This REQUEST FOR PREQUALIFICATION is issued to invite interested parties to pre-qualify for
receiving the RFP of the Waste to Energy Project.
Information in this RFQ is for guidance only without any warranty or representation express
or implied, as to its content, its accuracy or completeness. It may not contain all the
information desired or required for decision making and should rely exclusively on their own
investigations, interpretations and analyses in connection with this RFQ.
DM in its absolute discretion, reserves the right, at any stage and without notice to terminate
or amend the RFQ, to change the structure and timing of the process, to waive any
irregularities in any proposals, to refuse entry to a party to particular stage of the process.
DM reserves the right to determine the qualifications and acceptability of any party or parties
submitting proposals in response to this RFQ; to allow further parties to enter at any stage of
the process whether or not those parties have submitted a response to this RFQ.
DM will not have any responsibility or liability for any costs, expenses or other liabilities
incurred by any participants in the tender process and this does not constitute all or any part
of an agreement.
This RFQ and the information contained herein are confidential and may not be issued,
published, distributed or otherwise divulged to any other persons other than in accordance
with a signed confidentiality agreement.
Any applicant or prospective Proposer to this RFQ who responds hereto fully acknowledges all
the provisions of this disclaimer and totally agrees to be bound by the terms. The applicant
agrees to deliver such further details, information and assurances, including financial and
disclosure data, relating to the proposal and the applicant including affiliates, partners and
employees as requested by DM in its discretion.

INTRODUCTION
Dubai is making great strides in the eld of sustainability in line with the Dubai Strategic
Plan 2021, UAE National Agenda 2021 and Dubai Integrated Energy Strategy 2030.
These strategic plans aim to protect the environment and ensure sustainable development
through various projects and initiatives for conservation of natural resources, rationalized
consumption and inclusion of alternate and renewable energy resources to Dubais energy
mix.
All of the electricity generated from this project after meeting its own power requirement will
be fed into the DEWA Grid. The project thus have a high significance in contributing to the
scaling up of sustainable energy solutions apart from achieving reduction in landfill
requirements, carbon footprint, impacts of climate change etc. and other environmental
benefits.
WASTE MANAGEMENT
Dubai Municipalitys core vision is Creating an excellent city that provides the essence
of success and comfort of sustainable living. This vision is underpinned by the key
strategic directive Ensuring a clean and sustainable environment in the Emirate of Dubai. To
achieve this objective, Dubai Municipality (DM) has developed and adopted an Integrated
Waste Management Master Plan (WMMP) for the Emirate of Dubai. The WMMP provides the
roadmap and approach required to efficiently manage wastes generated from the Emirates.
The Waste Management Department (WMD) of DM has the responsibility for management of
waste generated in the Emirate of Dubai. This includes collection, treatment and disposal of
wastes generated. Waste generated in Dubai is mainly classified based on its source and the
predominant disposal method. This includes Municipal solid wastes, Construction and
demolition wastes, Horticultural wastes, Hazardous wastes, Medical wastes, Tyres and
Sewage sludge.
The quantity of municipal solid wastes generated in Dubai is estimated to be 7000 tons per
day for the year 2014. The typical composition of wastes that is disposed in the landfill as per
the waste characterization report from the WMD is given in Figure 1.
In consideration of the various Dubai waste management plans, policies and projects
currently pursued, Dubai Municipality intends to accomplish the waste to energy project
Phase -1 of capacity not less than 2000 TPD adopting the most economically advantageous
tender (MEAT). The most economically advantageous tender (MEAT) option represents a
more comprehensive approach for assessment of the merits of the tenders than consideration
of price alone. This requires forming a view on the elements which would make offers
economically advantageous and then weight these in order of importance. This allows to
evaluate and compare tenders that may meet various permutations of the award criteria
The WtE Facility is aimed to be a unique and excellent facility for research and development,
training, demonstration and education of all its environmental and socio-economic benefits.
