1. Name of the Society shall be: Bishnupur Utsav Samiti


2. The registered office shall be situated at : Office of Bishnupur Utsav Samiti,

3. The Objects for which such society is established is:-
to conduct annual Bishnupur Mela and or Utsav,
to conduct annual Bishnupur Sanskritik O Paryatan Utsav
under the Bishnupur Utsav Samiti By-Laws, 2009
The income and properties of the society whatsoever derived or obtained shall be
applied solely towards the promotion of the object of the society and no portion
thereof shall be paid to or divided amongst any of its member by way of profits.

Regulation of Bishnupur Utsav Samiti


Unless the context otherwise requires words and expression contained in these regulation
which is titled as Bishnupur Utsav Samiti By Laws, 2009, shall bear the same meaning as in
the West Bengal Societies Registration Act, 1961 or any other statutory modification thereof.
Bishnupur Utsav Samiti By-Laws, 2009

Chapter-I
Preliminary

1. Short title: These By-Laws may be called as the Bishnupur Utsav Samiti By-
Laws, 2009.
Short title 2. In these By-Laws:-
(a) Governing Body: It means and includes core committee for organizing annual
Bishnupur Mela and Bishnupur Sanskritik O Paryatan Utsav, whose
members are included as per notification by the Government of West Bengal
and shall include Sanchalok of Upa Samities as may be elected by prescribed
manner.
(b) Mela: It means and includes Bishnupur Mela and usually is organized from
23rd December to 27th December in each year at the place decided by Utsav
Samiti.
(c) Utsav: It means and includes Bishnupur Sanskritik O Paryatan Utsav,
annually organized in Bishnupur.
(d) Utsav Samiti: It means and includes the general body of Bishnupur Utsav
Samiti, a registered autonomous body formed under the Bishnupur Utsav
Samiti By Laws, 2009.
(e) Utsav Samiti Fund: Funds vested or raised or acquired or allotted by
Government or local bodies or private institutions/ individuals to conduct
Mela and or Utsav and or Utsav or incidental or coincidental in connection
with conduct of Mela and or Utsav and or Utsav.
(f) Members: The Bishnupur Utsav Samiti shall have three types of members as
noted below.
Definition
i. Ex-officio members: By virtue of holding office, they are included in
holding office of the Bishnupur Utsav Samiti as mentioned in schedule-I
and shall not have voting rights save except the resident representative of

ii. Primary members: The primary members are those who resolve to
constitute the Bishnupur Utsav Samiti, as individual personal entity and
mentioned in schedule I(A)

iii. Nominated members: Those members are nominated by the Chairman,

Utsav Samiti and would form Schedule II.
(g) Patrons: Beside members, the Utsav Samiti shall have patron having similar
status of ex-officio member in schedule 1(B).
(h) Upa Samiti: A subordinate committee to Utsav Samiti formed to undertake
specific duties to conduct the Mela and or Utsav.
Chapter-II
General Body of Utsav Samiti
3. The Utsav Samiti is registered society formed under the West Bengal Societies Nature of
Registration Act, 1961 to conduct annual Bishnupur Mela and or Utsav under the Utsav Samiti

4. The general body of Utsav Samiti is comprised of the following ex-officio,
primary and nominated members-
(i) Ex-Officio Members: The names and offices of the ex-officio members

having no voting rights are shown in Schedule I. of Utsav
Samiti
(ii) Primary Members: The names of primary members having voting rights, are
shown in Schedule-I (A).
(iii)Nominated Members: The names of nominated members having voting rights,
are shown in Schedule-II will include only who shall be nominated by the
Chairman, District Planning Committee, Bankura from time to time not
exceeding fifty (50) in number for a period of five (5) years or such other
period at the pleasure of by the Chairman, District Planning Committee.
5. The Chairman of Utsav Samiti shall exercise the following powers over the Utsav
Samiti:
(i) He shall have general power of supervision in respect of financial and
administrative matters relating to conduct of Mela and or Utsav.
(ii) He may call or cause to be called from a Utsav Samiti such information,
report, register or records as may be deemed fit in respect of conduct of
Mela and or Utsav and shall recommend for appropriate actions to the Utsav
Samiti. Power of

