Manager Consultancy by providing information on potential technology


solutions, costs and timescales for the clients.

Work with project teams to understand their needs, manage expectations and ensure the
proposals for change are customer-centric focus.

Conduct extensive research and analysis on the local and global e-Government services to
create and maintain domain expertise and provide accurate and timely information to the
client.

Establish and maintain key contacts for research through conferences and events and
maintain an up-to-date understanding of market changes and demands.

Act as an internal consultant translating client needs into IT design solutions for clients.

Identify key projects through value-added research and analysis reports.

Carry out benchmarking of the leading practices and use the same for gap analysis.

Analyze current and future business needs with respect to system application requirement
in order to provide leading practice services to the clients.

Analyze business needs from various end-users & stakeholders.

Translate client business needs into IT functional systems.

Communicate with stakeholders throughout the project to ensure alignment of project
scope of work.

Assist in transforming business requirements to system design specifications.

Produce weekly reports for the Project Manager showing progress against outstanding
milestones, status, resource requirements, issues, risks and dependencies.

Execute planned requirements management activities while remaining flexible to


changing requirements and project deadlines.

Identify impacts on business processes based on detailed solutions and strategies.

Prepare for an effective implementation process including user training, communication


needs and organization changes that are designed in as core requirements.

Contribute to the continuous development of the business analysis function, promoting


and enhancing the business analysis tools, techniques and approaches within the project.

Coordinate with the business area/ partners to outline project scope of work.

Receive inputs from supervisor and appropriately and accurately apply comments and
feedback.

Ensure compliance with all relevant internal instructions and external regulatory
requirements.

Carry out all other duties within the areas of e-Government as and when requested by the
management.

PEOPLE MANAGEMENT (only applicable where direct reportees are present)

Allocate work to subordinate(s) and supervise direct reportee(s) in their day-to-day tasks
and guide them in managing their performance by providing appropriate feedback and
counseling.

BEHAVIORAL SKILLS, KNOWLEDGE AND EXPERIENCE

1. Educational Qualifications:
University degree in Business Administration with specialization in Information Technology
from a recognized university. Professional Certification such as PMP is preferable.

2. Experience:
About 2-4 years of related experience of which a minimum of 5-7 years should be in a similar
position / responsibility, preferably in a similar Industry.
