Chapter I
THE PROBLEM AND ITS SETTING

Introduction

The Philippines is a democratic country, its citizens elect leaders and

policy makers to administer public affairs that will facilitate delivery of services

and promote the general welfare. Filipinos are solely responsible in choosing the

best or worst leader, so we need to be vigilant and meticulous enough during

election because a lot of promises are being made. It is used as tactics to

persuade voters and often times forgotten when they are elected in the office.

What we need is the kind of public official that is able to understand the demands

of his people and carry it out without delay.

Political apathy is one of the problems that we are facing here in the

Philippines. People disengage from political activities because of lack of trust in

politicians and lack of confidence in political institutions. Conflict, such as the

Mindanao conflict, is another major problem. In some areas of Mindanao, the

people are deprived of exercising their political rights because of threat and

intimidation perpetrated by powerful political actors. Results from the study of


FerminAdraino and Thomas Parks (2010) shows that local residents often trust

national officials more than regional, provincial and municipal officials.

Many Mindanawans live in far-flung places. They are unable to go to the

voting precincts because of the far distance, they prefer not to vote but focus on

their work in the farm to provide their basic needs. Vote buying is also prevalent.

Peopleshould be aware and be vigilant because it lures them to the maneuvers

and traps of dirty politicians. Money is only temporary compared to the change
that an elected official can do for his people. Doing indecent ways just to win the

election is a condemnable act and should be repudiated. The people will be at

the losing end.That is why it is important to inform and educate the people on the

necessity and urgency of choosing public officials who truly serve the needs of

the people, especially those who play critical leadership roles such as the

national chief executive (President) and the local chief executives (Governor,

Mayor, and Barangay Captain).

Our leaders should have a clear and consistent policy framework in

pursuing and attaining development goals. Governing without a plan or roadmap

leaves the fate of society to chance. In the Municipality of Isulan, Sultan Kudarat,

Diosdado G. Pallasigue, has this guiding principle PERFORMANCE NOT

PROMISES. He is the incumbent mayor of the municipality who won three (3)

consecutive terms. He first entered politics when he won the 2007 mayoralty

election in Isulan. He was then a neophyte in the government service but

maintained a good impression to the Isulanons. This made him win his second

term in 2010 and third term in 2013.

Isulan is the capital town of the Province of Sultan Kudarat. Executive

Order No. 266, issued and signed by the then President Carlos P. Garcia on

August 30, 1957, created the Municipality of Isulan, whose territorial jurisdiction

was taken from Norala, Cotabato and Dulawan, Cotabato (now DatuPiang,

Maguindanao). The municipal government officially functioned on September 12,

1957 with the appointment of its first municipal MayorDatu Duma Ampatuan, who

served until 1967.

Isulan is centrally located and is accessible to all neighboring towns not

only in Sultan Kudarat Province but also in some municipalities of the Province of

Maguindanao, It is bounded on the north by the Municipality of Esperanzaon the

northeast by the Municipality of Lambayong; on the east by Tacurong City and

Municipality of Norala, South Cotabato; and on the south by the Municipality of

Lebak and Municipality of Kalamansig, Sultan Kudarat Province.

In the Municipality of Isulan, there is a growing number of localities whose

best practices in local governance highlight the vitality of their political leaders

and community leadership. These leaders have proven that, despite the

generally negative perception of politics and political elites, there are those who

have fostered conditions under which people could work together - create new

visions, productively deal with underlying issues, generate fresh insights and

change cultures (Dunoon, 2002).

The researcher is interested to study the phenomenal success of Mayor

Diosdado G. Pallasiguehaving been elected for three consecutive terms since

2007. This study will look into the whys of such success.

Statement of the Problem

This study focuses on the phenomenal success of Mayor Diosdado G.

Pallasigue of Isulan, Sultan Kudaratas a leader, particularly in the electoral polls.

Specifically, it willanswerthe following questions:

1. What are the leadership traits of Mayor Diosdado G. Pallasigue that make

him winnable?

