DFA chief: PH rejects China offer of conditional dialogue on South China Sea dispute

The Philippines has turned down a Chinese proposal to start bilateral talks, its foreign minister
said on Tuesday, because of Beijing's pre-condition of not discussing a court ruling that nullified
most of its South China Sea claims.

Perfecto Yasay said he had met his Chinese counterpart Wang Yi on the sidelines of a summit of
Asian and European leaders on the weekend and after raising the topic of last week's ruling, it
became clear that was a no-go area.

China has angrily rejected the verdict by the Permanent Court of Arbitration and the initial case
as illegal and farcical. It has repeatedly said it will not change its approach or its sovereignty
claims in the South China Sea.

"They said if you will insist on the ruling, discussing it along those lines, then we might be
headed for a confrontation," Yasay said during an interview with the news channel of
broadcaster ABS-CBN.

Yasay's account of the meeting highlights the challenge ahead for the Philippines, a U.S. ally, in
getting China to comply with the decision which has ramped up tensions in the vital trade
route.

Manila wanted to enforce the points of the complex ruling step-by-step but as a priority had
asked China to let its fishermen go to the Scarborough Shoal without being harassed by its
coastguard, Yasay said.

China's coastguard was preventing Filipino boats from fishing around the hotly contested
Scarborough Shoal, fishermen and officials said on Friday, and China's air force has released
pictures showing bombers recently flying over the area.

China claims most of the South China Sea, through which more than $5 trillion of trade moves
annually. Brunei, Malaysia, the Philippines, Taiwan and Vietnam have rival claims.

2-year-old boy dies in Batangas City fire

BATANGAS CITY, PhilippinesA two-year-old boy died in a fire that razed 40 houses in
Batangas City, Batangas province early Sunday, police said.

The victim, Arjay Bajar, was asleep when their house in Barangay (village) Sta. Clara caught fire
at 2:30 a.m., said Supt. Danilo Mendoza, city police chief, in a text message.

Mendoza said it was not immediately known where Bajars parents were when the fire broke out.
He said the boy failed to get out of the familys burning house.

Investigators, Mendoza said, believed the fire started from a lit mosquito coil left unattended.
The fire, which was put out at 4 a.m., destroyed 40 houses and damaged four others, police said.

About 177 residents who lost their homes to the fire sought shelter at the Sta. Clara Elementary
School in their village.

The Batangas City fire broke out as another fire was engulfing a liquefied petroleum gas facility
inside the Phoenix Petroterminals and Industrial Park Corp. in Calaca town, about an hour away.

Pagasa: Typhoon Dindo enters PAR; LPA over east of PH

Typhoon Dindo (international name Lion Rock) has entered the Philippine area of responsibility before noon
Wednesday.

The typhoon was last tracked 1,200 kilometers east northeast of Itbayat, Batanes, the Philippine Atmospheric
Geophysical and Astronomical Services Administration (Pagasa) said.

Dindo packed maximum sustained winds of 130 kilometers per hour and gusts of up to 160 kph. It moved at a
slow pace of 7 kph south-southwest.

It is not expected to make landfall and would stay in the country around 1 to 2 days, Benjie de Paz of Pagasa
said by phone.

Dindo will bring moderate to heavy rains within its 500-km diameter.

The weather bureau is also monitoring a low pressure area in the eastern section of the country.

The southwest monsoon, meanwhile, continued to affect the western section of Luzon.

Cloudy skies with light to moderate rains and isolated thunderstorms are expected over Ilocos region and the
provinces of Zambales, Bataan, Mindoro and Palawan, Pagasa said.

Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms will prevail over Metro Manila and

MANILA, Philippines - Typhoon Dindo is still not expected to directly affect any part of the country this
weekend, even as it maintained strength while remaining stationary at the northeastern part of the Philippine
area of responsibility.

As of 4 p.m. yesterday, Dindo was located at 970 kilometers northeast of Itbayat, Batanes with maximum
sustained winds of 160 kilometers per hour near the center and gustiness of up to 195 kph.

