X. Rationale of the Project:

The province of Batangas has been highly susceptible to natural calamities. Many typhoons have passed the
province and caused countless damage. In 2014, Glenda, one of the strongest typhoons recorded, ravaged
through the whole province. According to NDRRMC's final report, Glenda reported 13 deaths in the province. It
affected 354 barangays and 51250 families, 1096 of which were served outside evacuation centers. Calamities
like this calls for a proper and sufficient disaster risk reduction and management plan to ensure the safety and
survival of the citizens.

During a disaster preparedness training titled "Vigilant for Safe and Disaster Resilient Facilities" participated by
Batangas barangay officials last 2012, it was stated that Tanauan City is one of the "green alert" danger zones in
the province, those that are of moderate susceptibility.

As per availability of government land property, the city of Tanauan plans to develop a Disaster Resilient Center
in Brgy. Sambat, Tanauan City. The center which is already subjected for bidding will include offices,
accommodation areas, restrooms, laundry area, clinic, pharmacy, mess hall, and dining area. This project aims to
improve and extend the existing plans for development of the center to fully accommodate the citizens of
Tanauan City and adjacent areas, if possible. The land area of the extension will be 2.504 ha. The extension will
include additional accommodation facilities such as dormitory-type structures and multipurpose gymnasium,
parking area and bay for emergency response vehicles (ambulance, fire truck, etc.), elevated water tank as water
supply, and storage rooms for rescue equipment.

When there is no necessity for evacuation of the residents, the facilities in the extension project shall be utilized
for other purposes other than its primary use. The structures to be proposed are to be maximized, considering
their socio-economic value.

The researchers propose a gymnasium which shall not only be used for accommodation of the evacuees, but for
recreational activities such as sports, seminars, community programs, conventions, and other events as well. To
accommodate the patients, athletes, visitors/guests, and participants of such events, a 3-storey dorm-type
building is also included in the extension.

In pursuit of the development of the said city, the safety and convenience of the residents are always taken into
consideration. Occurrence of natural disasters cannot be prevented nor avoided, but a planned response to any
calamity can mitigate the damages caused and lessen the casualties.

XI. Objectives

A. General Objectives
To propose a detailed engineering design for the extension of Tanauan City Disaster Resiliency Center in
Brgy. Sambat, Tanauan City.

B. Specific Objectives
To design building and facility according to National Structural Code of the Philippines (NSCP 2010),
Building Code of the Philippines and DepEd requirements.
To design a road network and drainage system
To provide construction project management scheme
To provide project cost estimates

Fund for the project will be shared by the proponents of the project.

XIV. Functional Relationships with the Collaborating Agencies:

City of Tanauan, Batangas, the client and immediate beneficiary of this service will provide BatStateU with the
technical description of the lot and other pertinent documents/supplies needed for the activity.

City of Tanauan, Batangas will also coordinate will other concerned agencies so that BatStateU can conduct the
survey safely.

BatStateU will undertake the surveying works using instruments appropriate for the purpose and then provide
City of Tanauan, Batangas the relevant drawings resulting from the survey.

XV. Monitoring and Evaluation Mechanics / Plan:

City of Tanauan, Batangas and the research adviser will allow and assist the students of the BatState-U,
specifically the Civil Engineering students, to conduct data gathering for their researches. These data gathered
will be used under the supervision of the company personnel and the adviser at the dates and time established by
the parties. Moreover, the said project will be evaluated by the Committee on Oral Examination assigned by the
Civil Engineering Department.

The project aims to fulfill a socio-academic purpose of the Department.

XVI. Plans for Ensuring the Sustainability of the Project:

The university recognizes the need to strengthen the services to and network with local and national government
office to make functional its goal of development research and extension services. Thus, the project leader and
coordinators offer partnership with local and national government office such as City of Tanauan regarding the
project, Proposed Extension of Tanauan City Disaster Resiliency Center in Brgy. Sambat, Tanauan City.

A Memorandum of Agreement will be prepared as proof that both parties, the University and the City of
Tanauan, Batangas, have agreed upon the terms and conditions of the extension of the said project.

To ensure sustainability of the project, the outputs of the researches to be conducted will be given to City
of Tanauan, Batangas for its possible utilization whether in form of system improvement or product development.
