1. SCOPE
This guidance covers some of the operational situations involving personnel lifting by suitable lifting
equipment such as baskets and/or carriers. For example:
Transfer of personnel between offshore installations and supply boats or similar types of
vessel.
Transfer of personnel between barge/pontoon and supply boats or similar types of vessel.
Personnel riding operations which are carried out when transferring personnel to, or
evacuating from, designated areas on an offshore installation such as utility shafts and other
types of shaft or restricted spaces. (This would include evacuation of injured persons from
such areas).
Transfer of personnel to/from mobile installations which are stacked or in sheltered harbour
conditions.
This guidance give also some details in case of lifting of working baskets or platforms and rescue
boats, but this guidance specifically does NOT cover the following types of operations that use
lifting equipment and personnel carriers:
Equipment used for man riding and personnel transfer operations in and around the drilling
area.
Rope access systems.
Any form of emergency evacuation equipment and its associated handling facilities i.e.
TEMPSC etc.
Purpose designed machinery for lifting persons such as powered access platforms (cherry
pickers), personnel traverse platforms etc.
Passenger lifts of all types.
Any personnel transfer operations between ships using the ships work equipment. (Ships and
their associated personnel transfer operations are regulated by The Maritime and Coastguard
Agency [MCA]).
The main hazards faced during transfer of personnel by carrier include:
Persons inadvertently falling from the carrier.
Lack of lateral impact protection for personnel.
Severe vertical impact on landing carriers.
Lack of dropped object protection.
Immersion or being placed in the sea.
Hazards faced by personnel when accessing/egression the carrier.
Hazards faced when recovering personnel from restricted spaces such as those found in utility
legs etc.
Environmental hazards such as sea state, wind speed and direction, visibility, fog/mist etc.

2. PRELIMINARY CHECKS
Before using the basket and coupling it to lifting equipment, following preliminary checks
must be carried out:
check if the ordinary maintenance of lifting equipment has been done;
check that the lifting equipment is in order with the checks required by laws in force;
check the integrity and the conditions of crane, particularly:
crane attachments and connections to the basket;
lifting and boom hoisting, if any, ropes condition;
man-riding line must be equipped with special anti slack or safety latch;
check the integrity and the maintenance conditions (wear, deformations, etc.) of the
basket lifting accessories: eyebolts, connection meshes, chains, shackles and coupling
rings;
check that the working load of the crane and its lifting accessories (like blocks,
shackles, sockets, slings, weight ball, etc.) is higher than the platform conventional
weight in the conditions of use (crane configuration) and complying with following
formula:
CRANE WORKING LOAD 2 * (BASKET WEIGHT + BASKET MAX LOAD CAPACITY)
where: LIFTING ACCESSORIES (WEIGHT BALL, SOCKETS, SLINGS, ETC.)
HOLDING BY THE LINE + BASKET WEIGHT + BASKET MAX LOAD CAPACITY SHALL
BE LOWER THAN 905 kg (RATED LOAD FOR MAN-RIDING LINE DRUM N 6)
check the basket general maintenance condition, with particular remark to:
carry out a visual inspection to be sure all bolts are firmly tightened;
check its not corroded;
check the chain, the elastic sling and the guide ropes are present and well
maintained;
check general cleanness (particularly of the basket floor);
visually check the basket steel structure and the welding lines to be sure there are
no deformations, cracks or breaks;
check the integrity of bars and the efficiency of locks in the basket access zone;
check that inscriptions, identification/CE plates and all danger and safety warnings are
present and clearly legible

PLEASE NOTE WELL


Any maintenance or adjustment interventions must be carried
out after unhooking the basket from the crane and after laying
the basket on ground.
It is never allowed to carry out maintenance operations when the
basket is suspended.
The basket needs an ordinary or periodical maintenance
according to the manufacturers instructions.
The basket must be correctly used and carefully maintained.

WARNING
PERSONS MAY BE LIFTED IN COMPLIANCE WITH OPERATORS MANUAL AND
SUPPLEMENT PROVIDED BY THE MANUFACTURER OF THE CRANE.
PERSONS MAY BE LIFTED ONLY WITH EQUIPMENT PROVIDED FOR THAT
PURPOSE (E.G. CE BASKETS OR BASKET MANUFACTURED ACCORDING TO EN
14502-1:2005, ETC.)

