PHLPost sets deadlines for snail mail, packages for Christmas

FOR THOSE sending out greetings through snail mail or packages
within the country and abroad, the Philippine Postal Corp. (PHLPost)
has set cut-off dates for guaranteeing delivery before the Christmas to
New Years day period. The dates apply to Metro Manila, which means
cards, letters and boxes coming from outside the capital should be sent
at an earlier time.
The deadlines are:

Vietnam donates rice to Marawi
THE DEPARTMENT of Agriculture said Vietnam, one of
the countrys key sources of rice imports, has pledged to
support the rehabilitation of war-ravaged Marawi City
and initially donated 4,000 bags of rice. In a Facebook
post, Agriculture Secretary Emmanuel F. Piol said
Vietnamese President Tran Dai Quang made the com-
mitment to President Rodrigo R. Duterte during their
bilateral talks on the sidelines of the 25th Asia-Pacific
Economic Cooperation forum in Vietnam last week.

Davao Region military calls on NPA to surrender as soldiers back from Marawi
ready for deployment
THE MILITARYs 10th Infantry Division is looking at deploying more troops in the Davao Region
against the New Peoples Army (NPA), the armed group of the communist movement, with the
return of some soldiers who were reassigned in Marawi City. Major General Noel S. Clement,
commander of the 10th Infantry Division headquartered in Compostela Valley, told the media
that five more battalions are needed to augment the forces in the region, which currently has 12
battalions. Mr. Clement said the deployment of more troops will provide a positional advantage
to the military against the 11 fronts of the NPA in the region. More soldiers, he said, would be
able to prevent NPA recruitment activities, especially in the remote indigenous people commu-
nities. At the same time, Mr. Clement urged NPA members to lay down their arms, noting that
some 300 of them have surrendered in the first 10 months of this year. If they want to surren-
der, then they can avail the services of the government, he said. Carmelito Q. Francisco
Cebu province builds facility to help strengthen cooperatives
THE CEBU Province Association of Accredited Cooperatives (CPAAC) will
soon have a three-storey building in Cebu City, a facility that is intended to
serve as a one-stop shop for members and the groups various activities.
The building, to be called Bahay Kooperatiba, is funded by the Cebu pro-
vincial government through an initial P3-million budget and the allocation
of the capitol-owned lot within the Department of Agriculture compound.
Its a dream come true for us. I have been dreaming this for a while and
finally the day has come, CPAAC President Bernardo Desabelle said in a
statement.
Proposed cooperative department
Meanwhile, public and private sector advocates have called on President
Rodrigo R. Duterte to mark as urgent House Bill (HB) 4174, which will
create a Department of Cooperatives. We should increase the level of
leadership of the cooperative to the Cabinet level so that at the pres-
ence of the members and the president we can discuss the problems of
the country and how cooperatives can respond to them, Cooperative
Development Authority (CDA) Administrator Dr. Eulogio T. Castillo said
in a recent interview in Davao City. We have many success stories, out
of the (more than) 24,000 cooperatives registered with CDA, 2% or
500 are large co-ops with assets of P100 million and above, he added,
stressing that elevating the CDA into a department level would allow the
agency to expand services. Mr. Castillo said the CDA budget is currently
about P700 million, with more than 700 employees nationwide. Once it
becomes a department, the proposed budget for the initial year would
be about P2.1 billion, with a projected increase in employees to around