(iii) He shall, upon the proposal of the Secretary of Utsav Samiti, save and Utsav Samiti
except any specific government orders and rules, may requisition service of

staffs and officers, premises, instruments etc of any local bodies or


government or government.
(iv) He shall suspend or supersede the execution of any resolution of Utsav
Samiti, if such Committee works contrary to the By-Laws, rules and acts the
State of West Bengal.
Provided that the Chairman shall exercise the powers under sub-section (i), (ii),
(iii) and (iv) of section 4 through the Executive Chairman of Utsav Samiti.

Provided that the Executive Chairman may delegate any of his powers to his
resident representative mentioned in Schedule I.
6.(1) The Utsav Samiti at its first meeting at which a quorum is present, elect in

prescribed manner, one of its members to be the Treasurer of Utsav Samiti. Treasurer of

(2) The meeting to be held under sub-section (1) of Section 6 shall be convened by
the Executive Chairman or his resident representative in consultation with
Chairman of Utsav Samiti in prescribed manner.
(3) The Treasurer shall subject to the provision mentioned in By-Laws, hold office
for a period of five years from the date of election.
(4) When:-

(i) the office of the Secretary falls vacant by reason of death, resignation,
removal or otherwise or
(ii) the Secretary is by reason of leave, illness or other cause, temporarily
unable to act
the Treasurer shall exercise the powers, perform the functions and
discharge the duties of the Secretary until a new Secretary assumes office or
until the Secretary resumes his duties, as the case may be.
(5) When:-
(i) the office of the Treasurer falls vacant by reason of death, resignation,
removal or otherwise or
(ii) the Treasurer is by reason of leave, illness or other cause, temporarily
unable to act
the Secretary shall exercise the powers, perform the functions and
discharge the duties of the Treasurer until a new Treasurer is elected and
assumes office or until the Treasurer resumes his duties, as the case may be.
(6) When, the offices of the Secretary and the Treasurer are both vacant, or the
Secretary and the Treasurer are temporarily unable to act, the Executive
Chairman in consultation with the Chairman of Utsav Samiti may appoint for a
period not exceeding 6 (Six) month, a Secretary and a Treasurer from among
the members of Utsav Samiti to act until a Secretary or a Treasurer is elected
and assumes office.
7.(1) The Utsav Samiti shall hold general body meeting as frequently as possible.

Provided that the first meeting of a newly constituted Utsav Samiti shall meeting of

Provided that in case of ordinary meeting, the Secretary of Utsav Samiti


shall convene the general body meeting shall send the notice with the least 7
(seven) days before the time fixed for such meeting and no business shall be
brought before or transacted at any meeting, other than the business of which

notice has been given, except with the approval of the majority of the members
present at such meeting:
Provided that if the Secretary of Utsav Samiti thinks that a situation has
arisen for which an emergent meeting of general body should be called, he may
call such meeting in consultation with the Chairman and Executive Chairman of

Provided further that not more than one matter shall be included in the list
of business to be transacted at such meeting.
(2) All questions coming before the Utsav Samiti shall be decided by a majority of
votes.
Provided that in case of equality of votes the person presiding shall have a
second or casting votes.
(3) The Utsav Samiti shall place for deliberation, suggestion and approval in its
general body meeting and record in resolution book:
(a) the control and administration of Utsav Samiti Fund established under
this By-Laws and the receipts and expenditures statement of Utsav Samiti
of previous year;
(b) the budget/ supplementary budget of Mela and or Utsav for the current
year;
(c) the latest report on the audit of accounts of Utsav Samiti;
(d) such other business relating to the affairs of Utsav Samiti;
(e) the annual action plan and perspective plan, incidental or coincidental
to conduct of Mela and or Utsav and its development;
(f) implement schemes for economic development and promote social
justice as may be drawn up by, or entrusted upon it;
(g) sanitation, conservancy and drainage and prevention of public
nuisances in connection with conduct of Mela and or Utsav;
(h) supply of drinking water and cleaning and disinfecting the sources of
supply and storage of water;
(i) the maintenance and protection and repair of the land and building or
other property vested in it;
8. (1) The Secretary of Utsav Samiti shall be responsible for taking necessary

action on the decisions arrived at in the meetings of the Utsav Samiti and shall functions and
duties of

progress of various development activities in connection with the conduct of Utsav Samiti
Mela and or Utsav and also with the problems and difficulties, if any,
experienced in the working of the Bishnupur Utsav Samiti from time to time.