2. What are the campaign strategies and principles used by Mayor Diosdado

G. Pallasigue during elections?

3. What are the achievements of Mayor Diosdado G. Pallasigue in terms of

projects, programs, and awards?

4. How does Mayor Diosdado G. Pallasigue perform in the following specific

areas?

a. Peace and order

b. Health and welfare

c. Environment

d. Education

e. Livelihood and employment

Assumptions of the Study

This study assumes that:

1. Mayor Diosdado G. Pallasiguepossesses certain traits that make him a

good and effective leader.

2. Mayor Diosdado G. Pallasigueadopts certain electoral campaigns and

principles that are effective in winning the votes of the people.

3. Mayor Diosdado G. Pallasiguehas established a good track record as a

leader which is demonstrated through his accomplishments in terms of

projects, programs, and awards.

4. Mayor Diosdado G. Pallasigues performance is shown in the following

specific areas: peace and order; health and welfare; environment;

education; and livelihood and employment.

Scope and Limitation of the Study

This study is a qualitative inquiry on the phenomenal success of

incumbent Municipal Mayor Diosdado G. PallasigueofIsulan, Sultan Kudarat in

the electoral polls. His electoral victory for three consecutive terms, which spans

a period of nine years, is indeed phenomenal and is worthy of research

investigation.

The parameters of the study cover only the following: the leadership traits

of Mayor Diosdado G. Pallasigue; his electoral campaign strategies and

principles; his accomplishments; and his performance in specific areas. These

specific areas are limited only to the following:peace and order; health and

welfare; environment; education; and livelihood and employment. Thus, other

subject matters that are not specified in this study are excluded.

The researcher has decided to choose six (6) barangays, out of seventeen

(17), for research manageability. These barangays are Kalawag 1, Kalawag II,

Impao, Sampao, Kudanding and Dansuli. The criteria for inclusion are population

density,proximity to the urban, supporters and allies of Diosdado G. Pallasigue

during the 2013 election.

The main tools used for gathering data in this study are Key Informant

Interview (KII) and survey questionnaire. The research design is qualitative and

descriptive. Quota and purposive non-probability sampling will be used in

identifying the studys respondents.

Gathering of data will start in the third week of October 2014. Writing of

the manuscript will be completed by the third week of January 2015.

Significance of the Study

Electoral victory in three consecutive terms for the mayoralty position is a

great feat by itself. It is significant to know the reasons and the circumstances

that account for the phenomenal success of Mayor Diosdado G. Pallasigue in the

electoral polls.

The findings of this study will provide insights on the leadership

traitsofMayorDiosdado G. Pallasigue, his campaign strategies and principles, his

achievements, ad his performance as local chief executive of the Municipality of

Isulan, Sultan Kudarat.

It is also hoped that the results of this study will contribute to the

citizensawareness and level of political participation. Vigilance of the citizenry in

electing good and deserving political leaders is crucial to the success of

democracy. Democracy works effectively where the citizens actively engage in

politics ever vigilant of their rights and responsibilities and where the political

leaders have strong sense of accountability to the people they serve.

Finally, the present study will have a modest contribution to the growing

literature on electoral politics and governance.

Definitions of Terms

For a better understanding of the study, the following terms are defined

conceptually and operationally:

Perception.Conceptually,it refers to the process by which people translate

sensory impressions into a coherent and unified view of the world around them.

Though necessarily based on incomplete and unverified (or

unreliable) information, perception is equated with reality for

most practical purposes and guides human behavior in general

Operationally, it refers to the views and opinions of the Barangay Officials in the

Municipality of Isulan towards the performance of Mayor Diosdado G. Pallasigue.

Mayor.Conceptually, it refers to the local chief executive of a municipality who is

elected for a term of three years with a maximum reelectionof three (3)

consecutive terms (R.A. 7160 or the The Local Government Code of 1991).