The typhoon was almost stationary yesterday afternoon, although an earlier track of the Philippine
Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) showed that Dindo would be
at 945 kilometers and 1,050 km northeast of Itbayat today and tomorrow morning, respectively.

Dindo will be outside the Philippine area of responsibility by Sunday morning.

No cyclone signal was raised in any part of the country, as the weather system is too far from landmass.

Rainshowers will prevail over some parts of the country due to the southwest monsoon.

Cloudy skies with light to moderate rains and isolated thunderstorms are expected over Ilocos region,
Central Luzon and Mimaropa (Mindoro, Marinduque, Romblon and Palawan).

Abus behead teenage captive

Abu Sayyaf bandits beheaded an 18-year-old male captive in Indanan, Sulu province, on Tuesday after they
failed to get ransom from the boys family, the military confirmed yesterday.

In a report to Armed Forces of the Philippines headquarters in Camp Aguinaldo, Quezon City, the Western
Mindanao Command (Westmincom) said the head of Patrick James Almodovar was found inside a plastic bag
that was dumped by three motorcycle-riding men at Kilometer 2 in Barangay Kajatian, Indanan, around 7:30
p.m. on Wednesday.

The report said local police recovered the bag and put the head through forensic examination.

Almodovar was kidnapped by the Ajang-Ajang faction of the Abu Sayyaf in Barangay Asturias in Jolo, Sulu,
on July 16.

Barbaric murder

Citing intelligence information, Maj. Filemon Tan, spokesperson for the Westmincom, said Almodovar was
beheaded in Barangay Buanza about 3 p.m. on Tuesday, after the bandits failed to receive the ransom they had
demanded from the boys family.

Tan did not say how much the Abu Sayyaf had demanded, but the family said the bandits wanted P1 million.

The military condemned the barbaric murder perpetrated by this terror group, the Westmincom said in a
statement.

The beheading of an innocent man done by the [Abu Sayyaf] is an absolute affront to the peace-loving Moros
in the Philippines, it said.

The victims mother, Aurora Almodovar, urged President Duterte to punish her sons killers.

are believed to be holding at least 16 more captives, including foreigners.

The President has ordered the military to destroy the Abu Sayyaf.

The military said at least 8,000 soldiers were scouring the jungles of Sulu and Basilan to destroy the

PRESIDENT Duterte said on Monday he wanted U.S. forces out of his countrys south and blamed
America for the restiveness of Muslim militants in the region, marking the first time he publicly opposed
the presence of American troops in the country.

Duterte has had an uneasy relationship with the U.S. since becoming president in June and has been
openly critical of American security policies. As a candidate, he declared he would chart a foreign policy
that would not depend on America, his countrys treaty ally.

The U.S. military in 2002 deployed troops to train, advise and provide intelligence and weapons to
Filipino troops battling the al-Qaida-linked Abu Sayyaf militants in the southern Philippines. When the
American forces withdrew in February last year, U.S. officials said a smaller contingent of U.S. military
advisers would stay. Details of the current U.S. military presence in the south were not immediately
available.

Duterte did not mention any deadline or say how he intends to pursue his wishes. The U.S. Embassy did
not immediately issue any reaction.

In opposing the U.S. military presence in the southern Mindanao region, Duterte cited the killings of
Muslim Filipinos during a U.S. pacification campaign in the early 1900s, which he said were at the root of
the long restiveness by minority Muslims in the largely Catholic nations south.

For as long as we stay with America, we will never have peace in that land, Duterte said in a speech
before newly appointed government officials.

Senate approves on final reading bill to defer SK, barangay polls

the Senate on Tuesday approved on third and final reading a bill postponing this years barangay and
Sangguniang Kabataan (SK) elections to October 23, 2017.
The elections were originally scheduled for October 31.

On Senate Majority Leader Vicente Tito Sotto IIIs motion, the chamber immediately voted on Senate
Bill 1112 shortly after it opened its session.

Senate Minority Leader Ralph Recto and Senator Antonio Trillanes IV, another opposition member,
voted against the bill.

I vote yes to barangay reforms but no to this measure, Recto said.

He said he could not agree to the postponement of the barangay elections, pointing out that only the
people can directly extend the tenure of elective public officials.