(2) The Secretary of Utsav Samiti shall obtain sanctions and decisions of the
Chairman

Utsav Samiti and recommendation of its Upa-Samitis and on matters falling


within the powers of the Secretary.

(3) The Secretary of Utsav Samiti shall submit a quarterly statement of
accounts to the Aurtho-O-Parikalpana Upa-Samiti and such statement of
accounts shall, after audit and verification by such Upa-Samiti, be laid before

the Utsav Samiti.


(4) All correspondences of the Utsav Samiti shall normally be carried on by
the Secretary of Utsav Samiti, except the notice of the meeting of Upa-Samiti,
which will bear the signature of the Sanchalak of concerned Upa-Samiti. The
correspondence shall bear the emblem of Bishnupur Utsav Samiti mentioned
in Scheduled III.
(5) The Secretary of Utsav Samiti shall
a) have the custody of the records of the Utsav Samiti;
b) exercise administrative control and supervision over the office of the
Utsav Samiti, the staffs borne on the establishment of the Utsav Samiti
and such officers or other employees serving under the State Government
as it may place at the disposal of the Utsav Samiti;
c) sign the cash book and examine the Utsav Samiti Fund Pass Book
issued by the Bank from time to time;
d) be responsible
(i) for the proper maintenance of accounts of the Utsav Samiti,
(ii) to the Executive Chairman of Utsav Samiti and through him to
the Utsav Samiti for the management of the office of the Utsav
Samiti,
(iii) for securing co-ordination in all matters relating to the execution
of schemes and works approved by the Utsav Samiti;
(e) issue necessary directions for the execution of the schemes and works
according to the orders of the Utsav Samiti;
(f) obtain progress reports from the Upa-Samitis about the execution of
such works relating to conduct of Mela and or Utsav and submit the same
to the Utsav Samiti or Executive Committee or Upa-Samitis of Utsav
Samiti with his comments.
(6) The Secretary of Utsav Samiti shall jointly with the Treasurer of Utsav Samiti
be responsible to the Utsav Samiti and its Upa Samitis in all matters relating to
(a) budget,
(b) contributions and grants made by the Central or the State Government
or by any local authority,

(c) loans,
(d) custody of the Utsav Samiti fund in Bank,
(e) receipts on account of public contributions, tolls, rates and fees levied
by the Utsav Samiti and all other sums received by or on behalf of the
Utsav Samiti,

(f) progress of expenditure,
(g) framing of by-laws, and;
(i) imposition of fines and penalties by the Utsav Samiti.
(7) The Secretary of shall call the meetings of the Utsav Samiti. The list of
business to be transacted at every meeting of the Utsav Samiti shall be prepared
by the Secretary under the guidance of the Chairman/ Executive Chairman of the
Utsav Samiti.

(8) The Secretary of Utsav Samiti shall attend the meetings of the Utsav Samiti
and cause to record attendance and resolution. He shall also attend the meetings of
the Upa Samitis of the Utsav Samiti as far as possible. Besides Secretary, the
Treasurer of Utsav Samiti will attend the meeting of Utsav Samiti including Upa-
Samitis.
(9) The Secretary of Utsav Samiti with the previous permission of the Chairman
of Utsav Samiti shall, on request, supply any information or make available for
perusal any record to any member of the Utsav Samiti or any of its Upa-Samiti or
any member of public.
(10) It shall be the duty of the Secretary of Utsav Samiti for the purpose of the
preparation of the budget of the Utsav Samiti to collect, in consultation with the
various Upa-Samitis, necessary figures of probable receipts and expenditure of
the Utsav Samiti under various heads for conduct of Mela and or Utsav. He shall
cause to draw up a draft budget in the prescribed form with explanatory notes and
circulate copies thereof to the members of the Artha-O-Parikalpana Upa Samiti at
least three days in advance of the date fixed for consideration of the draft budget
by the Artha-O-Parikalpana Upa Samiti. The draft budget of Utsav Samiti
together with the recommendation of the Artha-O-Parikalpana Upa-Samiti shall
then be placed by the Secretary before the Utsav Samiti for adoption.
(11) At least two months in advance of the date prescribed for the preparation of
the budget of an Upa-Samiti the Secretary of Utsav Samiti shall put up before the
Artha-O-Parikalpana Upa Samiti of the Utsav Samiti proposals indicating the
resources which the Utsav Samiti can make available to each Upa-Samiti during
the budget year. The proposals with the recommendations of the Artha-O-
Parikalpana Upa Samiti shall then be placed by the Secretary of Utsav Samiti at a
meeting of the Utsav Samiti and on the recommendations of such Upa Samiti
being accepted by the Utsav Samiti, each Upa-Samiti shall be informed

accordingly to enable it to prepare its budget.


(12) On receipt of the budget from the Upa-Samitis, the Secretary of Utsav Samiti
shall scrutinize it and place it before the Artha-O-Parkalpana Upa-Samiti of the
Utsav Samiti. The budget with the recommendations of the Artha-O-Parikalpana
Upa Samiti shall then be placed by the Secretary before the Utsav Samiti for its
approval.

(13) The Secretary of Utsav Samiti shall inspect the institutions under the
management of the Utsav Samiti and any work undertaken by the Utsav Samiti or
a Upa-Samiti thereof.. The Executive Officer shall submit reports of his
inspections before the Utsav Samiti.
9. The Treasurer or any member of Utsav Samiti may resign his/her office by Resignation
by
notifying in writing his/her intension to do so to the prescribed authority and on Secretary

such resignation being accepted the Secretary or the Treasure or any nominated Treasurer

member of Utsav Samiti shall be deemed to have vacated his office. Upon the or any
nominated
resignation so accepted the Executive Chairman shall communicate it to the member of
Utsav

10. The Treasurer of Utsav Samiti shall be removed by a resolution passed only when

not less than two third (2/3rd) majority of total number of members holding for the Utsav
Samiti
office for the time being.

Chapter-III
Constitution of Upa-Samiti(s) of Utsav Samiti
11. (1) The Utsav Samiti shall have the following Upa-Samitis (Sub-Committees):
a. Aurtho-O-Parikalpana Upa-Samiti (Finance and Planning Sub-
Committee).
b. Moncho Sajja-O-Pradarsani Upa Samiti (Stage and Exhibition Sub-
Committee).
c. Sanskriti Upa-Samiti (Cultural Sub-Committee)
d. Abarthana, Abasan-O-Athithiyata Upa-Samiti (Reception,
Constitution
Accommodation and Hospitality Sub-Committee) of Upa-
e. Khadya Upa-Samiti (Food Sub-Committee) Samitis of
Utsav Samiti
f. Paribahan-O-Prachar Upa-Samiti (Vehicle and Publicity Sub-Committee)
g. Swarinika Upa Samiti (Souvenir Sub-Committee)
h. Swastha-O-Paribesh Rakha Upa-Samiti (Health and Environment
Protection Sub-Committee)
i. Sechasevak Upa Samiti (Volunteers Sub-Committee)
(2) An Upa-Samiti (Sub-Committee) shall consist of following members namely,
a. The Secretary and Treasurer of Utsav Samiti will be ex-officio members.

b. Not less than eight (8) and not more than fifteen (15) nominated members
of General Body of Utsav Samiti shall be selected in prescribed manner by
the General Body of Utsav Samiti among themselves.
c. Such other ex-officio members as may be prescribed in schedule IV.
d. Such other primary members as may be resolved by Utsav Samiti.
(3) No nominated members other than Secretary and Treasurer shall be member
of more than two (2) Upa Samitis.