Operationally, it refers to the incumbent local chief executive of the Municipality

of Isulan, Diosdado G. Pallasigue.

Barangay Officials.Conceptually, barangay officials refer to the Barangay

Captain and the members of the Sangguniang Barangay who are elected by the

registered voters of the barangay for a term of three years (R.A. 7160or the

Local Government Code of 1991). Operationally, barangay officials refer to the

elected officials of the six barangays in the Municipality of Isulan that are chosen

as respondents in this study, namely:Kalawag 1, Kalawag II, Kalawag III,

Laguilayan, Sampao and Bambad.

Election.Conceptually, it refers tothe formal process of selecting a person for

public office or of accepting or rejectinga political proposition by voting

(http:/www.britannica.com/EBchecked/topic/182308/election). Operationally, it

refers to the elections held in 2007, 2010and 2013 in which Mayor Diosdado G.

Pallasigue consecutively won as municipal mayor of Isulan, Sultan Kudarat.

Theoretical Framework

A theoretical framework serves as the basis of the research problem

wherein it presents the theory that serves as a frame or lens to understanding

why the problem under the study exists.

In recent years, the adoption of good governance paradigms to address

the issue of poverty reduction (Grindle, 2007) has placed a revitalized emphasis

on the need for a kind of leadership that could respond to the changing

expectations of political and community stakeholders (Mellors, 1996 and Barret,

1997, as cited in Dunon, 2002). Leaderships vital role in the community building

(Felix, 1998) has been recognized through its incorporation in the development

strategies of various international aid agencies such as the World Bank and the

United Nations Development Program. For these organizations, the advocacy for

leadership development seeks to strengthen group capacity to stimulate

activities and effort to influence over leaders at all levels of society (United

Nations Development Program, 2006). It aims to promote participation and

inclusion with the belief that the more active leaders a community have, the

richer the body of activities the community would have support or participate in

(Chaskin et al., 2001).

Consequently, community development frameworks have also

incorporated leadership as a means by which capacity could be conditioned or

built (Chaskin, et al., 2001). Leadership, when used as a strategic intervention,

could help condition the different contextual influences, core characteristics and

levels of social agencies that exist within a community. These interactions may

then lead to increased community capacity and create other, more tangible,

community outcomes (Chaskin, et al., 2001). Specifically, when leaders are

provided with the opportunity to build skills, access information and resources,

expand their knowledge and create new relationships, human capital in the

community is thus enhanced and more sources of information and ideas are

generated.

Theories of leadership and leadership behavior have three (3) general

categories as suggested by Garry Dessler. First are the Trait Theory supports the

view that there are inborn traits that make for leaders. Behavioral Style Theory on

what leaders does, task-oriented leader helps create an atmosphere of harmony,

a condition needed to reduce tension and conflict. Last is the Contingency

Theory wherein it recognizes the importance of situational factors in explaining

success of failure leaders. Leadership is situational, some may have possession

of ascriptive qualities (born into the governing dynastic family), popular choice

(not always the best choice) and appointment (confidential, trust and loyalty are

primarily considered).

Bass (1985) enhanced Burns definition by describing transformational

leadership from the viewpoint of the followers needs (Northouse, 2001). He

added that transformational leaders inspire their followers to exceed

expectations because they are able to (1) increase their level of consciousness

about the significance and worth of specified and idealized goals, (2) get them to

overpass their own self-interest, and (3) move them to focus on higher level

needs (Bass 1985).

Conceptual Framework

Election is a highly competitive political arena. Many candidates vie for

highly sought for positions such as mayor and governor. They mobilize the voters

with all their available resources. In an electoral contest, there are winners and

losers. Voters are influenced by several factors in their choice of candidates.

Some look for leadership traits, principles, achievements and performance as

their bases for choosing candidates. Others are lured by money and swayed by

hollowed promises.

