Rationale: (lesson context and reasons why lesson matters)

Having students briefly learn about the three levels of government in Canada is vital for students to know and understand; and allows
students to be informed citizens. Having an understanding of the responsibilities of each level of government helps students
understand how government decisions may be made as well as having students understand how their country is run.
