Chapter I

I. INTRODUCTION

Election is a decision-making process whereby a population chooses an individual that is of

candidacy on a certain position, to lead and hold a public-office. Election in the Philippines is something

that is very vital for a country. Moreover, voting is one of the most important responsibilities of citizens

in democracy.

Technology, like computers and biometrics, continue to develop and have become more

powerful, more flexible and easier to use. As technology innovates, it must meet the demands for new

system and provide solutions to the needs of different industry, as well as the government in the country.

The Election System in the Philippines is vulnerable. The customary manual voting system that

the country implements for years has a lot of deficiencies and defectives. More than those blunders, the

system do not provide high-security and reliability. In solution to these, An Electronic Voting System

with the application of Biometrics, specifically a fingerprint scanner, will answer all the problems in

election.

A. Background of the Problem

The manual system of voting requires much effort and time from the voters and

especially from the election watchers. The election watchers give great extent of assistance to the

voters and inevitably conform to their needs. They will also do all the processing of results that

are very exhausting and tedious to their part.


In accordance to the processing of results, the manual voting system that we have at the

present makes the accumulation of results very slow, time consuming and demanding on the part

of the watchers. And is subject to all kinds of imprecision and inaccuracies. Plus, the customary

system of voting is inescapable of anomalies and is consent to different kinds of electoral frauds.

B. Motivation Factors

Our country is out rightly in need of an easy and quick way of processing of election

results so as to provide an effective government for citizens. This need seems to be difficult to

fulfill with the kind of voting system we have, that is a manual system of voting.

COMELEC representatives and election watchers exert all the efforts and labors and

acquire all risks and dangers that are incorporated with the nature of election system in the

country. Every election, such events happens and is intended to change the true result of people’s

decision.

II. STATEMENT OF THE PROBLEM

A. GENERAL

The general objective of this project is to develop an automated voting system with the

application of biometrics that will facilitate better registration and voting system to ensure

fast and accurate results.

B. SPECIFIC

A. To develop a system that will change and enhance the customary voting system in the

country.

B. To provide high security to avoid different kinds of electoral frauds.


C. To create a system that will provide easy and fast accumulation of results ensuring

accuracy and reliability.

III. SCOPE AND LIMITATIONS

The Proposed System focuses on the improvement of the customary voting system, which is a

manual system, from registration to election proper, up until the tabulation of results.

The Research study was limit and concern only with the registration of voters and how the people

will vote using the computerized voting system that will be more efficient and reduces the time it takes to

go through the registering and voting processes. By using a fingerprint scanner, the system will verify if

a voter is registered and is acceptable to vote. The results will be processed automatically on a server and

will be printed out on a paper for each baranggay.

The system doesn’t concern anymore to the summing up of over-all results in each city, region

and country. Thus, provides only results for each baranggay.

V. SIGNIFICANCE OF THE STUDY

The proposed system expected to primarily help the country in conducting its own significance.

This study also hopes to make the following contributions to the following:

• To the Country

To make the country to be more advanced in technology complying with the need for

effective government to govern and lead the nation. Over and above, avoidance to electoral

frauds provides more probability to have qualified government officials.


• To the Citizen

This will intensify the concern of the citizen on voting and let them experience and deal

with new technology for them to know how does technology makes tasks easier and faster for

people appropriately. Furthermore, to have a capable and just line-up of newly elected

government officials to improve their lives as a result of a good election system.

• To the Proponents

The useful and relevant information acquired from the study may provide our insights on

how we can promote fast election using our skills in technology. Moreover, this study helps us

to achieve our long sought goal of development of technology in the Philippines. This is for our

effort to be recognized and for us to serve as an inspiration for others who are to develop their

own new system.

VII. DEFINITION OF TERMS

1. Automated / Automation

- Operating with minimal human intervention or independent of external control.

2. Biometrics

- refers to methods for uniquely recognizing humans based upon one or more intrinsic

physical or behavioral traits. In information technology, biometrics is used as a form of identity

access management and access control.

3. Computer Security

- is the ability of a computer to protect information and system resources with respect

to confidentiality and integrity.

4. CLIENT – SERVER

– describes the relationship between two computer programs in which one

program, the client, makes a service request from another program, the server,

which fulfills the request.

5. Database

- is an integrated collection of logically related records or files which

consolidates records into a common pool of data records that provides data

for many applications.


6. Election

- is a formal decision-making process by which a population chooses an

individual to hold public office.

7. Electoral Frauds

- is illegal interference with the process of an election. Acts of fraud tend to involve

affecting vote counts to bring about an election result, whether by increasing the vote share of

the favored candidate, depressing the vote share of the rival candidates or both.

8. Fingerprint Scanner / Fingerprint authentication

- refers to the automated method of verifying a match between two human

fingerprints.

9. Registration
– The act of registering; a formal or official recording of items, names, or any

information needed and required.

10. Voting System


- (also referred to as an electoral system), allows voters to choose between options. In

an election, candidates are selected for public office.