(4) A nominated members or primary members after due selection in Upa Samiti
shall function for period of five years or for so long as he continues to be a
member of General Body of Utsav Samiti, which ever is earlier.

(5) The meeting of the Upa Samiti shall be held in place at such time and in such
manner as may be prescribed.
12. (1) The Upa Samiti shall exercise such power, perform such functions and Power

discharge such duties as may be prescribed or as may be assigned to it by Utsav functions
of Upa-

13. There shall be separate Upa-Samiti subordinate to Bishnupur Utsav Samiti for

selection of artists for Bishnupur Parjaton-O-Sanskritic Utsav comprising of


following members:1) MD, WBTDC Ltd: Member-Convener; 2) Representative
of District Magistrate, Bankura or his representative not below the rank of ADM,
3) Sub-Divisional Officer, Bishnupur, 4)Director of Culture, Deptt. of I & CA /
his representative 5) Director of Tourism/his representative, 6) Directorate of
Micro & Small Scale Enterprise/ his representative, 7) the Commissioner of
Textiles/ his representative as per notification of the Tourism Department,
Government of West Bengal.
14. (1) The selected members of Upa-Samiti shall select, in such a manner as may be Selection

(2) The Sanchalok of each Upa-Samiti shall convene the meeting of Upa-Samiti
and record the deliberation in resolution book.
(3) Notwithstanding anything contained in the section, the Sanchalok of Upa
Samiti shall under general supervision and guidance of the Secretary of the Utsav
Samiti:-
(a) prepare the list of business to be transacted and convene the meeting of

Chapter-IV
Constitution, duties, function of Governing Body
18. (1) The Utsav Samiti shall have Governing Body and shall consist of following Governing

(d) The Secretary of Utsav Samiti shall be the Secretary of Governing
Body.
(e) Such other ex-officio and nominated members as may be prescribed.
(2) The Secretary of Utsav Samiti in consultation with the Chairman of Governing
Body shall convene meeting and cause to record the deliberations in resolution

book. The Secretary shall cause to prepare the list of business to be transacted and
convene the meeting of Governing Body after due notice to be served before 7
days for ordinary meeting or 3 days for urgent meeting to all members of
Governing Body of Utsav Samiti. Half of the total members shall form quorum.
However no quorum shall be required for adjourned meeting.
(3) The Governing Body shall exercise power, control, supervise and coordinate
the duties, functions and responsibilities of Upa-Samitis.
(4) The Governing Body shall recommend for insertion or abridge or deletion of
the provision of this by law to the Department of Tourism, Government of West
Bengal for consideration.
(5) The Department of Tourism, Government of West Bengal reserves the rights
to include and or remove from Governing Body and or fix the tenure of the
member(s) of Governing Body by due process of law.
(6) Any member of Governing Body may tender his resignation to the Chairman
of Governing Body of Utsav Samiti and upon acceptance by the Government;
such member ceases to be member of Governing Body.

Chapter-V
Property and Fund of Utsav Samiti
19. The Utsav Samiti shall have power to acquire, hold and dispose of property and Property of

20. The Utsav Samiti shall constitute a fund bearing the name of Bishnupur Mela and

(a) contributions and grants, if any, made by the Central or the State Fund
Government;
(b) contribution and grants, if any, made by the Zilla Parishad or any other
local authority;
(c) loans, if any, granted by the State or Central Government or raised by
the Utsav Samiti of its assets;
(d) all receipts on account of public contributions, tolls, rates and fees
levied by it;
(e) all receipts in respect of sale of tickets of Yatra Competition, entrance
to Mela and or Utsav etc.
(f) interest accrued through any deposit in scheduled commercial banks.
(g) all sum received as gifts or contributions and all income from any trust
or endowment make in favour of Utsav Samiti.
(h) such fines or penalties imposed and realized under the provisions of
this By-Laws made thereunder, as may be prescribed.
(i) all other sums received by or on behalf of Utsav Samiti.
Provided further Utsav Samiti shall collect such receipts only by issuing printed
receipt under seal and signature of treasures in form-6.
21. The Utsav Samiti set apart and applies annually such sum as may be required to
meet the cost of its own administration and incidental expenditure for organizing
Mela and or Utsav.

