In Puerto Rico a power company lineman position gets, on a weekly basis, $12,761.60, $400 meal allowance and
$1,660 for accommodations. Plus an overtime rate of $478.56/hr.

Under the Whitefish Energy contract:


$227.88/hr for a journey lineman
$319.04/hr for a lineman
$330.00/hr for a site supervisor
$462.00 for a supervisor
$332.00 nightly accommodation fees per worker
$80.00 a day for food per worker

Whitefish Energy, a tiny 2 year old company from Montana, that only had 2 full time employees at the time that hurri-
cane Maria hit Puerto Rico, has been awarded a $300 million contract to repair and reconstruct the islands crippled
electrical infrastructure. The contract is for up to 2 years of work
Interior Secretary Ryan Zinke and Whitefish chief executive, Andy Techmanski are from the same hometown and
acknowledge knowing one another. Zinke was a Montana congressman from 2015 to 2017.
As of October 23, 2017, Whitefish had 280 workers in the Puerto Rico, using linemen from across the country the U.S.
mainland, most of them as subcontractors, and that number grows on average from 10 to 20 people a day.
Puerto Rico's power authority, PREPA, hired Whitefish instead of activating the mutual aid arrangements it has in
place with other utilities. The mutual aid arrangements has for years helped many U.S. utilities to recover quickly af-
ter a natural disaster by pooling assistance from other utility companies.
The unusual decision to instead hire a tiny for-profit company is drawing scrutiny from Congress.
The fact that there are so many utilities with experience in this and a huge track record of helping each other out, it is
at least odd why [the utility] would go to Whitefish, said Susan F. Tierney, a former senior official at the Energy Depart-
ment and state regulatory agencies. Im scratching my head wondering how it all adds up.
Zinkes office said he had no role in Whitefish securing the contract for work in Puerto Rico. Techmanski also said Zin-
ke was not involved.
The scale of the disaster in Puerto Rico is far larger than anything Whitefish has handled. The company has won two
contracts from the Energy Department, including $172,000 to replace a metal pole structure and splice in three miles of
new conductor and overhead ground wire in Arizona. (Cont. on page 4)

Residential homeowners associations are required to preserve the integrity of the declaration of covenants and re-
strictions.

Florida law requires that this process be undertaken within thirty (30) years of the date of its original recording. The failure
to take such action prior to the expiration of the thirty (30) year time will result in the expiration of the covenants.

Should the thirty (30) years pass without the proper preservation process being undertaken and recorded, the association
risks the likelihood that the declaration has expired.

If an Associations covenants and restrictions, such as the Declaration, By-laws, and Articles of Incorporation are deemed
unenforceable because they expired due to MRTA, homeowners will no longer be compelled to act in accordance with the
Declaration, and may stop paying their assessments.

If the Declaration has expired the Association will not be able to impose fees, file liens, and collect assessments. This may
lead to the Association going bankrupt.

The APV Master Board of Directors has a fiduciary duty to the members to insure that covenants and restrictions do not
expire. If the covenants and restriction have expired the blame falls squarely on the Master Board of Directors.

Poinciana homeowners do not have a voice, because their voting power is severely diluted by Avatars corporate clout
special Declarant Rights deliberately written into APVs governing documents by attorneys working for the developer.

But housing consumers and a growing number of policy makers across the U.S. have come to recognize the spin. They
know that association-governed communities very seldom operate in a democratic, transparent manner.
Thats why many are watching closely the lawsuits filed against APV.

Puerto Rico has 2,400 miles of transmission lines across the island, and 30,000 miles of distribution lines with 300 sub-
stations.
The White House said that the federal government had no involvement in the decision to award a $300 million contract
to help restore Puerto Rico's power grid to a tiny Montana company in Interior Secretary Ryan Zinke's hometown.

The administration is seeking to distance itself from the issue amid a growing number of investigations and a biparti-
san chorus of criticism from Capitol Hill.
Congressman Luis V Gutierrez is asking for an investigation by the FBI. (See video below)
Last, but not least, no one is allowed to audit or review the cost and profit elements of the labor and rates of the con-
tract. See the last paragraph of Article 59.1 below.

On Sunday, October 29, Puerto Rico Gov. Ricardo Rossell called for the immediate cancellation of the contract be-

It is Time to Make Your Medicare Choices for 2018


The open enrollment period Medicare choices has started. Making the right choice could
save you hundreds of dollars a year.

The process is complicated, the government tries to simplify the process.

Remember that plans change from year to year. Being a smart shopper can save you hun-
dreds of dollars.

You have to decide between original Medicare, and Medicare Advantage.

Here are some issues to consider.

Original Medicare (Parts A and B)


Pros
You have more choices for doctors and hospitals.
You don't need referrals for specialists.
Coverage is not limited to your local region.

Cons
If you have serious medical conditions, your out-of-pocket costs could be higher.
Separate plans to cover drug costs and other health expenses can add complexity to your health care arrangements.

Medicare Advantage (Part C)

Pros
One-stop shopping, there is no need to get separate drug or supplemental policies in most plans.
Some plans cover dental, vision and hearing.
A primary care physician may coordinate your overall health care needs.

Cons
You may have to pay more for out of network doctors.
You may need referrals to see specialists.
Plans are difficult to compare, as no two are the same.

If you are in original Medicare, you can consider purchasing supplemental insurance, or Medigap. Medigap covers
some or most out-of-pocket expenses that parts A and B don't, including hospital deductibles and 20 percent doctor
visit coinsurance. However, average premiums are more then $2,000 a year.

Resources

Medicare.gov. This is the official website for Medicare. Get information about the program and find providers. On the
home page, select Find health and drug plans to compare Medicare Advantage plans available in your area.

MyMedicare.gov. This website can help you manage your Medicare account. It also has a live chat available at any time.

Medicare Savings Programs. These help low-income beneficiaries pay for some part A and B costs. Learn more at
Medicare.gov/your-medicare-costs and click on Get Help Paying Costs. To apply, contact your state Medicaid office.

State Health Insurance Assistance Programs (SHIP). SHIPs are free health-benefits counseling services for Medicare
beneficiaries and their families, friends and caregivers. Each state has its own SHIP website; you can find yours at
shiptacenter.org. Services include free counseling at workshops or over the phone.

Note: If you have primary medical coverage, secondary medical coverage, and/or prescription drug cover through an
employer or previous employer (retired) make sure to check with them before you do anything with Medicare.

Remember, be a smart shopper and compare because each Medicare Advantage Plan representative will try to con-
vince you that their plan is the best.

New Medicare Cards Coming Soon

To fight fraud, the government is removing your personal information from your Medicare card.

Congress has come up with a way to make it harder for Medicare scammers to steal your ID and rip you off. New Medi-
care cards will be issued that don't include your social security number, gender or signature.

The new cards will have an 11 digit medical number.

The new cards start going out in the mail on April 1, 2018.

The new cards will make it harder for criminals to steal your identity.

Scammers are already using the moment to target people who will be getting the new cards.

Rip off artist are calling beneficiaries, pretending to be from Medicare.

Medicare will not call you, the new cards are free and will be issued automatically.

If someone calls pretending to be from Medicare, they will try to scare you into providing personal information.

Three common pitches from scammers are:


1. You're asked for your social security number and bank information so you can get the new card. Hang up.

2. You're asked to pay for your new card. Hang up.

3. You're told you'll lose your Medicare benefits if you don't give them money and personal information right now.
