1) Changing the Way We Manage our Finances:

For the past three fiscal years, Michigan has over-projected reve-
nues, in part due to the lack of sufficient input from a broad spec-
trum of economic advisors, resulting in chronic budget crises.

In the meeting we also heard that since the year 2000, one in every
two jobs lost in America was from Michigan. Only 25% of those jobs
were in the auto industry. Doug Rothwell went on to say that his

As a continuation of the Leadership
Learning Series I held the workshop, How
to Get Where We Need to Go When We Dont
Know Where We Are Going!
The session focused on new challenges and
demands required today for effective leader-
ship and the reasons why we see such a preva-
lence of failed leadership globally, nationally,
in our state, and even locally. Quoting from
Lee Iacoccas book, Where Have All The Leaders Gone? (2007), I
asked: Am I the only guy in this country whos fed up with whats
happening?
Using some provocative statements from Iacoccas book, we start-
ed with a discussion around the questions: Are we living in a time of
unprecedented chaos, confusion, uncertainty and anxiety, and if so,
whats driving this? Related to these questions, the group discussed
whether the current confusion is causing failed leadership or is failed
leadership causing the chaos?
Reasons for failed leadership
Perhaps there are some systemic, structural reasons for failed leader-
ship at various levels of our society. Perhaps we are witnessing, all too
often, a paralysis of leadership because leaders are doing what we
expect them to do; that is, it is a reflection of who we are and what we
want. Nevertheless, this does not mean that things should not change.
We should and can do better. We can and should fix the problems.
Critical to this is the need for effective leaders at all levels of society
and throughout our organizations. We all must take responsibility for
being effective leaders. This was discussed at both the political, busi-
ness and non-profit levels in our society.
The participants of the workshop spent considerable time reach-
ing a consensus of what effective leadership is and what important
characteristics are required. Two unusual definitions of leadership
seem to fit our times. One is from Peter Senges book, The Dance of
Change: Leadership is the capacity of a human community to shape
its future and specifically to sustain the significant process of change
required to do so. The other is from Stephen Coveys book, The 8th
Habit: Simply put at its most elemental and practical level
leadership is communicating to people their worth and potential so
clearly that they come to see it in themselves. Following a discus-
sion of the ramifications, implications and applications of these two
definitions, the group came up with some key characteristics of an
effective leader, which included: Trust, Civility, Community Builders,
Change Agents, Authentic, Common Sense, Curious, Communicator,
Courage, Passion, Visionary, Character, and Capable.
Eight lessons for leadership
There are eight important lessons for effective leadership.
Lesson One: Leaders do not command attention, they solicit it.
Lesson Two: Leaders need to understand the psychological needs of
those in the organization so that the organization can become fully
functional. This means allowing the members to achieve higher lev-
els of their respective potentials.

Lesson Three: Leaders are about creating a strong sense of fit, so
that people within the organization feel that they are valued and
that they matter. People who do not fit need to be mentored and
trained, and if they cannot fit, removed.
Lesson Four: Leaders need to engage others in fully understanding
the problem so that root causes and not symptoms are addressed
and resolved.
Lesson Five: Crises call for effective leadership at all levels within an
organization, not just at the top, for most crises require a collective
response.
Lesson Six: Leaders need to be mindful of unintended consequences
what reactions come from your actions?
Lesson Seven: Leaders need to capture the synergy that comes
from the tension within organizations between continuous qual-
ity improvement, which is usually incremental change, and radi-
cal transformation or innovation, which often requires major over-
haul.
Lesson Eight: Leaders cannot choke or panic. We choke when we
think too much; we panic when we think too little.
The critical question
The workshop ended by exploring the big paradigm shift, for leader-
ship always begins with YOU and not THEM. Thus, as leaders we are
accountable for our actions and thoughts, and we have the freedom
to make choices, which impact the organization. The critical question
then is: What can I do to improve the situation? Related to this ques-
tion is: How can I do this so that others also work with me to improve
the situation? Leadership is about working collectively to achieve
peak performance. This cannot be done alone. The reality is that we
really cannot change other people, especially if they do not want to
change. We can threaten, fire, cajole, encourage, mentor and punish,
but we need to create an environment within an organization where
people see the benefits for them and for the organization to change, to
improve, to work collaboratively. If you do not have this environment,
you need a lot of laws, policies, rules and cops.
Finding the root of empowerment
In the final analysis, leadership more than anything else is an atti-
tude. Its about how we think about who we are and what important
roles we play in an organization and society. Given this attitude, lead-
ership then is about helping others reach their goals.
Imagine the power that is waiting to be realized in an organization
when people recognize that at any given moment, they are both fol-
lowers and leaders, capable of bringing the organization to higher lev-
els of performance. This is true in society as well. Rather than being
problem-solvers, which is the old paradigm, leaders today must create
a process whereby we solve problems together. We own the problem,
and we must take necessary actions to solve it.
Leadership then is not about the Lone Ranger or the Boss. Rather
its about each person recognizing that she/he is empowered to make
the significant changes that are required. At the root of empowerment
is the true value of power, which is to give it away.

electives, as well as many cuts to other programs and extracurricular activities.