22. The Utsav Samiti shall have the power to spend such sum as it thinks fit for
organizing the Mela and or Utsav within its budgetary allocation.
23. The Utsav Samiti fund shall be vested in the Utsav Samiti and balance to the
credit of the fund shall be kept in safe custody of scheduled commercial bank or
invested in any securities specified under section 20 of the Indian Trust Act, 1882.
24. Subject to such general control as the Utsav Samiti may exercise from time to Cheque
payment
time, all orders and cheques for payments from Utsav Samiti fund shall be signed from Utsav
Samiti
jointly by Secretary and Treasurer of Utsav Samiti. The Secretary and Treasurer of Fund
Utsav Samiti shall sign cash book, keep record of vouchers, bills, pass book and
prepare statement as required.

25. The Utsav Samiti shall, at such time and in such manner as may be prescribed Preparation

27. The Utsav Samiti upon the recommendation of Aurtho-O-Parikalpana Upa-Samiti Supplemen
tary budget
and Executive Committee may approve the supplementary budget in specially

28. The Utsav Samiti shall keep such accounts and such form as may be prescribed
under Section 15 (1) (a), (b) of the West Bengal Societies Registration Act 1961. The
accounts shall be audited by duly qualified auditor as stated in section 15(2) of the
West Bengal Societies Registration Act 1961.
Chapter-VI
Establishment of Utsav Samiti
29. The Secretary of Utsav Samiti upon the resolution of Utsav Samiti may propose Requisition
of Staffs to
to the Chairman of Bishnupur Utsav Samiti, to requisition such service of Staff, such Utsav Samiti
premise and such instrument of local bodies and government, as would be required
for conduct of Bishnupur Mela and or Utsav. Upon such proposal and
recommendation of the Chairman of Bishnupur Utsav Samiti, the Executive
Chairman, subject to specific and general rule as contain therein and general
prudence, may requisition the service of staffs and officers, premises and instruments
as would be required for conduct of Bishnupur Mela and or Utsav.
Provided that the Executive Chairman may delegate such power of requisition to
his resident representatives as mentioned in Schedule I
Provided that Utsav Samiti may provide meal/ tiffin or meal/ tiffin charges if such
requisitioned staffs are required to perform duties beyond office hours, in addition to
their normal duties.
30. In case of any inadequacy of service of staff so requisitioned or gross negligence

at approved rate and also can hire instruments/ premise for smooth conduct of worker by

32. The Secretary of Utsav Samiti shall bear the administrative expenditure out of
budget provision.
33. Subject to the provisions of the sections 24 and 27 of the West Bengal Societies
Registration Act, 1961 or any other statutory modifications thereof, the society may

be dissolved by a resolution to that passed by 3/4th members of the at General
meeting. The said meeting shall also decide the manner of disbursement of the funds
and assets of the Association, if any after dissolution.

Annexure-I
General guideline for selection of Artists for cultural programme

Save and except the specific direction as may be issued by Utsav Samiti and the
budgetary provision, the Sanskriti Upa-Samiti (Cultural Sub-Committee) shall adhere the
following broad guidelines for selection of cultural programme and artists.
1. In each day such cultural programme shall start from 4.00 pm and shall

complete by 10.00 pm in each stage (i.e. Ramananda Moncho, Jadu Bhatta


Moncho and Gopeswar Moncho). Such cultural programme excepting the
two Yatra shows (each of 180 minutes duration) shall not exceed 1440
minutes.
2. The profile of performance for cultural programme shall be selected in the
following manner:

3. Out of 1440 min of cultural performance, the Utsav Samiti shall allot 60 min
performance of Song and 60 min performance of Dance each to Visva-
Bharati University, Santiniketan and Rabindra Bharati University, Kolkata.
The Utsav Samiti shall send such requisition specifying the time slots for

each category to the Vice Chancellors of both the University for Selection of
artists within the allotted slots.
4. The Sanskriti Upa-Samiti (Cultural Sub-Committee) subject to approval of
Utsav Samiti can select commercial artists for 450 min. performance only.
5. The Sanskriti Upa-Samiti (Cultural Sub-Committee) shall select armature
artists for 750 min. duration from the application made within prescribed
period. Such selection process should be transparent, impartial and free from
all prejudice. Among the applicants for each category and sub-category, the
artists shall be selected based on past performance, general repute and
performance in coherence to the theme/ cultural objective of Bishnupur Mela
and or Utsav.
6. After the selection of performance/ artist and approval of Utsav Samiti, the
Sanskriti Upa-Samiti (Cultural Sub-Committee) shall publish the date wise

list artists specifying time slot in each Moncho at least 15 days before the
first day of Mela and or Utsav.

7. The artists so selected for performance shall be paid TA/DA or Consolidated


honorarium as per government rate (i.e. rates prescribed by Department of
Information and Culture, Government of West Bengal and/or the Eastern
Zonal Cultural Centre, Kolkata). However, in absence of any specific rate,
such honorarium for artist shall be fixed by the Aurtho-O-Parikalpana Upa-
Samiti (Finance and Planning Sub-Committee) and approved by the Utsav
Samiti.
8. Save and except the cultural troupe send by the government, universities, the
Utsav Samiti shall not bear food/ lodging/ transport expenditure as may be
incurred by the artists.
Annexure-II
General guideline for construction and allotment of stalls/ space for hawkers

Save and except the specific direction as may be issued by Utsav Samiti and the
budgetary provision, the Moncho Sajja-O-Pradarsani Upa Samiti (Stage and Exhibition Sub-
Committee) shall adhere the following broad guidelines for construction and distribution of stalls
in Mela.
1. The Mela ground shall consist of as many as pavilions, namely, i) DIC
pavilion, ii) Victoria pavilion, iii). Government pavilion, iv). Bangaler Mukh
pavilion, v) Commercial pavilion, vi) Food Park pavilion, vii) Administrative
pavilion, viii) any other pavilion as may be specified by Utsav Samiti in
consistent of the theme of Mela and to accommodate stalls under such
pavilions.
2. Each pavilion shall have following number of stalls as follows.

Provided that requisition of stalls by various offices of Central/ State
Government should place the requisition with specific dimension for stalls
one month before the commencement of Mela.
Provided further that each stall shall normally be of 10ft X 10ft.

3. The concerned Department/ Offices/ agencies shall reimburse the cost of


stalls and other incidental expenditure within 60 days from date of dispatch
of the bill.
4. Each stall contain two tube lights (2), two (2) tables, four (4) Chairs and
provision for further plug points be made upon specific request. The
concerned Department/ Offices/ agencies shall be responsible for interior
decoration and the Utsav Samiti shall decorate outside the stall.

5. Sub-lease of stall is strictly prohibited.
6. The hawkers shall be accommodated in designated corner subject to payment
of prescribed fees against the printed receipt and on first come first serve
basis. Unauthorized hawking is strictly prohibited.
7. The Agencies engaged for construction of stalls/ stages/ fencing/ gate etc
shall handover the constructions two (2) days before the commencement for
Mela so that police authority shall take charge of Mela ground.]

8. Unless otherwise mentioned, the Mela shall start from 3.00 pm and end at
10.00 pm. The power supply of interior lighting will be snapped by 11.00 pm
each day.
9. Unless otherwise mentioned, all the three stages (i.e. Ramananda Moncho,
Jadu Bhatta Moncho and Gopeswar Moncho), shall be sufficiently spacious
and strong to accommodate all kinds of performance. The concerned
agencies shall be responsible for any construction defects leading to any
accidents/ unwarranted incidents.
10. After each day of Mela, in the following day, between 9.00 am to 10.00 am,
the Mela ground shall be made cleaned and litter-free. Sufficient number of
garbage bin to be arranged to keep the Mela ground clean. Moreover,
sufficient number of temporary toilets/ urinals and source of drinking water
be made for public convenience.
Annexure-III
General guideline for press management
Save and except the specific direction as may be issued by Utsav Samiti, the accounting
procedure for press management shall be done as follows.
1. The Secretary, Utsav Samiti shall cause to prepare the Press release and
Schedule of Cultural Programme with the help of Paribahan-O-Prachar Upa-
Samiti and Sanskriti Upa-Samiti at least 15 days advance to commencement

