While remaining a top player in terms
of knowledge production and scientific
excellence, Europe is losing ground as The EU is the first producer of peer-reviewed
regards the exploitation of research results scientific publications in the world, with 29% of
the world production in 2009, ahead of the
United States (22%), China (17%) and Japan
(5%).
In terms of scientific excellence, during the
period 2001-2009, the EU as a whole increased
its share of total scientific publications in the top
10% most cited in the world from 10.4% to
11.6%, the world average being by definition at
10%. This means that Europes capacity to
produce high-impact scientific publications,
which is a proxy for scientific quality, is 16%
above the world average and has been
increasing since 2000. In spite of such recent
progress the United States is still performing one
third better than Europe in terms of R&D
excellence, with 15.3% of US publications
among the worlds 10% most cited.
In terms of development of competitive
technology, Europe is losing ground in a context
of increased competition. Today, the world share
of PCT patents is at a comparable level for the
EU, the United States and the five leading Asian
countries (all at 25-30%). However, the rate of
growth in the number of PCT patent applications
over recent years in Japan and South Korea is
almost double that of the EU.

LC-SC3-RES-1-2019-2020: Developing the next generation of renewable energy


technologies

Specific Challenge: The renewable energy technologies that will form the backbone
of the energy system by 2030 and 2050 are still at an early stage of development
today. Bringing these new energy conversion solutions, new renewable energy
concepts and innovative renewable energy uses faster to commercialisation, taking
into account social acceptance and secure and affordable energy supply, is
challenging. These new technologies must not only have a commercial potential but
they should also have a lower environmental impact and lower greenhouse gases
emissions than the current renewable energy technologies.

Due to the pre-competitive nature of the research activities of this type, particular
emphasis is put on including international cooperation opportunities, whenever
relevant to the proposal and the domain.

LC-SC3-RES-1-2019-2020: Developing the next generation of renewable energy
technologies

Scope: Proposals are expected to bring to TRL 3 or TRL 4 renewable energy


technologies that will answer the challenge described. Beside the development of
the technology, the proposal will have to clearly address the following related
aspects: the potential lower environmental and climate impact on a life cycle basis,
the better resource efficiency, issues related to social acceptance or resistance to
new energy technologies, related socioeconomic and livelihood issues.

Support will be given to activities which focus on converting renewable energy


sources into an energy vector, or the direct application of renewable energy sources.

One of the following technology-specific sub-topics has to be addressed:


Developing the new energy technologies that will form the backbone of the energy system by 2030 and
2050. The challenge is to develop energy technologies currently in the early phases of research. It is
crucial that these new, more efficient, and cost-competitive energy generation and conversion
technologies, demonstrate their potential value in the future European energy system. Developments in
sectors other than energy may provide ideas, experiences, technology contributions, knowledge, new
approaches, innovative materials and skills that are of relevance to the energy sector. Cross-fertilisation
could offer mutually beneficial effects;

LC-SC3-RES-1-2019-2020: Developing the next generation of renewable energy


technologies

Innovative materials for geothermal heat exchangers to maximize energy transfer and improve the overall
conversion efficiency of a geothermal system;
Innovative testing methods and design tools for acceleration of wind energy technology development and
increased life time extension;
Sustainable fuels other than hydrogen for energy and transport application through ground-breaking
conversion technologies, addressing for example development of novel microorganisms, enzymes,
catalysts, photosentisizers and separation techniques, improvement of biomass and microalgae yields,
and development of novel technologies of combined indirect and direct artificial photosynthesis with
chemical/ biochemical/biological systems;
Innovative very high efficiency thin-film photovoltaics concepts considering advanced, sustainable and
low-cost materials and processes.

Novel technology solutions for grid integration, storage, fuel cells and hydrogen
(other than integral to the technology solution developed), energy efficiency and
smart cities will not be supported under this topic but in the relevant parts of this
work programme part and other H2020 work programme parts.

LC-SC3-RES-1-2019-2020: Developing the next generation of renewable energy
technologies

The Commission considers that proposals requesting a contribution from the EU of


between EUR 2 to 5 million would allow this challenge to be addressed
appropriately. Nonetheless, this does not preclude submission and selection of
proposals requesting other amounts.

Expected Impact: On its completion, the project is expected to advance the


knowledge and prove the technological feasibility of the concept including the
environmental, social and economic benefits. The proposal should show its
contribution towards establishing a solid European innovation base and building a
sustainable renewable energy system contributing to the decarbonisation of our
economies. The proposed solutions are expected to contribute to strengthening the
EU leadership on renewables.

The EC proposes a template, as well as evaluation criteria:
1. Excellence
Clarity and importance of the objectives;
Soundness of the concept, including trans disciplinary considerations;
Credibility of the proposed approach;
Extent that proposed work is ambitious, has innovation potential, and is beyond the
state of the art (e.g. ground-breaking objectives, novel concepts and approaches)

2. Impact (could be x 1.5):


The expected impacts listed in the WP under the relevant topic;
Enhancing innovation capacity and integration of new knowledge;
Strengthening the competitiveness and growth of companies by developing
innovations meeting the needs of European and global markets;
Soundness of the business cases and business plans & commitment to first
exploitation;
Evidence of the market potential & of the competitive technology advantage that will
be gained;
Potential of creating jobs in Europe;
measures to communicate, disseminate results & IPR (Open Access)
Contribution, where appropriate, to standards, skills & educational training.
Any other environmental and socially important impacts (not already covered above);

3. Quality and efficiency of the implementation


Coherence and effectiveness of the work plan, including appropriateness of the
allocation of tasks and resources;
Coverage of the value chain (RTOs, materials, equipment and technology suppliers
and end-users);
Competences, experience and complementarity of the individual participants, as well
as of the consortium as a whole;
Appropriateness of the management structures and procedures, including risk
management.
Operational Capacity (selection criterion):
as a separate step in the evaluation, expert evaluators must indicate whether the
members of the consortium possess at least the minimum competences needed to
carry out the proposed work.

2. ERRIN Working Group leaders will select the project ideas received,
prioritising project leadership over ownership;

will be invited to register until mid-October specifying what they can
offer to the project;
4. Project leaders / owners will select participants to have around the
discussion tables.