Broken budget
School districts already have suffered big
budget cuts since the recession started and it
looks like things are going to get worse before
they get better.
The results in many hard-hit districts
include teacher layoffs, larger class sizes,
smaller paychecks and fewer electives and
extracurricular activities just to name a few.
Hitting Home
With a deficit of $1.8 million, some tough
decisions have already been made but more
are needed at Cadillac Area Public Schools.
During a special meeting on March 22,
the CAPS Board of Education made its first
round of cuts for the upcoming fiscal years
budget. Those cuts included staffing reduc-
tion and totaled approximately $1.3 million.
The district still has to cut roughly $500,000
as of the first full week of April.
The reductions made in March included
staffing cuts to paraprofessionals, admin-
istrative assistants, non-tenured teachers,
tenured teachers and social workers. It also
included cutting all freshmen sports.
The root of all the problems schools face are
related mostly to funding or more important-
ly, how schools are funded.
CAPS Superintendent Paul Liabenow said
because of the structural deficit created after
the adoption of Proposal A, school districts
like CAPS are left with a tax structure that is
based more on taxing manufacturing and less
on taxing the service industries. Liabenow
continued to say that over time the state and
nation have shifted to become more of a ser-
vice economy and less of a manufacturing
economy, which has led to lower tax revenue
collected from income and sales taxes.
There needs to be a change in the Michigan
tax structure in order to provide a stable tax
structure for Michigan school funding, he

said. Over the course of the last several years
we have faced declining revenues in school
aid in the form of budget reductions and mid-
year proration.
As a result of that shrinking funding,
Liabenow said it has become nearly impos-
sible for districts to plan ahead and budget
with any accuracy. He also said the fact that
districts have to have their budgets ready
every year by June 30 when the state doesnt
have their budget completed until later in the
fall makes it difficult to budget with any real
certainty.
A great challenge results in us being
required to submit our annual budget before
June 30 and then being provided our actual
revenue, sometimes as late as October or
November the same year, he said. In many
cases budgets have been spent anticipating
certain revenues, leaving the district short in
the third and fourth quarter.

Crosby said the biggest challenge for his member dis-
tricts, which includes Cadillac Area Public Schools,
Lake City Area Schools, Manton Consolidated Schools,
Marion Public Schools, McBain Rural Agricultural
Schools, Mesick Consolidated Schools and Pine River
Area Schools, is the uncertainty of the budget.
Like Liabenow, Crosby said districts are asked to
approve multimillion dollar budgets based on revenue
projections. Many times those projections are not
accurate.
You have to amend budgets as you go through
the year. As the school year goes, we have looked at
amendments that include reductions, Crosby said. If
it werent for the (stimulus) money it would have been
worse. Until they change the structure of funding, we
are going to continue with the difficult funding.
With things looking to continue down the same path
for at least another year before there is a rebound,
Crosby said things will remain tough in the world of
education. He also said eventually consolidation may
be an option.
That being said, he also said lawmakers dont want
to take on the responsibility of drawing boundaries so
it will most likely be consolidation of services.
They want to have them share on a regional basis.
I do think we will continue to share more technol-
ogy, business, instructional and some administrative
services in the future, Crosby said. I think the state
needs to add incentives to that in a sense.
What It Means
For Private Schools
Northern Michigan Christian Superintendent Rick
Klooster said his district has not had its funding cut
one penny from the state.
The private Christian school doesnt receive its fund-
ing from the state. NMC receives its funding mostly
from tuition (80 percent) and the rest (20 percent)
from donations and fund-raising. While the district is
free from the funding burdens that face public schools,
Klooster said there are still some serious challenges.

Best-guess budgeting
Obviously, when the economy is in recession nonprofits have a
harder time raising money. There are nonprofits that have cut back
and some have closed, he said. When 19 percent of the people in
Wexford and Missaukee counties are unemployed that will impact
us. It is hard enough to pay tuition when you are employed let alone
when you are not employed.
As a result of the down economy, Klooster said NMC has experienced
a decline in enrollment and as a result has seen its budget decline, too.
That decline has meant impacting staffing and programming at the
school whether that meant reducing teaching and support staff, cut-
ting hours or downsizing administration.
Luckily for NMC, Klooster said the district has loyal supporters that
have continued to provide for NMC.
We probably faced these challenges a little sooner than the public
schools because we are more closely tied to the economy and not the
government, he said. We were impacted right away when the begin-
ning of the recession hit, and we have restructured and downsized
already. We were ahead of the game, and I think the decisions and
work the board has done in the past couple years has put us on stable
footing for the future.
What The Future Holds
With another $500,000 in cuts staring CAPS in the face before the
new fiscal year starts on July 1, Liabenow said he knows that more
tough choices are going to have to be made.
That being said, if there is going to be any real sustained change and

not just quick fixes, Liabenow said there is going to have to be real
reforms made to generate more revenues.
Both the legislature and our communities are demanding that in
order for any revenues or additional revenues to be considered, it
would require reforms in the state retirement plan and benefit plans,
he said. Until there are those types of changes there will be more of
the same problems.
Liabenow said he is optimistic for the long-term funding picture but
said he doesnt believe any real movement toward reform will take
place until after Novembers elections, which means more financial
challenges and deficit spending until October or November.
I believe most public employees are willing to participate in cost
sharing of benefits and their retirement system but simply dont want
to carry the entire burden to balance the states faulting budget, he
said.
Crosby echoed those sentiments.
He said it is not a surprise that there is need for reforms. He said
districts recognized that there needs to be a co-pay for benefits and
changes in the retirement system. While districts know that, in his
opinion, there is an absence of change in Lansing.
I think it will be a long, slow process to get funding for schools.
The thing I worry about is it really means if we get to some level of
low funding it will affect kids, Crosby said. We cant and should not
allow that to happen to a generation of kids. We cant let the legisla-
ture off the hook for this. It is a problem, and our legislature needs to
step up to the line.

The Cadillac Leadership class had a busy
and exciting month of March. On March 6, the
Leadership class held a silent auction during
the Cadillac Variety show. This fund-raiser was
a great, success raising more than $1,200 for
our community service project, CAPS QUEST

learned about health care in our community,
the future of health care and tips on personal
wellness from a variety of speakers. In addi-
tion, members of the class had the opportunity
to visit one of four community service agencies:
Lakeview Lutheran Manor, Mercy Hospital,
Club Cadillac and the Cadillac Community
Health Clinic. These fieldtrips gave the class
a great sense of the wonderful services our
community has to offer, and the agencies were
excited to share their experiences with others.
On March 24th, the Leadership class went
behind the scenes to assist at the 33rd Annual
Governors Breakfast. The class duties included
ensuring everyone had a ticket, assisting peo-
ple to their seats and stocking the food tables.
In addition, several class members assisted
with setup the previous day. The class even had
the chance to meet and have a group photo
taken with Governor Jennifer Granholm. The
Governor was greatly interested in our class
project and was delighted that we were pursu-
ing a worthwhile and much-needed endeavor.
The Leadership class is conducting several
fund-raisers for CAPS QUEST, a district-wide
program aimed at addressing issues such as
bullying, conflict resolution and social accep-
tance skills. We are currently selling raffle tick-
ets for a leather furniture group and planning
a bingo event for sometime in May. For more

Barbara Tatarchuk honored as
Habitats Volunteer of the Year
Over 450 supporters of Habitat for Humanity of Michigan (HFHM)
put down their hammers March 23 and donned business attire to salute
Habitat Michigans 2010 award recipients at their annual banquet. Gov.
Jennifer Granholm and Jonathon Reckford, Habitat for Humanity
International CEO, attended as speakers. At the event, Barbara Tatarchuk
was named Habitats 2010 Volunteer of the Year for Wexford County.
On April 2nd in the presence fellow board members, committee mem-
bers and staff, state Representative Darwin Booher presented Barbara
Tatarchuk with a special tribute plaque from the state of Michigan.
The plaque cites Tatarchuks many attributes in volunteerism from cre-
ating the newsletters and driving fund-raising to new levels to being an
inspiration to others.

Dr. Brian Drabik of Cadillac Urology Practice is now a Fellow of the
American College of Osteopathic Surgeons (FACOS). He formally
received his new title during ceremonial festivities at the Annual Clinical

Accreditation
Assembly of Osteopathic Specialists in Chicago.

Mercy Sleep Disorders Center in Cadillac recently received

program accreditation from the American Academy of Sleep
Medicine (AASM).
The American Academy of Sleep Medicine congratulates Mercy
Sleep Disorders Center on fulfilling the high standards required
for receiving accreditation as a sleep disorders center, said Dr.
Clete Kushida, AASM president. The center is a significant
resource to the local medical community and will provide aca-
demic and scientific value in addition to the highest quality care
for patients suffering from sleep disorders.
OASIS receives grant
Cadillac Area OASIS/Family Resource Center recently received a grant
of $4,000 from the Cadillac Area Womens Giving Circle. The awarded
money will provide access to the new YMCA for women and children
who are experiencing major disruptions in their lives due to domestic
violence, sexual assault or homelessness. The board and staff of OASIS/
FCR are very grateful to have been honored with this funding and
extend their gratitude to each individual of the Cadillac Area Womens
Giving Circle and the Cadillac Area Community Foundation.