Senate President Aquilino Koko Pimentel III said the passage of the bill complemented similar moves
in the House of Representatives, which also approved its own version of the measure.

Senator Sonny Angara, primary sponsor and author of the bill, said a foremost reason for pushing through
with postponement is to allow more time for the full implementation of the SK Reform Act or Republic
Act No. 10742, which was signed into law last January.

The government, he said, was not ready to implement many of the provisions and programs under the
law.

He also cited the presence of election fatigue among voters since only four months have passed since
the national elections last May.

Postponement only gives the Comelec more time to assure higher voter turnout for these elections, and
would-be voters the head space to fully consider who should lead their barangays, Angara added.

DOH confirms 2 more Zika cases in Iloilo City

ILOILO CITYThe Department of Health (DOH) on Tuesday confirmed two more cases of Zika virus
infection.

The two cases were household members of a 45-year-old woman in Barangay Benedicto, Jaro District in Iloilo
City who was earlier confirmed having been infected with the virus.

The two cases were confirmed based on reports of the DOH Epidemiology Bureau, according to a statement of
the DOH central office. They are the seventh and eighth Zika cases in the country and the second and third that
were locally-transmitted.

The DOH in Western Visayas declined to provide additional information on the two cases other than those
stated in the press statement issued by Health Secretary Paulyn Jean Rosell-Ubial.

Tests results from the Research Institute for Tropical Medicine in Manila showed that the two household
members were infected with the Zika virus.

Like dengue fever, Zika is a mosquito-borne infection caused by the Aedes aegypti mosquito.

It is transmitted through mosquito bites, sexual contact, blood transfusion, or by a pregnant woman to her
fetus.

Infection during pregnancy can lead to serious birth defects, according to health authorities.

The two cases exhibited mild skin rash not accompanied by other signs and symptoms unlike the first
confirmed case who presented with skin rash, joint pains and red eyes, according to the DOH statement.

The three infected residents of the Iloilo household had recovered from a mild infection and did not require
hospitalization.

None of them were pregnant.

The DOH said the infection was confined only within the affected household. But it said health personnel
would continue the monitoring of suspected cases for a month.

Health personnel who conducted the investigation on the village visited 88 households near the house of three
infected residents.

They found containers which served as mosquito breeding sites and were positive for larvae/pupae of Aedes
aegypti, the principal mosquito vector for the Zika virus.

BAGUIO CITYThree people were hurt when a 10-wheeler truck rammed 13 vehicles at 11
a.m. on Friday (July 7) as it descended Bokawkan Road here.
Police said the truck driver lost control of his brakes and collided with a delivery van, before it
barreled through more vehicles on its way down the road.

The mass action at the People Power Monument against the burial of former President
Ferdinand Marcos at the Libingan ng mga Bayanicontinued well into the night on Wednesday
although the crowd had begun to thin out late in the evening.

The protesters were mostly young people or "millennials" from groups called Coalition Against
the Marcos burial in LNMB and Millennials Against Dictators.

Martial law victims and their families also attended, along with several artists and performers.

Protesters called the event Siklab Bayan which they said was aimed at holding the Duterte
administration fully accountable for the secret burial of Marcos. They also relived the crimes
they claimed the Marcoses have committed during martial law.

They said they would fight for their history, which was once fought for by the real heroes of the
country.

Earlier in the day, protesters massed up at various locations in Metro Manila and nearby
provinces.

The group "Occupy Libingan ng mga Bayani" headed to the Liwasang Bonifacio in Caloocan,
where the anti-Marcos groups were set to convene. From there, the group marched to
Mendiola, then headed to the People Power Monument along Edsa to join other groups.

The group said they would not stop protesting until the remains of Marcos were exhumed from
the Libingan.

DOJ probes escapeof arrested Chinese at Clark

MANILA, Philippines - Justice Secretary Vitaliano Aguirre II has ordered an investigation on the escape
yesterday of some of the 1,316 Chinese workers recently arrested in illegal online casinos at the
Clark Freeport in Pampanga.

Aguirre directed the Bureau of Immigration (BI) to determine the circumstances behind the escape and
possible liability of several personnel who had custody of the illegal workers arrested last Nov. 25.

