MPA 302 (STATISTICS AND QUANTITATIVE TECHNIQUES IN PUBLIC ADMINISTRATION)
SYNTHESIS
Project management refers to the organization of planning and construction so that the
predetermined objectives of the project will be achieved considering the cost, time, scope,
quality and satisfaction of the end users. Achievement of these parameters would be possible if
careful construction planning will be carried out. Construction planning is the summary of all
activities in consideration with the plans involving safety, construction equipment and in order
to eliminate the impact of winter season in the construction management documentation. In
order to achieve this, an advanced ICT tools must be used.
In this research, a longitudinal research was employed focusing on the opinions of the
construction companies in Slovakia. Further, the survey was executed in the years 1996, 2003,
2008 and 2013. With this, it is possible that the trends can be traced in processing plan sand its
corresponding construction management documentation. Also, this paper proved that the trend
in documentation processing in construction management is improving. It was further proven
that is dependent with time as confirmed by the results of chi-square test.
REFLECTION
Project changes must be properly documented. It is not enough that satisfaction on the
actual field conditions were given. However, the legality through proper documentation must
always be inculcated in our minds since it is not always our personal money that is being spent
in construction. As a matter of fact, it is very necessary to liquidate all the expenses especially
for government funded projects to set transparency among the people.
In this paper, for concepts namely time, costs, quality and building site are among the
evaluated aspects in this study. For each aspect, there is a corresponding required document.
For instance, schedule of construction works is required to estimate the time completion of the
project. On the other hand, the cost of the project can be estimated knowing the allotted
budget. Well, it will be impractical to develop a project with high cost when the budget is
insufficient. However, to assure quality of the project, there must be a quality control plan for
construction realization. Lastly, to evaluate the building site, there must be construction site

layout planning, occupational safety and health program, and planned measures for eliminating
the impacts of winter season to the construction plan.
All in all, careful and precise plans must be worked out together with updated progress
in construction works so that successful completed projects in accordance with the contract
terms which include cost, time, and quality.

As part of the Department of Public Works and Highways (DPWH), we are mandate with
our quality policy which is to We endeavor to implement the right projects at the right
cost, determined through transparent and competitive bidding with the right quality
according to international standards, delivered right on time through close monitoring of
project implementation and carried out by the right people
This excerpt from the DPWH quality summarizes what is meant in this paper. As public
servants, we are assuring that the projects which are prioritized must be first implemented. This
is done by the Department using the details generated by as system in the Road Bridges
Inventory Association (RBIA) which must jive with the actual field conditions. Thus, this entails
the right projects.
In terms of right cost, transparent and competitive bidding is being administered so that
responsible and qualified contractors will be the ones to implement the project. In terms of
bidding process, there are rules set by the Department that must be strictly followed.
Time is very important factor in a project. It is because the reality that the said project
was approved to be constructed, it is needed. Thus, the project must be finished the soonest
time possible without compromising safety and design, of course.

Right people are selected in the Department so that it will be globally competitive.
Moreover, development of people has been always continued by the Department through
comprehensive trainings and seminars to adopt with the fast-phase changing world.
