Nelson Civic Arena
RDCK arena safety
The Regional District of Central Kootenay (RDCK) is
saddened by the news of the deaths at the City of Fer-
nie arena. The RDCKs thoughts and prayers are with the
families. At this time the cause of the accident in the City
of Fernies arena is unknown, however the RDCK under-
stands that the public may have some questions regarding
the operation of our arenas.
The safeties at RDCK arena facilities are as follows:
Our facilities are staffed by qualified and trained oper-
ators as per the Provincial Safety Standards Act Power
Engineers, Boiler, Pressure Vessel and Refrigeration
Safety Regulation.
RDCK arenas at the Nelson and District (including
the Civic Centre), Castlegar and District and Creston and
District Community Complexes have been risk assessed
by Provincial Safety Authority.
The refrigeration plant rooms in each of these facili-
ties are isolated from the rest of the building.
The plant rooms are monitored (24/7), alarmed, oper-
ated through direct digital control and designed to
discharge an ammonia leak to atmosphere to ensure
that the ammonia is dispersed in a safe manner.
Refrigeration systems have code required safeties that
are designed to ensure safe operation of equipment.
The RDCK has a robust safety program includ-
ing regular maintenance by qualified refrigeration
contractors.
The Pioneer Arena in Castlegar does not fall under
the jurisdiction of the Provincial Safety Standards Act
Power Engineers, Boiler, Pressure Vessel and Refrigera-
tion Safety Regulation due to a smaller refrigeration plant
size. However, the chiller has been recently replaced, the
plant room has had safety improvements, regular mainte-
nance is performed and safeties are in place on the refrig-
eration plant.
In response to the incident in the City of Fernie:
RDCK staff is reviewing safety procedures and hav-
ing all arena facilities re-inspected by a third party.
The RDCK will address any recommendations
from the investigations by WorksafeBC and the BC
Safety Authority.
The District is confident that our facilities are safe.

Art Surviving - Fundraiser art show
The VISAC Gallery in Trail invites and welcomes you
to the opening reception of Art Surviving. This is a fund-
raiser art show exhibiting works by father and son Syrian
refugee artists Saad Zwayne and Amr Zwayne.
All funds from sold work will go straight to the artists to
help them in their final steps as they wait for refugee status
approval to join their family here in Trail. This exhibit will
show works from both artists as a review of past works
(colour pencil, oil, acrylic, drawings, etc). Many pieces
feature beautiful horses and scenes from their homeland.
All are invited on Friday, November 10 from 5:30 pm to
8 pm at 1501 Cedar Ave, Trail in the Lower level of the
Selkirk College Building. The art exhibit will run through

A hot topic Fires and our Future
The worst BC wildfire season on record was officially
declared by the BC Wildfire Service in August. Since
April 1, 2017 the impacts include over 900,000 hectares
of land burned, tens of thousands of people evacuated,
homes and businesses destroyed and timber and other
natural resources lost. As recovery efforts continue and
our region and province clean up, we must also face two
critical questions: 1) Is this our new normal? and 2) What
can we do about it?
According to Mike Flannigan, professor of Wildland Fire
at the University of Alberta, a hot and dry future points
to more fires. At a recent webinar entitled The Future of
Wildfire in Canada Hot and Smoky?, Flannigan set the
stage by pointing out that despite better management and
increased efficiency in fire fighting, the area burned across
Canada is increasing, particularly the catastrophic 3% of
fires responsible for 97% of the area burned.
Of the four key factors of wildfire (fuel, ignition, weather
and people), Flannigan pointed to weather as a critical
factor because of our changing climate. What exactly is
the link between climate change and forest fires? Simply
put, an increase in temperature will result in more fires
and more area burned. Why? Three main reasons. First
increased temperature means a longer fire season, leaving
more time for fires to start and burn. Second tempera-
ture correlates positively with lightning. Increased tem-
perature equals more lighting and thus, more potential