The electoral victory of Diosdado G. Pallasigue as Mayor of Isulan, Sultan

Kudarat for three consecutive terms is phenomenal. Only a very few are gifted

enough to win in three successive elections for the same political position, at

least in a clean, honest and fair election. This study will look for explanations to

the phenomenal success of Mayor Diosdado G. Pallasigue.

Figure 1, in the succeeding page, presents the conceptual model of the

study. As shown in the model, the study will look into the leadership traits,

campaign strategies and principles, and achievements (projects, programs and

awards) of MayorDiosdado G. Pallasigue. In addition, the study will look into the

performance of Mayor Diosdado G. Pallasigue in the following specific areas:

peace and order, health and welfare, environment, education, and livelihood and

employment.

The conceptual model will guide the researcher in gathering the data that

will provide answers or explanations to the phenomenal success of Mayor

Diosdado G. Pallasigue in the electoral polls.

Chapter II
METHODOLOGY

This chapter presents the methodology of the study. It consists of

gathering procedure, and data treatment and analysis.

Research Design

This study will use a qualitative and descriptive research design. As a

specific methodological choice, the study will employ survey questionnaire, Key

Informant Interview (KII), and content analysis.

Qualitative method lies in its unique capacity, through in-depth

interviewing and observation, to learn and understand the underlying values of

individuals and groups (Pierce, 2008). Through qualitative method, one is able

to gain access in the life-world of individuals and groups, that is, to discover

their motivations, their sources of meaning, their emotions and other subjective

aspects of their lives because it is only in doing so that one is able to see, to

describe, and to understand human behavior and social phenomena with greater

depth (Bautista & Go, 1985).

Descriptive research is valuable in providing facts on which scientific

judgments may be based, providing essential knowledge about the nature of the

objects and persons, and for closer observation into the practices, behavior,

methods and procedures (Calmorin&Calmorin, 2007).Descriptionanswers the

basic question on what is happening out there in the real world.

Research Locale and Subjects of the Study

The research locale of thisstudy is the Municipality of Isulan, Sultan

Kudarat. Six (6) barangays are selected for this study from where the

respondents for the survey questionnaire will be taken. These barangays are

Kalawag1, Kalawag II, Impao, Sampao, Kudanding and Tayugo. Politically,

Isulan is currently subdivided into seventeen barangays namely: Bambad,

Dansuli, DLotilla, Impao, Kalawag I, Kalawag II, Kalawag III, Kenram, Kolambog,

Kudanding, Lagandang, Laguilayan, Mapantig, New Pangasinan, Sampao and

Tayugo. Presently, Isulanhas a total approximate land area of 54,527.3908

hectares of rich and fertile agricultural lands, vast forest, urban land, and

pasture/open grasslands. Isulan has a total population of 79, 229 as of 2007

census of National Statistics Office (NSO).Approximate distance of Isulan from

the cities of Cotabato, General Santos City, and Davao City is 88 kilometers, 108

kilometers and 179 kilometers, respectively.

The respondents for the survey questionnaires are the incumbent elected

barangay officials in the six (6) barangays - Kalawag 1, Kalawag II, Impao,

Sampao, Kudanding and Tayugo. Five (5) respondents will be taken from each

barangay with a total of thirty (30) respondents.

For the Key Informant Interview (KII), twelve (12) key informants will be

selected. Three informants will be members of the Sangguniang Bayan of Isulan

who are political allies of Mayor Diosdado D. Pallasigue. Another three

informants will be executive officials - the Municipal Administrator, the Municipal

Health Officer, the head of the MENRO. The remaining six(6) informants will be

Barangay Captains who are political allies ofMayor Diosdado D. Pallasigue.

Instrumentation

The researcher will design a semi-structured questionnaire for the conduct

of the survey to the thirty (30) respondents. The questionnaire will contain all

itemsthat are needed to provide data the specific questions raised in this study.

For the Key Informant Interview (KII), the researcher will prepare an

Interview Guide. The general questions in the Interview Guide will be

supplemented with detailed and probing questions that will be asked during the

actual interview. Asking follow-up questions is very important because this will

deepen and enrich the conversation between the researcher and the informants.