The facility shall set the ideal benchmark for all waste to energy plants of the future with its
innovative and creative aspects, micro and macro sustainability etc. incorporated into the
Dubai WtE Facility. Accordingly Dubai Municipality has incorporated Sustainability and
Innovation as one of the Key Criteria for evaluation and selection of the best Dubai Waste to
Energy Project proposal.
Applicants are therefore encouraged to best mention in their responses their best capabilities
and achievements in the field of Sustainability and Innovation and to indicate credentials
within their Applicant Group.
The RFP will set out the functional requirements and technical specifications. A qualified
bidder will be capable of providing the complete scope of works required for the development
of the WtE Facility.
The anticipated scope of works shall include the following key elements:
Covers all main disciplines including complete design, P&ID, Electrical, Civil, Architectural
(buildings), Structural (Buildings and process facilities), MEP Buildings (Water,
Drainage, Fire protection, HVAC, Compressed air), ELV Fire Alarm etc.
Engineering, procurement and construction of the WtE Facility and its associated
interconnections to electricity, water, and wastewater treatment infrastructure;
The Works includes proper interfacing / integrating with the existing utilities, facilities and
roads and other utilities. Road interfaces shall be carefully worked in order to avoid any
drainage issues.
Commissioning and testing of the WtE Facility to meet all performance guarantees
including environmental permit conditions and electrical power output;
Processing and obtaining of all requisite permits and approvals required for the
implementation and execution of the Works, from all authorities having jurisdiction.
The contract will include a provisional option for 3 years of operation extendable by 2 years
for operation and maintenance (O&M) of the entire facility (both phases). DM may decide
whether or not to extend the O&M option on or before the date of Taking Over of the Works.
The Dubai Municipality, in accordance with the information and requirements specified in this
document invites Request For Prequalification [RFP] from highly reputed and experienced
national and international contractors who have proven credentials in similar projects for the
development of the Dubai WtE Facility.
The bidders intending to pre-qualify for participation in the tender need to understand
requirements of Dubai Municipality, DEWA and other concerned authorities . The project aims
to reduce the waste ending into the landfill by maximizing its beneficial utilization. The
options for EPC Technology provider/contractors are open as per their expertise to come up
with best solutions and to design, build, operate and maintain DBOM. Technologies like
incineration, plasma molecular dissociation, gasification, Mechanical Biological treatment etc.
with combined Heat & Power (CHP) etc. are considered. The proposed technology should be
innovative with good track record. Multiple units and possibilities to expand the plant with
future units shall be taken into consideration. EU emission standards will be applicable unless
otherwise specified.
This RFQ is intended to establish a short-list of firms who will be eligible to receive a RFP
from DM. Applicants are expected to submit only those information that is essential for DM to
make a fruitful evaluation. All information shall be provided in brief.
No pre-submission meeting or site tour is planned. However DM may, at its sole discretion,
revise or amend the RFQ / PQD and also hold meeting prior to the Submission Due Date.
Carefully examining the RFQ documents, including any addendum and any other
information, data or conditions which may affect its SOQ;
Becoming familiar with and satisfying itself as to local laws and regulations that may
affect the SOQ;
Determining that its submission is sufficient to demonstrate it is qualified to complete
the works required by DM on the WtE Facility
Each Applicant is responsible for promptly informing DM in writing all:
Two (2) sets of hardcopies and three (3) sets of soft copies [in Flash memory sticks] of the
Prequalification Documents shall be submitted on or before 12th August 2015 before
12:00 hrs to:

Submission of a response to this RFQ endorses the Applicants acceptance of the evaluation
techniques and recognition of the subjective judgments that may be made by DM during the
evaluation process. It also indicates that the Applicant certifies that all parties included in
their team are properly registered or will be registered in accordance with all applicable laws
Project Location
The project will be located at Warsan on a site beside the landfill site. (Please see Annexure
1 for Location Map)
The Project will be financed by the Dubai Government. As of now, it is not required, at this
stage, that the EPC contractor contributes equity to the project. However EPC contractors are
requested to state their ability and desire to commit project equity, should it be required.