WARNING
The crane operator shall have means of continuous communication with the
personnel to be lifted or via a banks-man who has direct view to the personnel
being lifted

3. CHECK LIST
Before use or forecast of use, the chief mate, the bosun or the master must entirely fill in
the CHECK LIST (see annex A). Chief mate or bosun must be a person of professional
standing and experience, trustworthy, qualified for this task by a special training, both on
technical and accident prevention items.
Some important suggestions for filling in the form are listed here below (the numbers
between brackets refer to relevant items of CHECK LIST see annex A):
1) DATE:
date of actual or forecast use of the basket. Indication of an interval is admitted (e.g.
use allowed from ..... to .....);
2) REASONS:
state the reasons why it is necessary to use the suspended basket instead of other
equipment;
3) PERSONNEL:
state the names of the crane operators and of the basket occupants. Mark the training
received with a cross;
4) BOARD-GROUND COMMUNICATION MEDIA USED:
state which communication media are used (transceivers, radio, walkie-talkie,
verbal communication, etc.), to evaluate according to the distance ground-basket;
be sure the board-ground communication media used are in working order.
The communication mean must be decided before using the basket, according to
work conditions.
The communication between the lift equipment operator and the basket operator in
charge for communications can be:
visual, in compliance with conventional signals (table outside and inside the
basket, door side); there must not be any possible misunderstanding in the
signals supplied by the operator in the basket;
visual and by handheld transceivers (recommended in case of special work
conditions as, e.g., in high-noise environments or when working at a high level
above ground);
5) CHECK OF TRANSCEIVER OPERATION:
fill in if need be;

6) CRANE OPERATOR ASSISTANT:


state the name of the person in charge to assist the crane operator during the job (if
required according to the visibility of the operation area, the basket height, etc.);
7) CHECK OF CRANE AND BASKET INSTALLATION MAIN DATA:
indicate the basket max load and mark with a cross the check carried out;
indicate the minimum conventional weight (crane working load) related to the worst
reachable position of the boom (minimum rated load);
check that the crane working load in the working configuration/s is higher than the
conventional weight of the basket;
indicate the working configuration of the crane.
8) PROCEDURE FOR RESCUE ON BOARD IN AN EMERGENCY OR/AND DANGER:
Indicate the procedure to adopt in order to save the occupants of the basket above
ground
9) PROCEDURE FOR RESCUE ON BOARD IN CASE OF FAILURE OF LIFTING
EQUIPMENT:
Indicate the procedure to adopt in order to save the occupants of the basket above
the ground.

Purpose of filling in this CHECK LIST is to ensure:


1. the compliance with instructions on user and maintenance manual of basket and of
the crane;
2. continual assistance and board-ground communication;
3. use of personnel precisely trained that know the coding of board-ground safety
messages;
4. that the personnel wears the personal protective equipment (PPE);
5. assistance to lift equipment operator, in case of the presence of obstacles in its
visual field doesnt allowed to point out the position of basket during all its moving
phases;
6. the rescue of basket occupants in an emergency, danger or failure of lifting
equipment;
7. the use of basket in the environmental conditions allowed (wind, lighting, etc.);
8. the check of possible interferences between the fixed obstacles and basket during
the moving of basket in the working area;
9. suitability check of lifting equipment used.

4. LIMIT OF USE
The function of basket is only to lift/transport persons and/or things (maximum 4 persons)
in exceptional conditions of use. Read and follow Manitowoc man-riding policy in the
Operators Manual Supplement.
It is not allowed:
to lift the basket with more than the allowable basket rated load (including maximum
4 persons);
any operative intervention above the ground by the basket occupants;
to use the basket outside of the following operative limits:
temperature: from -10C to +45C;
night or with low visibility condition as fog, dark;
wind: limits allowed by the chart or by the lifting equipment manual used (see
also BEAUFORT scale annex D) 9 m/sec equivalent to 4 grade in Beaufort
scale;
lighting of area of operations: it must be possible to see clearly the basket and
everything included in its range of action from move point of the crane;
weather conditions (no storms, snow, ice, hail, sleet, electric storm, adverse
weather condition, etc.);
sea conditions: in harbors and in a sheltered water (no rough, storm);
any other adverse condition.
to use other cranes on the barge when persons lifting operations are in progress;
exposure to chemicals and other hazardous substance;
supply vessel excursion exceeding 2 m, that means that it is requested to work in
harbors and in a quite sheltered water;
movements of the installation/vessel, i.e. heel, trim and pitch exceeding 2 m (wave
height);
immersion in sea water;
to transfer loads with the persons in the basket (transfer basket operations);
to travel. Travelling with the crawler crane is prohibited while lifting personnel. The
control is not enabled (locked) when man riding (drum 6) is set;
to use the other load lines. Operating main and whip lines is prohibited while lifting
personnel. The controls are not enabled (locked) when man riding (drum 6) is set
and the drum 6 cannot be operated if there is any load on other hooks (main and
whip line). On the other side drum 6 cannot be disabled until there is any load on
the man-riding line;

to move the barge/pontoon or the vessel;


to transfer, raising or lowering people near the propellers of a vessel. If it is not
possible, the master of the vessel must terminate all propulsion;
to transfer people without PPE as survival suits and life jackets of an approved type,
helmet, protective glass, gloves, protective shoes and so on;
to lift persons during any other working operation of the barge/pontoon as pipe
layer, trenching, and so on.