of Mela and or Utsav. Such press release shall be signed by the Chairman
and Executive Chairman of Utsav Samiti and such Schedule of Cultural
Programme jointly by the Sanchalok of Sanskriti Upa-Samiti and the Sub-
Divisional Information and Cultural Officer. The Secretary of Utsav Samiti
shall arrange to reproduce sufficient copy of Press release and Schedule of
Cultural Programme for distribution to media personnel.
2. Unless otherwise mentioned by Utsav Samiti, the Press Meet shall be hold
only in Bishnupur. Such Press Meet shall be arranged at least 10 days before
the commencement of Mela and or Utsav by the Secretary, Utsav Samiti in
assistance with District Information and Cultural Officer and Sub-Divisional
Information Cultural Officer.
3. No TA/DA shall be paid by the Utsav Samiti to the media personnel for
attending the press meet.
4. The Secretary of Utsav Samiti shall arrange to distribute the folder
containing pen, paper, press release, schedule of cultural programme and
budget statement for current year Mela and or Utsav, to each media
personnel as may be present in the press meet.

5. The Secretary of Utsav Samiti shall also inform the date/ venue for
distribution of Press Pass/ vehicle permit for coverage of Mela and or Utsav

and facilities available in press corner for media persons.


Annexure-IV
Accounting procedure of Utsav Samiti Fund

Save and except the specific direction as may be issued by Utsav Samiti, the accounting
procedure for Utsav Samiti fund shall be maintained as follows.
1. The Secretary, Utsav Samiti shall maintain cash book, cheque book, cheque
issue register, advance register, money receipt, vouchers, stock register and
seal etc in his custody and also preserve papers as would be required for
audit.
2. The Secretary, Utsav Samiti shall with the approval of Utsav Samiti can
appoint any member of Utsav Samiti for obtaining assistance in writing cash
book and help him in maintaining accounts for Mela and or Utsav.
3. On receipt of any bill, the Secretary, Utsav Samiti on satisfaction of work
done certificate, estimated amount, stock entry certificate and budgetary
provision shall pass the bill by affixing the seal Pass for Payment under his
signature and A/C Payee cheque shall be issued jointly signing with
Treasurer.
4. On entering the expenditure in cash book, such voucher and sub-vouchers
shall be cancelled by affixing the seal Paid and cancelled with the signature
of the Secretary of Utsav Samiti. Such vouchers should be systematically
numbered and preserved for audit.
5. The Secretary of Utsav Samiti upon his satisfaction and application can make
advance to any member of Utsav Samiti for undertaking any specific works

as mentioned in application. However, on taking the advance, such person


shall sign in the advance register and such advance shall be adjusted within
30 (thirty) days from taking advance.
6. On completion of each days transactions, the Secretary, Utsav Samiti shall
jointly with Treasurer of Utsav Samiti affix their signature in each page of
cash book.
7. On completion of each calendar month, the Secretary of Utsav Samiti shall
reconcile the pass book with cash book and cheque book and affix his
signature jointly with treasurer. Further, bill analysis has to be made on
completion of each calendar month.
8. The Secretary of Utsav Samiti should avoid in handling liquid cash as the
Utsav Samiti does not have double lock.
9. At the end of each financial year, the Secretary of Utsav Samiti shall cause
the completion of audit and submit the audit report to the Aurtho-O-
Parikalpana Upa-Samiti (Finance and Planning Sub-Committee) and
preparation of broadsheet reply and submit to the Utsav Samiti for
deliberation.