The Department of Justice (DOJ) chief revealed that he received information that some of the arrested
Chinese offered P100,000 to P250,000 bribe for their release.

At around 3 a.m., over 70 of the Chinese detainees escaped by supposedly jumping over the wall of their
temporary detention facility at Fontana Leisure Park and Casino Hotel. More than half of them were either
rearrested or have returned, with only 26 detainees still unaccounted for as of yesterday.

Aguirre, who has administrative supervision over the BI, believes that the detainees, who were reportedly
guarded by police Special Action Force operatives, could not have escaped without the assistance of
erring authorities.

BUTIG, Lanao Del Sur - State forces have flushed out the Maute terror group from the heart of

Police Task Group Batang Angel has confirmed one kidnapping case in Bauan town after an eyewitness

announced on Monday.

Daniela Taruc and Levy Gonzales, described as employees of a telecom subcontractor, were released in
PanglimaEstino, a town just south of Patikul, from where they were kidnapped on Aug. 6, according to Lt.
Gen. Mayoralgodela Cruz, chief of Western Mindanao Command based in Zamboanga City.

The two were reportedly rescued by a concerned citizen following their release and were taken to the
headquarters of the Joint Task Force Sulu for medical examination, according to the AFP headquarters.

Dela Cruz told the Inquirer that more hostages were expected to be freed following the relentless operation in
areas with reported presence of Abu Sayyaf Group (ASG) on the main Joloisland in the Sulu province
archipelago.

Tech giant Samsung is under hot water again, as one of its users has filed a lawsuit against it due to a potential
battery defect on one of its smartphones.

The suit, filed by Jonathan Strobel of Palm Beach County, Florida, USA, claims that a Samsung Galaxy Note
7 was in his right pocket on Sept. 9 when it burst, causing severe burns to his leg.
The unfortunate incident left him in shock and extreme pain due to his injuries, according to ABC News.

While trying to remove his phone from his pants, the victim said his left thumb was also severely burned. The
lawsuit, which seeks damages in excess of $15,000 (P718,867) covers the cost for his medical bills, lost wages,
pain and suffering and other injuries.

The accident occurred on Sept. 9, just a day after Samsung recalled about one million Note 7 units sold in the
US.

He has a deep second-degree burn, roughly the size of the phone, on his right thigh. Unfortunately for my
client, the recall came too late, Keith Pierro, Strobels lawyer, was quoted as saying in the report.

A Samsung spokesperson, meanwhile, told ABC News that the company is aware of the incident, but that it

A Filipino student has received global recognition in an international invention contestafter winning a gold
prize at the 5th World Invention Creativity Contest (WICC) in South Korea last July 28-30.

Alec Denji S. Santos, a grade 11 senior high school student under the Science, Technology, Engineering and
Mathematics (STEM) strand of Mapa, led his teammates from Valenzuela City School of Mathematics and
Science to victory and bagged the Gold Award for their ingenious invention called Securitree.

True to its name, the youthful group came up with a device with built-in sensors against illegal loggers and
forest fires, which won first place in the Environment and Biology category at the WICC held at the Seoul
Trade and Exhibition Convention.

On the outside, Securitree is designed as a camouflaged-themed box equipped with sensors, a camera and a
solar panel, and is intended to be installed in a tree.

The motion sensors detect suspicious activities, which would trigger the built-in camera to take pictures, while
a micro-controller board analyses the captured data and sends them to forest authorities through the internet.

The innovative project was also made possible through the widely emerging technology of the Internet of
Things (IoT), which enables autonomous communication between intelligent devices that are sensitive to the
presence of a person.

Santos said the massive forest fires in Mt. Apo last March led to his idea.

During the forest fires on Mt. Apo, we decided to come up with something that will protect our forests from
the main causes of deforestation: illegal logging and forest fires, he said in a report from Mapuas official
website.

Securitree is a security system equipped with motion and fire sensors that has the ability to detect and analyze
illegal logging and forest fires, he added.

Apart from the first-place finish, Securitree was also commended with the Excellence Grand Award in the