5. INSTRUCTIONS AND PROCEDURES


5.1.RESPONSIBILITIES
- Master
The master has overall responsibility for safety on barge/pontoon and as such shall ensure
that the requirements of this procedure are implemented in an effective manner.
- Chief engineer
The chief engineer is responsible for the planned maintenance of all cranes and any other
machinery associated. He must ensure the safe and correct use of all lifting equipment.
-1st Engineer
Assist the chief engineer and ensure that this procedure is implemented / followed
- Crane operator
The crane operator is responsible for the safe operation of the crane in compliance with
this procedure.
5.2 CHECKS BEFORE USE AND HOW TO CONNECT THE BASKET
Before any operations of transferring the personnel with basket, the chief mate / mate on
duty and the master must have authorized the operation and signed the documents in
annex A and B.
The supervisor is a person qualified, trained and instructed identified by the master or chief
mate or a member of the safety.
Before any operations of lifting personnel with basket, the crane operator must always:
1. check that the documents above are signed;
2. control that all parking brake switch (except the one related to drum n. 6) are set to
PARKING BRAKE APPLIED POSITION";
3. operate with a maximum speed of the basket not higher than 0,5 m/s (that is also the
maximum rope speed at 5^ layer for the man-riding winch);

4. perform visual check of the conditions of the brake removing the guards or a functional
test. The brake must be dried, with enough braking material and in efficient working
condition;
5. check the correct inflation of the floating in the basket: up and down;
6. have a direct contact with the banksman or the bosun, i.e. the operator that guide the
crane operator in all the situations or use communication means provided and
planned;
7. be sure that whip and main drums have the PARKING brake applied. Be sure also
that the boom parking brake is applied.
8. couple from the ground the rings of the basket to MAN-RIDING line:
as the crane has a dedicated man-riding line (direct pull only) with a socket and
weight ball, carefully connect the basket slings to the connection as shown below:

9. get up the persons on basket: the access shall happen only using the reserved
gangways;
10. set the limiter and the man-riding line properly and according to the manufacturer
operating instruction and select the right line (auxiliary line drum 6);
11. lift the basket at 0,3 m from the ground and check that all chains, slings are tightened
and all the other lifting accessories are correctly positioned;
12. begin the operations of basket informing in advance the operators on basket with a
proper agreed sound signal;
13. respect during the operations the following instructions:
control position must be manned all time during lifting personnel operations. Crane
operator has to always remain in drivers seat at crane control station: in this way he
has the possibility to feel better the operational behaviour of the crane;

ensure that the basket doesnt swing dangerously and doesnt rotate too much
around the vertical axis: if necessary, or if the chief mate deems it necessary, use
ground guide ropes;
in case of use of ground guide rope/s ensure that they are constantly stretched and
kept by the operators on ground in order to avoid that swing/s or rotate/s during the
moves;
carry out the crane movements slowly and softly: maximum speed allowed 0,5
m/sec; in case of narrow spaces the speed has to be reduced and adjusted to the
difficulties of the moves to carry out;
keep a distance above 5 metres from the powered electrical lines;
14. check the battery power. This requirement is very important because without electricity
from the battery in emergency condition is not possible to move the crane and the
basket;
15. operate only with the drum n. 6. The hooks of the other lines shall be secured to the
frame of the crane and they must not be used;
16. check the presence and the application of procedures for rescue and recovering
people from the sea;
17. be sure that, if seats are provided, safety harnesses and instructions to the
passengers are used and applied.
5.3 NORMAL OPERATION CONDITION INVOLVED PERSONS
In the normal operation condition the person involved in transfer personnel are:
1. Chief mate that control the operation: supervisor on the deck;
2. A supervisor;
3. The crane operator,
4. The bosun or the banksman or the person identify to guide the crane operator,
5. The operator that must train the person to transfer and record the signatures of the
persons to transfer.
5.4 TRANSPORT OF GOODS
Generally speaking the first trip of the crane must be carried out with the luggage on the
basket so the team can test and check the real working condition.
Crane operator must avoid all the movements that increase the rolling and the lilting of the
basket. It is forbidden to transfer personnel together with goods, even if the goods are their
bags. It is forbidden to transport bulk materials.

5.5 OPERATIVE REMARKS


Not possible to transfer any person without the necessary training and documents
signed.
The medical evacuation must be authorized by the doctor inside the barge/vessel.
Read always the user manual of the safe personnel basket, particularly how to hold the
basket and how to fix the stretcher.
All the person that identify a hazardous situation must stop the operations
5.6 EMERGENCY PROCEDURE

5.4.1. Engine Failure/Main power source failure


Follow the instructions given by manufacturer in the Operators Manual Supplement.
In an emergency the movements at reduced speed (swinging, lowering the boom and the
load) are available from the same normal controls of the crane after the activation of the
back-up power supply.