Thus, the researcher must always be quick and alert in the course of the

interview.

Data Gathering Procedure

The researcher will conduct the study in the Municipality of Isulan, which is

composed of seventeen (17) barangay but the researcher will only take six (6)

barangays, namely: Kalawag 1, Kalawag II, Impao, Sampao, Kudanding and

Tayugo for the conduct of the survey questionnaire.

The researcher will prepare a letter-recommendation to be signed by the

Thesis Adviser and the Chairman of the Department of Political Science. The

next step is to pay a courtesy call to the Municipal Mayor of Isulan and the

Barangay Captain of the six identified barangays. The researcher will explain to

the Mayor and the Barangay Captain the nature and the purpose of the research

undertaking. This protocol is important for the purpose of gaining the trust and

confidence of the respondents and informants.

The researcher will personally administer the questionnaires to the

respondents. She will explainthoroughly to the respondents all the items in the

questionnaire.

For the Key Informant Interview (KII), the researcher will set an

appointment with the key informants either in their office or in their house. She

will present to the informants a letter from Mayor Diosdado D. Pallasigue granting

permit to conduct the study.

Treatment and Analysis of Data

The data gathered will be treated as confidential documents and solely

used for this study. Survey results will be tallied in a spread sheet. Tabulation of

the data will immediately follow. Data will be presented in tables and will be

treated and analyzed with the use of percentages and weighted mean. For items

in the questionnaire that require multiple responses, ranking will be used.

Qualitative thematic analysis will be applied on the data that will be

obtained through Key Informant Interview. The researcher will identify the themes

and patterns that will come out from the KII-generated data. For the documents

such as resolutions and ordinances, the researcher will use content analysis.

Chapter III
REVIEW OF RELATED LITERATURE

This chapter presents the review of literature. In includes published and

unpublished materials, documents, and online sources that have relevance and

bearing to the present study. A review provides information from past researches

and studies that are related to the intended study.

In the research entitled Community Capacity Building and Local

Government Leadership: Describing Transformational Leadership Practices in

Naga City, the Philippines by Ana Khristina Salanguit of PUATU Ritsumeikan

(2001), it was found out that the case of Naga City demonstrated how leadership

was critical in developing the citys capacity. Jesse Robredo, as the citys political

leader facilitated the transformation of leadership from simply pertaining to one

individual to the process by which an individual in authority engages with his

followers in pursuit of a common goal. His style

of leadership involved not only discussions with the people. He also interacted

with them by sharing his values and ideas and allowing them to respond and

share their ideas with him as well.

From a public sector perspective, Robredo effectively assumed the role of

manager and leader when he introduced a concept of governance wherein the

people are part of the system of decision-making (Co, 2009). On the one hand,

Robredo set goals and standards for the performance of particular tasks. On the

other hand, he invoked a participatory element into his authority that enabled the

people to have a conviction about the issues at hand. The Naguenos changed

because Robredo encouraged them to have a personal understanding of the

merits and faults of specific situations (Co, 2009).

The study concludes with some valuable lessons:

1. That political leadership is relevant to community building. Political leaders are

in a position to use their authority to make changes in their communities. They

only need the political will and the personal desire to initiate programs and

policies that will help their communities move forward.

2. Political leadership style is also relevant to community building. Political

leaders are all individuals with their own histories, and so to talk about leadership

style in the context of personality would be impractical. But the concept of

transformational leadership provides leaders with benchmarks which they can

use in their own way. Individualized consideration, inspirational motivation,

intellectual stimulation and idealized influence (Bass, 1998) are values not

confined to a particular personality type or behavior. In fact, as observed in the

case of Naga, these values are somewhat functional. For instance, because

Robredo wanted to create an atmosphere of excellence, he drove others to

aspire to it by letting them share in his vision (communication); letting them do

what they could, the best way they knew how in order to achieve it (delegation);

and providing them with the necessary materials and resources to help them

actualize their goals (facilitation).

3. Political leaders have the capacity to build communities, not only through their

political will to implement activities relevant to the economic growth of their

communities, but more importantly by developing other individuals to become

leaders in their own right. If they are willing to share the responsibility of decision-

making, political leaders can use their authority to groom and mentor other

individuals, groups, and even the community itself, to become leaders. If a

political leader is agreeable to fostering the environment for the participation of

the constituency, building confidence among these individuals by encouraging

them to participate, and establishing the institutions through which they can

rightfully do so then, ultimately, these individuals will be able to lead.

4. Political leadership is not necessarily confined to one individual but could also

be attributed to the system of governance that includes the participation of other

stakeholders facilitated by one or a group of political leaders.

In the study of Novie Mae O. Octaviano (2014) entitled The Performance

of Barangay Officials in Local Legislation in Barangay Lambantong, Surallah

South Cotabato, it was found out that the barangay officials are effective as to

the status of implementation of resolutions, programs and projects. The same

result was found on the effectiveness of resolutions, ordinances, programs and

projects with regard to the time frame of implementation. The average time used

by the Sangguniang Barangay in implementing the resolution is only one to two

weeks that gave them an excellent rating. On the part of Barangay Officials of

Lambantong, the study reveals that the time frame in the implementation of

programs and projects was satisfactory. Majority of the respondents rated the

Barangay Officials high as to extent of efficiency in implementing programs and

projects. The study concludes, based on the findings of the study, that the

Barangay Council members are efficient in terms of efficiency in resolutions

passed. However they have low rating as regards to implementations of

barangay ordinance.

Peace and order has a vital role in the society, people should feel secured

to do their daily living. People need a stable and permanent place to live in where

everyone can work, enjoy and relax without fear. In the study of Mary Grace T.

Martinez(2014) entitled The Performance of PNP in Norala, SouthCotabato as

Perceived by the Barangay Officials, the following are the conclusions based on

the findings:

1. The respondents agreed that there is a high level of crime detection and

prevention among the PNP in Norala. The respondents also believed that

PNP Norala were aggressive in preventing, if not eradicating, the crimes in

the locality. Furthermore, the respondents also claimed that the policemen

are always seen outpost. The PNP strictly enforces law in the community;

therefore, they satisfy the needs of the residents in terms of security. The

respondents also perceived that the PNP in Norala are effective in

gathering first hand and confidential information relevant to crimes.

2. The respondents also perceived that the PNP in Norala received awards

for their accomplishments, and those accomplishments contribute in

maintaining the peace and order of the locality. They also conducted

seminars and campaigns against criminality, public awareness and

information dissemination.

3. The officials of different barangays did not agree that their religion, family,

educational attainment, occupation and gender can affect their perception

in giving responses towards the PNP performance in Norala, South

Cotabato. Aside from that, the respondents agreed that mass media and

their personal observation and experiences can affect their perception

towards PNP.

4. The respondents are highly aware about the functions, duties, and

responsibilities of the PNP in their locality. As a whole, the respondents

perceived that the PNP in Norala has a good and high level of

performance.

Economy serves as the very foundation of a country, region, province and

municipality. It depends on the leader on how he/she going to use the material

resources and properly allocate them to deliver goods and services to the

people. The study of Shiela Mae B. Panes (2011) entitled Economic

Development of Barangay Poblacion, Polomolok, South Cotabtao as Perceived

by Purok Officials draw the following conclusions:

1. The purok officials are aware of the economic development of Barangay

Poblacion, Polomolok, SouthCotabato.

2. The perception of the purok officials towards economic development of

Barangay Poblacion, Polomolok South Cotabato is influenced by the

following factors: personal experience/observation; mass media; barangay

and municipal officials; family; and friends. Of these factors, personal

experiences/observations has the most influence, while family has the

least influence.

3. The purok officials are aware of the following programs, projects, services

and facilities of Barangay Poblacion: Educational Programs, Employment

programs, Housing Programs, Infrastructure projects, Health Services,

Electricity facilities, Water facilities and Transportation facilities.

4. The purok officials believed that the various programs, projects, services

and facilities have contributed to the economic development of Barangay

Poblacion.

5. The purok officials are satisfied with the programs, projects, services and

facilities in Barangay Poblacion. This suggests that the Barangay officials

are performing well in the delivery and implementation of programs,

projects, services and facilities.

6. The economic development of Barangay Poblacion, Polomolok, South

Cotabato is very satisfactory.

Chapter IV

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents, analyzes and interprets the data gathered in this

study. The various results are presented in succeeding tables with corresponding

discussions and explanations. It also answers specific questions in chapter 1.

Table 1 shows the personal background of the respondents in terms of

gender, age, occupation and civil status.

Among the thirty (30) respondents, twenty five (25) of them were male

(83.33%) and five (5) were female (16.66%).

Table 1 also shows that majority of the respondents belonged to the 48-53

year old interval (40%). It was followed by 54-59 year old interval, 42-47 year old

interval, 60 and below year old interval, 36-41 year old interval, 30-35 year old

interval and 24-29 year old interval respectively.

Also, majority or 23 of the respondents were farmers (76%), 4 were

professionals (13.33%), 2 were businessman (6.66%) and 1 with vocational

course (3.33%).

Moreover, their civil status shows that 21 of the barangay councilors were

married (70%), 6 were widow/widower (20%), and 3 were single (10%).

Furthermore the number of barangay councilors that were gathered as

respondents from one of the six barangay is the same. Each barangay was

represented by five (5) barangay councilors with a total of thirty (30).

4.27, described as excellent. His performance in education, 4.67; health and

welfare, 4.43; both described as excellent. In livelihood and employment, 4.3;

The gathered data shows that barangay councilors has the same

satisfaction rate in peace and order and health and welfare that both got a

weighted mean of 4.3 described as much. Environment 4.07 and Education 4.5

weighed mean both also described as much. Livelihood and employment which

was the most satisfactory among the five (5) areas got the highest mean weighed

of 4.33, described as very much.

Table 5 shows the factors that led to the phenomenal success of Mayor

Diosdado G. Pallasigue as perceived by the barangay councilors.

The data shows that leadership traits and achievements (in terms of

projects, programs and awards) were the first factors both having the highest

weighed mean of 4.63 describes as strongly agree.

Moreover, campaign principles and performance in health and welfare

were the second factors both having the weighed mean of 4.53 described also as

strongly agree.

Furthermore, performance in livelihood and employment, 4.43; campaign

strategies, 4.37; performance in environment, 4.33; also these are described as

strongly agree.

Finally, performance in education, 4.6 and performance in peace and

order, 4.5 weighed mean, described as agree.

Table 6 presents the ranking where Mayor Diosdado G. Pallasigue

focuses more as observed by the barangay officials.

The gathered data shows that in the following areas; ranked first (1st) is

education having a weighed mean of 2.03, second (2nd) is health and welfare,

2.1; third (3rd) is peace and order, 3.1; fourth (4th) is livelihood and employment,

3.66 and fifth (5th) environment.

Meanwhile, barangay officials perceived that of all the factors that led to

the phenomenal success of Mayor Diosdado G. Pallasigue first (1st) is his

achievements (projects, programs and awards), 2.23; second (2 nd) is his

leadership traits, 2.46; third (3rd) is his performance in Peace in order, Health and

welfare, Environment, Education Livelihood and employment, 2.7; fouth (4th) is

his campaign strategies; and last is his campaign principles, 3.93.

Overall,

The result only suggests that leadership roles often have behavioral

effects towards student leaders who are serving in a certain university.

This result affirms the statements of Anderson and Lu (2013) that

leadership experience tends to give positive effects towards the student leaders

in terms of their emotional and social skills.
