Foundation-Coaching Programme for the Students belonging to Muslim

Community aspiring to Compete in the Competitive Examinations

The Sachar Committee had pointed out the poor representation of Minorities in
the higher levels of government services. There are many positive actions from
the government agencies and citizen groups to address this deficiency. Govt of
Karnataka has been sponsoring many students every year to undergo coaching
programme in reputed Coaching Institutions in the Country. However, the quality
of the students who are selected for these programmes need to be improved and
they need to have knowledge about the basics of each subject so that the inputs
given in the standard coaching institutions will be understood better. This has
been the feedback given by some of these institutions as well.

In order to address this aspect, it is suggested to organise a preliminary coaching


programme for the potential aspirants from the minority communities for a short
duration. These candidates will be selected on the basis of a state level entrance
test and will be given coaching in the fundamentals of all the subjects. Most
importantly, they will be given proper orientation about the exam, handholding
for mentally preparing them for the long haul of preparing for the civil services
examination, which is one of the toughest in the country.

A group of people from across Karnataka who are committed to serving the
society have come together to address this deficiency. This group with help of
some of the young bureaucrats of the state have decided to organise a
foundation-coaching programme for the aspiring civil servants in Bangalore. The
programme will see class room lectures from the expert faculties called from all
over the country, personal mentoring, reference facilities, regular performance
testing, motivational speeches from senior officers and proper orientation about
the examinations. This programme is organised by Shaheen Civil Services
Academy, Bangalore and jointly sponsored by a few associations namely;
Association for Services to Humanity, Bearys Education, Golden International
School, Meher Care, Power Point Electrical Engineers & Contractors etc. The
programme is coordinated by some of the IAS/IPS/IFS officers in Karnataka.

The candidates will be then motivated to write entrance examination to all the
coaching institutes in the country. They will be advised to write the screening test
conducted by the Government of Karnataka to select the candidates to be
sponsored for coaching in reputed private institutions.

This will be a Four-week, around 25 days long residential programme where


the stay within the campus in Bangalore is compulsory. Candidates are expected
to maintain strict discipline within the campus. All classes and tests are
compulsory. Those who do not follow the rules of discipline or those who are not
serious will be summarily expelled from the programme. This programme is
organised by a few philanthropists. The residential facilities and coaching are
offered free of cost. Candidates are expected to pay for their food charges, which
might work out to be Rs. 5,000/ for the entire course duration.

The entrance test for selection of this programme will be held on 26/07/2015 in
nine centres across the state namely; Bangalore, Bellary, Bidar, Mangalore,
Mysore, Hubli, Gulbarga, Shivamoga and Chikmangalore. Reputed
educational institutions are partnering with this initiative. The test will be of the
same pattern of the UPSC comprising both the Multiple Choice and descriptive
questions. The programme will be organised tentatively from 01 Aug 2015 to 26
Aug 2015. The screening test for sponsoring candidates by Govt of Karnataka is
expected to be conducted during this period. The entrance test to the institutions
like Hamdard Study Circle, Residential Coaching Academies in Delhi, Aligarh,
MANU, Crescent Chennai, Zakath Foundation and Hyderabad etc are expected to
be held during this period.

Interested candidates who are willing to write the civil services examination in
2015 can apply for this programme. The candidates can register themselves

Moreover, the candidates can personally submit the application from to the
following centres, where the entrance test will be conducted. The last date for