Objectives
With the EPC approach for the WtE Facility, DM expects to secure substantial benefits,
including appropriate risk allocation, competitive vendor selection, clear assignment of
performance responsibilities to a single contracting entity, and significant cost savings. This
includes the following objectives:
Provide safe, adequate, and continuous solid waste processing;
Ensure high health and safety of the employees at the WtE Facility;
Comply with all applicable environmental regulations
Provide flexibility in diversifying for a range of feedstock especially w.r.t quantity and
quality
Provide capability to respond to future environmental requirements;
Provide an alternative fuel source for electricity generation;
Provide an aesthetically-pleasing WtE Facility;
Use a sound design and quality construction for long-term operational reliability and
durability;
Incorporate maximum innovation and sustainability
Enhance cost-competitiveness and energy efficiency
Ensure a competitive procurement process.
PQD Evaluation
Applicant, even if already registered with DM for the size and nature of the subject Project, is
nevertheless required to prequalify specifically for the subject Project in accordance with the
requirements, prequalification criteria and procedure stated in the RFQ.
DM will evaluate the Technical information of Applicants and score the Applicants response to
the requirements specified in the Documents, the Applicants understanding to DM's
requirements. DM reserves the right to accept or refuse any PQD without stating the reasons.
1. 'Prime Contractor' means the main contractor who enters into a contract with the
employer and assumes full responsibility for the due performance and completion
of the contract.
2. A Prime Contractor may employ and manage one or more sub-contractors pre-
approved by the employer to perform specific part(s) of the contract.
3. 'Lead Partner' means the party nominated and authorized by a JV to act as its
lead partner and representative and conduct and conclude all business for and on
behalf of any and all members of the JV.
4. 'Construction means works similar in type, size, scope, quality and complexity of
the subject project work as detailed below:
i) similar type: waste management projects, comprising of reception, handling
and transportation, storage, segregation for recycle/reuse, incineration,
gasification, MBT, odor control, hazardous waste, emission controls, power
generation, CHP, power grid infrastructure handling, ancillary and other
associated works.
ii) similar size: represented either by project size of about 2,000 tons/day: total
contract value, when the Applicant or JV Member was acting as a Prime
Contractor; or the share of the total contract value corresponding to its share
of the JV participation, when the Applicant or JV Member was acting as a
member of a Joint Venture.
iii) similar scope and complexity: mixed stages from design studies till handover,
all processes and operations, civil, structural, mechanical, electrical,
instrumentation and control works for waste management and power
generation projects.
For the purpose of DMs evaluation of a PQD; the following are mandatory pre-requisite
qualification and compliance requirements which DM will score either as Pass or Fail:
1. Letter of Application Applicant has duly completed; ink signed, initialed, stamped
and submitted with its Application; together with specified
attachments.
2. Application Check List Applicant has duly completed, submitted and attached to its
Letter of Application.

3. Litigation History:
Applicant shall provide accurate information on any current or past litigation
(arbitral/court) proceedings arising from or in connection with construction
contracts currently in progress and/or completed within the last five (5) years.
(a) Applicant shall undertake to deploy suitably qualified and experienced personnel
to all key personnel positions.
(b) Successful Applicants will be obliged in their tender, to offer to deploy one of the
two (prime and alternative) candidates proposed in this Application; or an
equivalent substitute, acceptable to the Employer.
All Applications that advance and pass the Pass/Fail prequalification Criteria set out under
paragraph B (Pass/fail criteria) will be further assessed by the Employer using methods
and factors to score, weight and evaluate the qualifications on the basis of the
information, data and documents submitted with the Applications (including any
subsequent clarifications requested and provided pursuant to ITA 20.1); against the
Employers own particular requirements and qualification criteria; including but not
necessarily limited to general compliances; financial performance; general and similar
project construction experience; resource, organization and skill capabilities; QA and HSE
management systems and controls; Sustainability and Innovation; understanding of the
challenges and risks associated with the performance, execution and delivery of the
Works. For this purpose, scoring criteria will be assessed and evaluated by the Employer
using the following weightings:
