Guidelines for Inspection for Opening of


Metro Railways
(Signal & Telecommunication, Electric-
Traction, Civil Engineering, Operation &
Rolling Stock)
(Along with list of Specification Standards of Metro Railways)

Testing of Signalling and Train control system in Metro

1. In Metro systems there is a continuous interaction between the Rolling stock and Signalling
system through the train borne signalling equipment fitted in the train which allows safe
operation and control of train in ATO/ATP/RM modes. In case of cut out mode the link
between signalling system and Rolling stock is cut off and the maximum speed limit of 25
kmph shall be enforced by on board Rolling stock equipment.
2. Following signalling train borne equipment are fitted in the rolling stock:
Pick up Coil -Pick Up coils are used for Continuous track to train message transmission. 2 Coils
per cab (Installed in front of first axles).

Beacon Antenna It is used for spot transmission from train to track and track to train. It is
installed in the under frame of cab

Odometer It is used for measuring train speed and displacement. Installed in Trailer
car.

Train Borne ATC cubicle This equipment gathers continuous and spot message from
track via pick up coil and beacon antenna. It gathers speed and displacement
information from Odometer. It then processes this information and generates cab
signal and controls train movement.

Driver machine Interface It provides an interface between train operator and the ATC
system. It is installed in the train cab.

3. Communication system: The train is equipped with Public address system and passenger
information system. The route map is displayed on a dynamic route display. One LCD display of
18.5 is installed above each side entrance doors for displaying network route. Eachcar is fitted
with 4 numbers of surveillance cameras to cover entire Car area. The view from each camera is
displayed on a display unit installed in drivers cab. Automatic announcement are triggered by
on board PA system, however facility also exists to make pre-recorded announcement
manually or live announcement by TO. Live announcement can also be made by OCC through
train radio. The TO can communicate with OOC over Train Radio as well as Tetra.

B) The following electrical installations shall be inspected, keeping in view the essentiality of services and
safety of passengers:-
Protection systems of substation
Earthing and Bonding of installation
Essential services to run in case of major Breakdowns
Electrical Clearances
Implantation of OHE masts and other Structures
Caution and Danger Notice Boards for Public and Staff
Maintenance facilities and manpower
Fire fighting measures
Operating Staff are in possession of statutory rule books, registers, forms etc.
Provision of shrouds in case of third rail DC traction system;
Assurance registers signed by various metro railway staff of their knowledge of working in
electrified traction area.
Particular attention shall be paid to the safety and operational aspects of the train movements and
to see that staffs are in possession of statutory rule books, registers, forms etc.

CHECK LIST FOR INSPECTION OF CIVIL ENGG. ITEMS TO BE INSPECTED


BEFORE OPENING OF METROS

Documents to be inspected :
1. Chief Executive Officer shall, while making reference to the Commissioner of
inspection and report on the safety of the metro railway under sub-rule (2) of
rule 3, furnish all relevant documents to the commissioner from the
following list of documents, namely:

a Tabulated details;
b Index plan and sections;
c Drawings of works;
d Certificate by the Chief Executive Officer;
f Approval of the Electrical Inspector to the Government (EIG) in respect of
electrical works and the energisation of the power supply and traction
system;
g Oscillation trial and speed test report in respect of new type of rolling stock,
and the joint safety certificate from the heads of disciplines involved in the
project construction, and operation and maintenance of the metro railway;
h Track Standards, Loading Standards and the Schedule of Dimensions, as
approved by the Central Government for the project;
i List of infringements of moving and fixed dimensions;
j Safety Management System approved by the Chief Executive Officer;
k Working orders to be enforced at the operations control centre, depot and at
each station; and
l Administrative note giving salient features of the project.
2. The documents referred to in sub rule (1) shall indicate the distance from the
same fixed point in kilometers and decimals up to two digits and the fixed point
shall be clearly defined in a note on the plan and section sheets of the work
documents.
3. The datum adopted shall be mean sea level as fixed by the Survey of India and
heights shall be mentioned with reference to the datum in meters and decimals
up to two digits.
4. The documents referred to in sub-rule(1) shall be signed by the heads of each
technical discipline, except the certificate at (1)(d), which shall be signed by the
Chief Executive Officer himself.

Other documents :

(d) Certificate by Chief Executive Officer/Head of the organization.
(e) Oscillation trial and speed test report in respect of new type of rolling
stock and it safety certificate issued by Head of disciplines.

approved for the project.

Contents of the Documents :


Tabulated details which shall consist of important characteristics of the metro
railway or a portion thereof to be opened for public carriage of passengers, and in
particular shall include:-
(a) Curve abstract as specified in Form I;

(b) Gradient abstract as specified in Form II;

(c) Bridge abstract as specified in Form III;

(d) Viaduct abstract as specified in Form IV;

(e) Important bridges abstract as specified in Form V;

(f) Ballast and permanent way abstract as specified in Form VI;

(g) Stations and station sites as specified in Form VII;

(h) Ventilation, smoke management and fire safety measures in viaducts/tunnels


and stations as specified in Form XIV; and

Index plan and section sheets, completion drawings, etc. shall include,-
(a) Index plan and section sheets as mentioned in the Schedule;

(b) Completion drawings of bridges/viaducts showing details of structure, spans,


loading standards adopted, etc;

(c) Completion drawings of tunnels, if any, showing the location of ventilation


shafts, man refuge and cross passages etc;

(d) Diagrammatic plan of station yards showing layout of tracks and particulars
of turn outs, gradients, signals and interlocking installed; and

The comments on the following matters, namely:-


(a) Moving and fixed dimensions;

(b) Strength of bridges/viaducts;

5. List of infringements of moving and fixed dimensions shall be prepared as


specified in Form XVII and shall contain full explanations for the infringements
and restrictions or precautions to be adopted because of them and the reference
to the authority of the Central Government under which the infringement is
permitted or allowed.
Inspection of following items to be done (at site) :
(1) Track Structure :
(i) Rail and Welding.
(ii) Sleeper and Fastening for ballasted track.
(iii) Track Slab for ballastless track.
(iv) Fastening system for ballastless track.
(v) Insulated Glued Joint.
(vi) Turn out.
(vii) Switch Expansion joints.
(viii) Gradients.
(ix) De-railment Guards
(x) Curves (Sharp Curves, > R<=190mt.)
(xi) Check Rail (On Sharp Curves)

(2) Bridges & Structures :

(i) Abutment
(ii) Slabs & Cantilever
(iii) Bearings
(iv) Pre-stressing etc.

(v) Expansion joints


(vi) Various tests performed.

(3) USFD of Rails & Welds :

The rails and welds shall be ultrasonically tested in field as per requirement of
concerned Specification/Manual/Instructions. The testing shall be ensured
as per provisions of Manual for Ultrasonic Testing of Rail and Welds Revised
2012 with latest amendments.

(4) Drainage System (In Tunnels):


Drainage should be clear and having proper slopes.

CHECK-LIST FOR METRO RAILWAY (Operations) OPENING

Opening of Metro Railways for Public carriage of Passengers Rule, 2013


contains detailed list of Documents, plans and index to be supplied by the Metro
Railway Administration to the concerned Commissioner prior to the inspection for
opening. Some documents other than these may also be obtained to provide a better
overview of safety and ability to handle passenger traffic at the stations.
Additional documents maybe obtained regarding:-
1. List of Passenger Amenities available at the station.
2. List of facilities for the disabled passengers available at the station.
3. Availability of Bi/Multilingual international signages at the stations.
4. Training facility for the frontline staff & details of its frequency.
5. System followed for issuing competency certificate to the staff.
6. Comprehensive list of Special Instructions issued by the particular Metro Railway
administration as stipulated in various Rules of the Metro Railway General Rules to
deal with particular cases or special circumstances. This can be treated as the S.R. as
in case of Indian Railways.

CHECK- LIST for inspection for Opening of Metro Railways:-


1. Availability of Safety Management System approved by CEO & Working
Orders to be enforced at OCC, Depot and each station included in Rule 4 of
Opening of Metro Railways for Public carriage of Passengers rule, 2013.
2. Moving & fixed dimensions- Form XVII specified for it and shall also contain
full explanation for the infringements and restrictions or precautions to be
adopted for it. Reference of authority of the Central Government permitting
that infringement should also be available.
3. Station Working Orders to be enforced at each of metro railway stations to be
prepared in accordance with the provisions of Metro Railway General Rules,
2012. It should also contain any special condition required to be met with and
shall include traction power working rules.
Station Working Order should contain:-
Location of equipments, guidelines for use;

The emergency evacuation routes at stations and with adjoining block


section;

The designated entrance for attendance by Police, fire and ambulance


vehicles;

The designated entry for fire services; and

List of medical facilities locally available.

(2) Ready availability of its copy with on duty Station Controller at that
station &

(3) A copy in special marked binder in station control room at


conspicuous location.

4. Availability of competency certificates with metro railway officials connected


with metro operations;

5. Availability of all specified Log-books, P. Number books and other


documents as stipulated by the Metro Railway administration.

6. Rule 12-Provision of handling traffic at each of the stations and


Commissioner to satisfy himself regarding:-

Adequate provisions to handle passenger traffic;

Arrangements for easy access by road;

Adequate fire protection & disaster management measures with safe


evacuation measures for passengers.

7. Rule 15-During inspection of electrical installations particular attention


shall be paid to the following:-

-Caution and danger notice boards for public;


-Assurance Register signed by the staff regarding their knowledge of
working in the electrified traction area;
-Fire fighting measures and its adequacy
-To the safety & operational aspects of train movement
-To see that staff are in possession of statutory rule & instructions books,
registers, forms etc.
-Operations, Electrical, P-way, Signalling & Train control and Telecom
staff are fully acquainted with duties to be carried out after introduction
of electric traction working.

8. Rule 17- Inspection of Signal and telecom facilities stipulates for checking of
fail-safe system of the signalling system.

9. Rule 18- Inspection of facilities for relief of passengers in case of emergency,


namely:-

In-house facilities and preparedness to combat emergencies; whether


compliance of provision of Rule 55of the Metro Railway G.R. regarding
Specified Special Instructions in place or not, whether any First-Aid training
given to the front line staff, availability of wheel chair, stretcher , First-Aid
box etc. at the station.
10. Communications and arrangements with outside relief agencies;

11. Any other items, as he may consider fit for the safety of the passengers.

Check-list for compliance of Metro Railway General Rules :-


1). Rule 3: Availability of copies of rules at:
(a) (i) Operations Control Center;
(ii) Each station;
